Agencies and units mainly focus on investing in hardware (equipment), application software is less focused on implementation, information technology systems are often deployed in an unsynchronized manner without backup systems or data security systems. On the other hand, funding for annual projects is slow, so the implementation of equipment procurement is unsynchronized, unevenly allocated, and complicated disbursement procedures affect the progress and efficiency of project implementation. The province's state budget is still limited, so investment in the application and development of information technology in the province is still low compared to practical needs.

State agencies seriously consider the application of information technology to enhance internal management effectiveness, form a working style in the electronic environment for cadres, civil servants and public employees; at the same time, create conditions for providing increasingly convenient public administrative services to people and businesses, contributing to economic and social development.

The communication skills of Vietnamese IT students are quite poor because training activities mainly focus on IT expertise, while we should also train soft skills. Equipping knowledge and teamwork skills is very necessary, but Vietnamese universities have not been able to do this." He also expressed dissatisfaction with the fact that when students participate in project trials, when it comes to analyzing and finding the reasons why the project fails, Vietnamese students often do not admit their mistakes but blame objective reasons. Therefore, it can be seen that improving the quality of high-level IT human resources is very important. In fact, since 2013, many universities in Vietnam have started training Masters in project management.

In summary, through the above evidence, it can be seen that project management is a management activity with a wide scope, but limited in time and space. The current application of IT still has many shortcomings and has not really brought benefits to management and business activities. Therefore, increasing

Therefore, it requires project managers to have qualifications in the field in which they work, specifically in information technology. At the same time, managers must have skills and knowledge in human resource management, resource management, and economic management knowledge.


CHAPTER 2. RESEARCH METHODOLOGY

2.1. Analysis and Synthesis Methods

Analysis is the study of different documents and theories by breaking them down into parts to gain a deeper understanding of the subject. Synthesis is the linking of each aspect and part of the analyzed information to create a new, complete and profound theoretical system about the subject.

The author conducts research on documents related to the topic, analyzes each part and each aspect of the problem to help comprehensively understand the aspects of managing IT application investment projects in the current period. Using this method also aims to discover new trends, thereby selecting important information to serve the research topic. After fully analyzing the data and aspects of the problem, the thesis will use the synthesis method to link and arrange the collected documents to create a complete and profound theoretical system on the research topic.

Applying the method of analysis and synthesis, the author carried out the following research steps:

Step 1: collect actual information at the research unit, the Department of Information Technology and Customs Statistics.

Step 2: Process the obtained information, evaluate important factors (such as legal environment, capacity conditions of the unit, capacity of partners...) in CNT project management.

Step 3: Based on the information obtained, select the main ideas to include in the report results. Analyze the processed information to clarify the research problem. Based on the synthesized results, apply the evaluation methods shown in the theoretical basis and conclusions after each evaluation indicator.


Evaluation to draw conclusions on the management activities of IT application investment projects that the unit has implemented in the period 2011-2015.

Step 4: Based on the above analysis results, the author has full information about the current status of IT project management of the unit. The author synthesizes and proposes solutions applicable to the above activities of the unit and recommends some measures related to the state management policy mechanism.

2.2. Method of classification and systematization of theory

Classification is the arrangement of scientific documents according to each aspect, each unit, each problem with the same essential signs and the same development direction. Systematization is the arrangement of knowledge into a system on the basis of a theoretical model to make the understanding of the subject more complete.

In the research, the author arranges data and documents into a logical system according to each aspect, each unit of knowledge, each scientific problem that has the same essential signs or the same development direction. Combined with the method of systematizing theory to arrange research problems into a system on the basis of a theoretical model to create a deeper and more comprehensive knowledge block.

2.3. Scientific observation method

This is a method of collecting information about the subject and related factors. The thesis uses the scientific observation method to collect information about the subject through perception, the system of research subjects and related factors. Using this method helps to collect information, verify and compare research information. The observation steps are carried out as follows:

Step 1: Determine the observation object based on the purpose of the topic, and at the same time determine the specific aspects of the object to be observed.


Step 2: planning includes criteria such as: time, location, number of objects, technical means, parameters that need to be measured...

Step 3: choose the method of direct or indirect observation, by naked eye or by technical means, once or many times, number of observers, location, time and distance between observations...

Step 4: Observe: It is necessary to monitor every development, even the smallest, including different impacts from outside and inside the subject. Then record fully and accurately what is observed.

Step 5: document processing: classify and systematize, scientifically calculate parameters if necessary.

Step 6: Check the observed results by using supporting measures. It is necessary to pay attention to some aspects such as: who observes, accuracy, laws of perception, what state is the object in when observed?

The requirements when using the practical observation method are as follows:

- Clearly define the object and purpose of observation,

- Develop a specific plan and implement it seriously,

- Do not apply subjective factors of the observer to the observed object,

- Combine observing objects from many different perspectives and circumstances

2.4. Historical method
