Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. At the same time, although the number of workers serving in the tourism industry has increased, they still lack experience and have not received basic or specialized training in professional skills.
Along with that, tourism promotion and advertising work is still limited and not very effective. Connecting tours, routes, and tourist attractions for river tourists still faces many shortcomings.
Because of the above limitations, it is necessary to propose appropriate solutions to effectively exploit the tourism resources of Hung Yen City. One of the measures that need to be implemented promptly is to build specific tours for Hung Yen City.
Chapter 3: Planning specific tourism programs for Hung Yen City
Recognizing the role of tourism in the socio-economic development of the country, in connection with the results that the tourism industry of Hung Yen city has achieved.
Yen has achieved in recent years, I boldly propose directions for tourism development of the city in the following years. My topic is to propose specific tourism programs for Hung Yen City (mainly 1-day or 2-day programs) to develop the tourism industry as well as exploit the potential of the city.
The 1-day program allows visitors to go back and forth in a day, without paying for accommodation, saving many other expenses. However, in this program, visitors sometimes do not have enough time to fully understand the local culture. With a 2-day or longer program, visitors will have to pay for accommodation, food, transportation and many other accompanying services, but they will experience more, learn more and discover new things.
3.1. MICE tourism combined with spiritual tourism
MICE tourism is a type of tourism that combines the purpose of attending conferences, seminars, exhibitions, and participating in events with the use of tourism services and sightseeing. MICE terms: meeting, convention, exhibition, incentive.
MICE tourism is a type of comprehensive tourism, most of its tourism programs are package tours, participants in this type of tourism often do not have to pay or pay very little for some additional services arising outside the program, the payers are usually companies such as employee rewards or some organizations.
Spiritual tourism (religious tourism) is understood as the trips of tourists mainly to satisfy the needs of performing religious rituals of believers or to learn and research the religion of heretics. The destinations of these tourists are temples, churches, holy places... 12

Currently, in Vietnam in general and Hung Yen in particular, MICE tourism is still new, so the application of MICE tourism still faces many difficulties. However, Hung Yen City is a place with very rich human tourism resources that effectively serve the development of spiritual tourism.
Spiritual tourism in Hung Yen City only develops during the festival season and tourist activities only take place during the day, so the application of MICE tourism combined with spiritual tourism will prolong the seasonality in tourism by creating events to exploit the MICE tourism market well. The city and businesses must proactively create many events: trade fairs, competitions such as: Miss Pho Hien, fishing competitions, kite flying, buffalo fighting, sports competitions... especially now the Pho Hien folk festival has just been organized, this is a big festival, typical of the whole Hung Yen City. If combined with attending conferences, seminars or rewarding employees at the beginning of the year, the Pho Hien folk culture festival completely meets that condition.

Visitors choose traditional craft villages in Hung Yen city such as lotus seed and longan processing villages in Phuong Chieu and Hong Nam communes, and Cao Thon incense village in Bao Khe commune. The programs of the craft villages serve visitors to visit, learn about the production process, directly enjoy the products in the craft villages and can buy products at affordable prices right at the destination.
However, craft village tourism in Hung Yen City still faces some limitations such as: Many production households do not cooperate with travel businesses and tourism agencies for fear of affecting production, and there are few destinations to choose from.
