INTRODUCTION
1. Reason for choosing the topic
In the current context, the world is witnessing profound changes, especially the fourth industrial revolution, which has created opportunities and challenges for current education. “ In that context, the 8th Conference of the Central Executive Committee of the Communist Party of Vietnam (11th tenure) passed Resolution No. 29/NQ-TW dated November 4, 2013 on fundamental and comprehensive innovation of education and training to meet the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration ” [2, p.3].
In response to the requirements of the general education program and the requirements of educational innovation, building an organizational culture in schools is important because building a good organizational culture in schools will motivate the management staff and teachers to work with peace of mind. Building a good organizational culture helps limit conflicts and negative events, create trust for all members of the school and improve the quality of education in schools. Organizational culture in schools is a tool for management subjects to use to effectively organize and manage education in schools. For teachers, if an effective organizational culture in schools is built, it will encourage them to be creative, learn, share experiences and motivate them to improve the quality of teaching, strive to improve themselves to improve their professional qualifications and be more dedicated to their profession. For students, a favorable educational environment helps them to be happy, sociable, actively learn, experience and be comfortable, happy and eager to learn, while also being aware of their responsibility in building a friendly school.
The organizational culture in Song Cong City Secondary Schools has created a healthy working environment, helping to form good relationships between cadres, teachers, employees and students, becoming a spiritual motivation for the creativity of each individual in the school in carrying out teaching and educational activities to develop comprehensive personality for students. However, there are still negative manifestations that go against the rules and standards of an organization, still exist.
In the context of contradictions and conflicts, a number of cadres and teachers in some secondary schools in Song Cong city do not understand the meaning of building organizational culture and are not fully aware of their responsibilities and obligations in building organizational culture.
Building organizational culture of secondary schools today is an urgent task to develop and strengthen the quality of training, educational environment in schools and at the same time to promote the school's brand.
For the above reasons, we chose to research the topic:
“ Managing the construction of organizational culture in secondary schools in Song Cong city to meet the requirements of educational innovation ”.
2. Research purpose
Based on theory and practice, the topic surveys and evaluates the current status of organizational culture management in secondary schools in Song Cong city to meet the requirements of educational innovation, thereby proposing a number of management measures to improve the quality of this activity.

4. Scientific hypothesis
Organizational culture in schools has a great impact on the brand, reputation and quality of education of the school. However, the work of building organizational culture in secondary schools in Song Cong city has not yet created the motivation for schools to develop sustainably and stably, there are still certain limitations in terms of facilities, cultural environment... to meet the requirements of educational innovation. 5. Research tasks
5.1 . Research on theoretical basis of management of organizational culture building in secondary schools to meet the requirements of educational innovation.
5.2. Survey and evaluate the current status of organizational culture management in secondary schools in Song Cong city to meet the requirements of educational innovation.
5.3 . Proposing some measures to manage and build organizational culture in secondary schools in Song Cong city to meet the requirements of educational innovation.
6. Scope of research
Research topic: Current status of management and construction of organizational culture in secondary schools in Song Cong city from school year 2018 - 2019 to 2019 - 2020.
7. Research methods
To carry out the purpose and tasks of the topic, we use the following groups of methods:
7.1. Theoretical research methods group
Research documents regulating the management of organizational culture building in secondary schools. From there, analyze and synthesize related documents and texts to build a theoretical basis for organizational culture building in secondary schools.
7.2. Practical research methods group
7.2.1. Observation method
Observing the construction of organizational culture and management of organizational culture construction in secondary schools in Song Cong city to assess the current situation.
7.2.2. Survey method
We used questionnaires for managers and teachers to learn about the current status of organizational culture building in secondary schools and the management of organizational culture building in secondary schools in Song Cong city.
7.2.3. Product research methods
Researching reports on evaluating the construction of organizational culture in secondary schools in Song Cong city, researching reports on evaluating the construction of school culture, the results of building cultural agencies and units annually, and the organization and implementation of organizational culture in schools, thereby drawing conclusions on the management of building organizational culture.
7.2.4. Interview method
Interviewing managers and teachers about building organizational culture in secondary schools and the current status of management and building organizational culture in secondary schools in Song Cong city.
7.2.5. Method of obtaining expert opinions
Consult with managers of secondary schools, managers of the Department of Education and the Department of Education and Training to assess the feasibility of the proposed measures.

Used to process data collected during the investigation of the current status of organizational culture building measures in secondary schools in Song Cong city in the form of: Data tables, charts... to help the research results become accurate and ensure reliability.

THEORETICAL BASIS OF MANAGEMENT AND BUILDING ORGANIZATIONAL CULTURE IN SECONDARY SCHOOLS TO MEET THE REQUIREMENTS OF EDUCATIONAL INNOVATION
1.1. Overview of research situation
1.1.1. Research in the world
According to Keup, Jennifer R. Walker, Arianne A. Astin, Helen S. Lindholm, Jennifer A in “Research on organizational culture in creating change for schools” emphasized the role of organizational culture in creating transformation and change of schools with the following basic elements: “1) readiness for change and response to innovation of the school, 2) resistance to planned changes, and 3) results of the change creation process” [cited in 14].
Farmer emphasizes that “the culture of an organization can be understood as the sum of the assumptions, beliefs, and values that its members share and that are expressed in short terms “what to do, how to do it, and who will do it” [14]. He argues that the reality is that members of an organization “do not really appreciate its impact on decisions, behavior, communication, or consider the structural and symbolic boundaries of organizational culture until external forces test it” [cited in 14].
According to Barbara Fralinger (2007), based on the organizational culture assessment toolkit to assess the current status of university organizational culture (OCAI). The author proposed 3 factors to build organizational culture including espoused values, artifacts, and implicit assumptions. The author believes that to create a good academic environment, there needs to be coordinated actions of members in the school organization, thereby building a good academic environment to create an environment for students to learn.
