INTRODUCTION
1. Reason for choosing the topic
Agriculture, rural areas and farmers are special issues in the process of socio-economic development, contributing significantly to promoting economic growth, being the basis for political stability and national security and defense, and being an important factor ensuring the sustainable development of the country.
For a long time, the Vietnamese people had to struggle to liberate the nation against the invasion of two great empires, France and the United States, with their sinister plots and enslavement policies, so Vietnam, especially in rural areas, faced difficulties in all aspects, and people's lives were extremely miserable. To help the country escape that situation, the 6th National Congress of the Party (December 1986) initiated and successfully led the renovation cause, thanks to which the Vietnamese countryside gradually had conditions to develop, and people's lives were improved. However, the Vietnamese countryside was still backward, with agricultural economy being the mainstay, low labor productivity and imbalance (between mountainous and delta areas), poor infrastructure and technical facilities, and difficult transportation, especially in mountainous, remote and isolated areas, etc. This has hindered the organization of production and circulation of goods. In addition, many urgent issues arise such as the rapid increase in the population in rural areas, causing pressure on jobs, land and housing. The administrative management apparatus at the grassroots level is not high, the operational efficiency of economic and agricultural business types is not commensurate with the potential...
To overcome the above situation, our Party and State have implemented many investment programs for extremely disadvantaged communes (Programs 134, 135, etc.). In particular, Resolution No. 26-NQ/TW, dated August 5, 2008 of the 10th Central Executive Committee, has increasingly specified the guidelines and policies on agriculture - farmers - rural areas.

In the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011), our Party affirmed that "New rural construction is an important task in the orientation of the country's socio-economic development". The Resolution of the 11th National Party Congress (2011) clearly stated the direction and task of rural construction until 2020 as "Continue to implement the new rural construction program in accordance with the characteristics of each region according to specific and solid steps in each stage, preserving and promoting the cultural identity of Vietnamese rural areas".
Son Duong is a district located in the South of Tuyen Quang province, 30 km from the city, the district has the characteristics of a transitional area between the midlands and the mountains, an area of 78,795.15 km 2 , a population of 181,052 people (2016), a population density of 229.8 people/km 2 , forests and mountains account for 3/4 of the natural land area. The district has 33 administrative units including 1 town and 32 communes. Basically, Son Duong is a purely agricultural district, people in the district live mainly on agricultural production. Since the National Target Program on New Rural Construction (NTM) was deployed, people in the district have actively responded and determined to implement it. As of December 2016, there are 2 communes meeting NTM standards: Tan Trao and Ninh Lai.
After 8 years of implementing the National Target Program on New Rural Construction (2008
- 2016), Son Duong district is a "bright spot" of the province in building new rural areas; the rural appearance changes every day, the material and spiritual life of the people is increasingly improved. Therefore, studying the movement to build new rural areas in Son Duong district, period 2008 - 2016 is an issue of profound scientific and practical significance in order to summarize the practice, point out the advantages, limitations and draw lessons for the next period.

2. Research history
2.1. Domestic
In Vietnam, there have been many scientific works related to the issues of agriculture, rural areas and farmers, typically the authors Nguyen Quang Ngoc and Phan Dai Doan with the work "Experience in organizing and managing rural areas in Vietnam in history" (1994) published at the National Political Publishing House, Hanoi. This work has studied historical issues in rural development in our country [29].
Author Pham Xuan Nam with the book "Rural Development" (1997) published by Social Sciences Publishing House, Hanoi, researched the context of rural Vietnam: Current situation, causes of the current situation, regular requirements and solutions for rural development in Vietnam during the renovation period [30].
There are also a number of other research works such as " Some issues on agriculture, farmers, rural areas in other countries and Vietnam (translated version) (2000) by author Tong Van Chung at The Gioi Publishing House, Hanoi [10]; " Rural Sociology" (2001) by author Hoang Chi Bao at the National University Publishing House, Hanoi [9]. These studies have mentioned the issues of agriculture, rural areas, and farmers in Vietnam. At the same time, they consider this to be the core issue of the state, the survival issue of the regime.
The work "The path of industrialization and modernization of agriculture and rural areas in Vietnam" (2002) by the Central Ideological and Cultural Committee, Ministry of Agriculture and Rural Development published at the National Political Publishing House, Hanoi, explained the reasons, methods, and path of industrialization and modernization of agriculture and rural areas in Vietnam [8].
The book "Agriculture and rural areas of Vietnam in the period of renovation" (2003) by author Nguyen Sinh Cuc published by the Statistics Publishing House, Hanoi, has explained
Vietnam's agricultural development process after nearly 20 years of innovation, achievements and limitations, directions and solutions to overcome limitations [11].
The textbook " Scientific basis for building criteria, steps, and policy mechanisms in the process of industrialization and modernization of agriculture and rural areas" (2004) by author Vu Nang Dung published by the Agriculture Publishing House has built a system of criteria and policy mechanisms in agricultural development [14].
The work “Summary and construction of a model of socio-economic development of the new rural areas, combining traditional socialism with modern civilization” (2004) by author Vu Trong Khai published at the Agriculture Publishing House, Hanoi [28]. This is a thorough research work on the development model of rural Vietnam from the perspective of combining tradition and modernity.
The research work “Farmers, rural areas and agriculture - Current issues” (2008) by the Institute for Development Studies (IDS) published by Tri Thuc Publishing House, Hanoi has deeply studied the issue of agriculture, especially emphasizing the remaining issues that need to be resolved in agriculture.
Author Vu Van Phuc with the book "New rural construction theory and practice" published at the National Political Publishing House, Hanoi [36], the work deals with general theoretical issues and international experience in new rural construction.
Many articles were also published in magazines, typically by author Dao The Tuan with the article " The issue of agricultural and rural development in our country during the renovation period " (Communist Magazine, No. 3, 2007) [40]; author To Huy Rua with the article "Agriculture, farmers, rural areas in the renovation in Vietnam - Some theoretical and practical issues" (Communist Magazine, No. 12, 2008) [37]; author Vuong Dinh Hue with the article "Restructuring the agricultural sector in our country today" (Communist Magazine, 2013)... In general, the articles all focus on clarifying the theoretical basis of agriculture and rural areas and providing a system of viewpoints, goals, orientations, and solutions.

