3.2.1.5. Determining the coefficients of the criteria

Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.

However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. However, with the differences that have been and are taking place, specific orientations for each group are at different levels and aspects to ensure the highest conservation and development of tourism.
3.1.3.1. Orientations to preserve and develop group 1 human tourism resources
This group includes: Iron Triangle Tunnels, Ho Chi Minh Campaign Forward Command Post, War Zone D are resources that have not been exploited, most of which are still in potential form; low economic - environmental - political efficiency; low social efficiency in terms of quality of life of local communities, high preservation of traditional values but low promotion; tourism has not developed so the current conservation status is high (high sustainability); has been and is being restored and embellished with large budget.
With the above characteristics, the conservation and development orientation for this group is:

In addition, the time visitors spend visiting craft villages is often very short, most of them only go and return within a day, so they consume very few services in the craft villages in particular and the locality in general. Therefore, to extend the time of visiting and staying of tourists to improve the efficiency of tourism exploitation, there needs to be a close connection between travel companies, travel agents in and outside the province and craft villages. This connection is demonstrated through the synchronization and professionalism in organizing tours, explaining, and advertising products so that tourists are truly impressed and have an increasing demand for buying products.
On the other hand, the organization of production and operation of craft villages is under the strict direction of the provincial authorities, so along with the association with travel companies, craft villages also need to closely associate with relevant departments. This association is demonstrated through the survey, consolidation and upgrading of existing craft villages in districts and towns to build tourism routes associated with craft villages, support craft villages in building brands, opening showrooms to introduce and promote high-quality products . At the same time, the authorities also built and implemented projects to preserve craft villages (the project "Building, managing and developing the collective brand of Binh Duong Lacquer for traditional Binh Duong lacquer products" implemented by the Department of Science and Technology of Binh Duong in coordination with sectors, levels and the Binh Duong Lacquer - Sculpture Association), cultural events (Ceramic Festival) to introduce the products of the craft village to bring the products of the craft village closer to domestic and foreign tourists.

Currently, most craft villages have weak and inadequate infrastructure, and are small in scale, so they cannot meet the requirements of tourism business. Most craft villages have not built dining and entertainment areas, and simply focus on introducing and selling products... so it is difficult to retain tourists. In addition, some tourist attractions have quite narrow entrances, no parking lots, no signs, and in some places there are no toilets... making it difficult to exploit tourism. Therefore, improving tourism infrastructure is one of the important orientations to unleash the great tourism potential of craft villages in Binh Duong.
Fifth: ensure environmental sustainability
Due to the nature of manual production, most craft villages in Binh Duong have not yet ensured environmental issues. Ceramic production facilities often emit a large amount of smoke and dust from burning, causing widespread pollution. Wood carving production facilities often cause noise and dust. Lacquer painting production facilities often pollute water sources due to chemicals used to dye materials.
In order to effectively preserve and develop craft villages for tourism, the requirement of ensuring environmental sustainability is inevitable. Currently, the Provincial People's Committee has issued a document directing the relocation of polluting production facilities out of residential areas, as well as requiring production facilities to innovate production lines, limiting pollution to the lowest level. However, to implement this orientation, craft villages need financial support and expertise from the provincial authorities, ensuring the right direction of production transformation and high efficiency.
In the future, the protection of the ecological environment in craft villages serving tourism needs to continue to receive attention and investment from the Department of Culture, Sports and Tourism in particular and the departments of Binh Duong province in general. The highest goal is to ensure the effectiveness of conservation and development of craft villages serving tourism, contributing to the overall development of the province's tourism industry.
