INTRODUCTION


1. Urgency of the topic

Developing organic agriculture (Agriculture) is an inevitable trend of the world in general and Vietnam in particular, especially when agriculture has completed the goal of food security, satisfying human consumption needs for agricultural products. Therefore, the next goal of the agricultural sector is to create products with higher quality and value. However, in recent years, the method of chemicalizing agriculture to increase cropping seems to have reached its limit; the abuse of fertilizers and pesticides has caused serious environmental pollution; the quality of agricultural products has declined, is unsafe and not strictly controlled, negatively affecting public health, causing social unrest, reducing the competitiveness of agricultural products in the international market, etc. Therefore, modern agriculture is moving towards the development of organic agriculture to overcome these limitations. Organic agricultural production plays a role in improving the quality of agricultural products, providing consumers with safe and hygienic food products, contributing to health protection, ensuring nutrition, and not causing diseases or side effects. On the other hand, developing organic agriculture is to meet the requirements of improving economic efficiency for the agricultural sector, limiting poverty in the world and moving the agricultural sector towards the goal of green, sustainable, friendly development, protecting the environment and adapting to climate change. In 2019, according to statistics from the Ministry of Agriculture and Rural Development (MARD), Vietnam ranked 7th in Asia and 3rd in ASEAN in terms of organic agricultural production scale with 76,666 hectares [16].

In fact, the development of organic agriculture in Hanoi has achieved some positive results such as: building a number of small and medium-sized organic agriculture production models scattered in the districts of Ba Vi, Soc Son, Long Bien, Thach That, ...; initially forming a new environment for farmers to participate such as the model of self-managed farmer groups, the new cooperative model in which the interests of cooperative members and all decisions must be approved by all members, from which, the role of farmers in developing organic agriculture has been significantly increased, being able to promote all capacities, access to credit capital, science and technology, linked to the market and "six houses" (farmers, businesses, scientists, banks, journalists and the state). In addition, there has been an initial combination of cross-checking and strict control by many parties, including consumers, traders, state management agencies on the production cycle and quality of organic products... Hanoi also encourages and promotes linkages and cooperation based on harmonizing interest relationships, applying advanced management methods, suitable for market mechanisms,...

However, besides the successes achieved, organic agriculture in Hanoi still has some limitations such as: the scale of organic agriculture production has not developed commensurate with the needs and potential of the City; the quality of organic agriculture products is not uniform; the efficiency of organic agriculture production models is not high; some models of production linkage according to the agricultural value chain have been formed but are not stable and sustainable; organic agriculture has not become a field that attracts investment from both farmers directly involved in production and domestic and foreign enterprises. In particular, the relationship of interests between subjects in organic agriculture production has not been clearly recognized and satisfactorily resolved, causing the subjects directly involved in organic agriculture production to not actively participate in this process. The conflict of interests between the subjects not only has a negative impact on the subjects themselves in developing organic agriculture but also has a negative impact on organic agricultural production in the city, increasing the inherent limitations of organic agriculture, and at the same time, can cause instability in the business, political, and social environment, both

The negative impact on the investment environment as well as attracting businesses to invest in organic agriculture has caused difficulties for state management agencies, indirectly affecting the agricultural development goals in particular and the socio-economic goals in general in the area, while also negatively affecting and spreading to the subjects participating in organic agriculture in neighboring provinces and cities. This reality requires research, scientific summaries and explanations, from which appropriate and feasible solutions can be found to contribute to resolving conflicts and building a harmonious relationship of interests between subjects participating in organic agriculture development. Thereby, contributing to promoting the restructuring of Hanoi's agricultural sector towards modernity, efficiency and sustainable development in general and the development of organic agriculture in the city in particular. Therefore, the PhD student chose the topic: "Interest relations in the development of organic agriculture in Hanoi" as the topic of his doctoral thesis in Economics, majoring in Political Economy.

2. Purpose and research tasks of the thesis

2.1. Research purpose

Based on the study to clarify the theory of interest relations in the development of organic agriculture, analyze and evaluate the current situation of resolving interest relations in the development of organic agriculture in Hanoi in the period of 2016 - 2020, point out the achieved results, limitations and causes of limitations. From there, propose directions, viewpoints and solutions to harmonize interest relations to promote the development of organic agriculture in Hanoi in the coming time.

2.2. Research tasks

With the above purpose, the tasks of the thesis are:

Firstly, clarify the theory of interest relations in developing organic agriculture. Study the experience of resolving interest relations in developing organic agriculture of some countries and localities in the country to draw lessons for Hanoi City.

Second, analyze and evaluate the current status of interest relations in the development of NNHC in Hanoi in the period of 2016 - 2020, pointing out the achievements, limitations and causes of limitations as a basis for making opinions.