2.2. Tuyen Quang Province
Implementing the National Target Program on New Rural Development (NTM), period 2011 - 2015, orientation to 2020, Tuyen Quang province has focused on directing synchronous implementation, issuing resolutions, projects, plans, and guiding documents for implementation. At the same time, it has also proposed creative ways, bearing the province's own identity, to successfully implement the new rural development program.
Every year, the Office of the Coordination of the New Rural Development Program of Tuyen Quang province has coordinated with the Central Coordination Office to hold specialized conferences on new rural development, focusing on discussing a number of solutions to build new rural areas, the role of state management agencies in operating and implementing the Program.
The Provincial Party Standing Committee periodically organizes meetings with the People's Committees of districts, cities and communes on the roadmap to achieve new rural standards each year to remove difficulties and obstacles in the process of implementing the New Rural Construction Program.
Besides, many authors have also been interested in and conducted research projects on the current situation and solutions for resource mobilization, agricultural economic development, implementation of criteria on transportation, electricity, education, health, environment... in districts under Tuyen Quang province, specifically:
In 2013, author Bui Thanh Tuan successfully defended his Master's thesis "State management of agriculture in Tuyen Quang province" . The author proposed scientific and practical solutions for agricultural development in Tuyen Quang province.
In 2014, author Hoang Tuan Anh successfully carried out the topic "Solutions for developing farm economy in Tuyen Quang province" . The author focused on analyzing the reality
The status of farm economic development and at the same time propose appropriate solutions to promote the development of the province's farm economy.
Author To Tri Tue successfully defended his Master's thesis on the topic "Some solutions to build new rural areas in Ham Yen district, Tuyen Quang province" . The author assessed the current situation of new rural area construction and proposed solutions to improve the effectiveness of the implementation of the New Rural Area Construction Program in Ham Yen district.
In 2015, author Ha Thi Thu Trang successfully defended her Master's thesis "The transformation of the economic structure of the industry in Tuyen Quang province" . The author analyzed and evaluated the current situation of the economic structure transformation of the industry in Tuyen Quang province in the period of 2005 - 2014, thereby proposing directions and solutions to strongly promote the process of economic structure transformation of the industry in Tuyen Quang province until 2020.
Author Hoang Tuan Anh with the topic "Development of agricultural cooperatives in Tuyen Quang province" has assessed the current situation of production and business organization and production and business results of agricultural cooperatives in Tuyen Quang province, on that basis, proposed solutions and orientations to develop agricultural cooperatives in accordance with the characteristics, conditions and overall planning of socio-economic development of Tuyen Quang province until 2020.
Author Pham Van Toan successfully defended his Master's thesis on the topic "Mobilizing and using resources for new rural construction in Yen Son district, Tuyen Quang province" . The author assessed the current situation of mobilizing and using resources for new rural construction in Yen Son district from 2011 to 2014, and proposed a number of solutions to improve the efficiency of mobilizing and using resources for new rural construction in Yen Son district until 2020.
In 2016, author Hoang Anh Dao successfully defended his Master's thesis on the topic "Building new rural areas in Lam Binh district, Tuyen Quang province" .
The author assesses the current socio-economic situation of Lam Binh district before and during the implementation of the National Target Program on New Rural Construction. At the same time, he proposes solutions to continue implementing the new rural construction program in Lam Binh district.
Author Vu Tuan Bang with the topic " Sustainable agricultural development in Son Duong district, Tuyen Quang province" has assessed the current situation of sustainable agricultural development in Son Duong district (2011 - 2015), the author proposed the main directions and solutions to develop Son Duong agriculture in a sustainable direction.
Thus, up to now, there has been no scientific work systematically mentioning the construction of new rural areas in Son Duong district (2008 - 2016) from a historical science perspective.
3. Objects, tasks, purposes and scope of research
3.1. Research subjects
The topic focuses on studying the process of implementing new rural construction in Son Duong district, Tuyen Quang province in the period of 2008 - 2016; Summarizing and evaluating the achieved results, difficulties and limitations that need to be overcome and drawing lessons in new rural construction.
3.2. Research tasks
The topic focuses on solving the following tasks:
- Overview of Son Duong district before building new rural areas;
- Analyze the process of building new rural areas in the research area;
- Evaluation of the new rural construction of Son Duong district (achievements, limitations and lessons learned)
3.3. Research purpose
Based on the assessment of the current status of new rural construction in Son Duong district, Tuyen Quang province (2008 - 2016), the author highlights the results that Son Duong district has achieved, points out the difficulties, limitations and draws lessons in the construction of new rural areas of Son Duong district that can be referenced.
