4.2.6. Promoting the role of subjects in risk handling and dispute resolution to harmonize interests in organic agricultural development

Currently, there is no official and strong enough sanction to bind and handle the parties involved in the association and cooperation in the production and trading of organic agricultural products. Therefore, it leads to the situation of breaking the association and making the association loose and unreliable. The situation of farmers not complying with the signed contracts with enterprises still occurs. Some farmers, although having signed contracts with enterprises, but when the outside price purchased by traders is high, they are willing to not comply with the contract and sell to traders. This is a great difficulty and obstacle for farmers as well as enterprises when signing association contracts. The regulations on the responsibilities of the City government are also unclear, and do not have the function of handling disputes. Therefore:

The city government and associations and organizations need to get involved to help quickly overcome the above situation, creating long-term strategic trust between organic agricultural development subjects, especially farmers and businesses. The city government and associations and organizations need to promptly grasp and support when subjects encounter difficulties as well as disputes arise. Strengthen the construction of cooperatives and cooperative groups to ensure operational capacity, truly be an effective bridge between farmers and businesses, avoiding formalities in cooperative development.

It is necessary for producers and traders of organic agricultural products to be proactive, positive, and transparent in performing their roles, responsibilities, rights, and obligations, and to do their best in the areas they are responsible for. This will both ensure improved economic efficiency and ensure business reputation. When disputes arise, they need to be handled calmly, prioritizing reconciliation and self-negotiation.

In particular, the participation of a third party intermediary such as the Court, an organization authorized by the subjects in the association contract to handle disputes that arise, is required. And this third party is agreed upon by the subjects.

CONCLUDE


Developing organic agriculture is an inevitable path, in line with the development trend of Vietnamese agriculture and is a sustainable direction in the present and the future. To develop organic agriculture, the most important issue is to harmonize the interest relationships of the subjects in the development of organic agriculture. Through research, the author has built a theoretical framework to clarify the concept, characteristics, and role of organic agricultural development within the scope of a locality at the provincial level or centrally run city. The author has also built the content, criteria, and factors affecting the interest relationship in the development of organic agriculture as a basis for assessing the current situation. At the same time, through practical research of countries such as Japan, the Philippines, and Lam Dong and Hoa Binh provinces of Vietnam, the author has drawn lessons for Hanoi to learn from in order to properly resolve the interest relationship to create momentum for the development of organic agriculture in the city.

Through assessing the current status of interest relations in organic agricultural development in Hanoi from 2016 to 2020, the author has pointed out the achieved results and clarified the limitations and causes of the limitations. This is the basis for the author to propose solutions for the development of organic agriculture in Hanoi until 2030. The thesis has forecasted the development trend of organic agriculture in the world and Vietnam in the coming years, on that basis, it has put forward the viewpoint on the development of organic agriculture of the Hanoi city government as a basis for proposing specific solutions such as: First, Solutions on perfecting the State's mechanisms and policies to resolve interest relations in organic agricultural development; Second, Solutions on linking parties in resolving interests in organic agricultural development; Third, Enhance the supporting role of the government

and functional agencies on the development of organic agricultural production; Fourth, Training and improving the quality of human resources; Fifth, Raising people's awareness of applying good agricultural production processes for organic agricultural development; Sixth, Improving technological and financial capacity for organic agricultural production projects. The author believes that if the solutions are thoroughly implemented, they will have great impacts on resolving the relationship of interests between the subjects in organic agricultural development in Hanoi, thereby creating a driving force to promote the development of organic agricultural production, contributing to promoting the restructuring of the agricultural sector in the city and building a modern, effective, sustainable and climate change-adaptive agriculture in the future.
