Programs and plans on management, exploitation, dissemination and promotion of ethnic cultural values and organize their implementation after approval; Organize cultural, informational, entertainment activities and forms of propaganda and introduction of ethnic cultural heritage in accordance with assigned functions and tasks; Guide and serve domestic people and foreign visitors to visit and research at Quynh Son community cultural tourism village; carry out forms of propaganda about ethnic culture through documents and exhibits displayed at the Ethnic Village Area; Organize, collect and preserve documents and artifacts; display and introduce documents and artifacts on local customs and practices, ensure political security, social order and safety, fire prevention and fighting and environmental sanitation within the assigned management scope.
Currently, when there is a plan to build another community cultural tourism village in Vu Lang commune, the District People's Committee has also decided to establish a joint Management Board for both units to ensure savings and efficiency in management.
2.6.4 Implementation of inspection and supervision of community tourism activities and handling of violations.
The inspection and examination of tourism activities is a regular task that tourism management agencies must ensure in management and operation. The District People's Committee will establish an inspection team for important, interdisciplinary issues under its authority. Specialized agencies will inspect and examine specialized, local issues under their authority and assigned functions and be responsible to the District People's Committee and higher-level state agencies. Issues that the District People's Committee is interested in inspecting and controlling are: implementation of land policies, preferential policies, support for tourism development, investment in infrastructure construction, implementation of regulations on prices, fees, charges, and taxes. 2.7 General assessment of state management of community tourism in Bac Son district

The district's tourism development planning has been innovated in terms of content and implementation methods, creating conditions for tourism businesses in the district and province to build their own business strategies and plans in accordance with the market and general development orientation of the locality.
The work of creating inter-sectoral and inter-regional cohesion in tourism activities between localities and provinces, and the central government in state management of tourism has had positive changes.
Limitations: Besides the positive achievements, state management of community tourism activities in recent times has also revealed limitations:
Firstly, the propaganda and dissemination of policies and laws on tourism, especially ecotourism and community tourism for local people, is not yet effective. In addition, the work of raising awareness of local communities about the role of community tourism in tourism development in particular and socio-economic development in general, although actively implemented by the district government, is still ineffective and does not meet the requirements of tourism development in the current context.
Propaganda about environmental protection has not been widely implemented to tourists and local people, and the application of inspection and handling of environmental violations has not been thoroughly implemented.
Second, the effectiveness of tourism management is still low, the organization of the state management apparatus for tourism is still unstable, the management of community tourism sites in the area is still weak and overlapping, and the development of community tourism areas is not commensurate with the available potential of the locality.
Third, the system of legal documents, implementation guidance documents, and programs
Many programs, plans and projects have been developed, but their implementation is still lacking in feasibility due to lack of resources and appropriate mechanisms.
Fourth, the training of human resources for community tourism development has been carried out but the efficiency is not high, the current human resources are still weak in terms of expertise and working skills. For direct workers, there are often fluctuations due to limited awareness, so they do not consider this a profession. Management staff are still weak in expertise, foreign languages, especially expertise in managing tourism types.
Fifth, the work of inspecting and examining tourism activities and handling violations in the field of tourism and community tourism, although being directed by local authorities, generally still has many shortcomings, the results are not high, the post-inspection handling is sometimes not complete, and prolonged, causing complicated developments.
Besides the limitations in state management, there are also some direct causes leading to difficulties in the process of implementing tourism development in the locality.
Coordination between state management units in the tourism sector has not really been effective. Orientation for the exploitation and development of community tourism has been implemented but not regularly and continuously. Although community tourism activities have been implemented for a long time, knowledge about this field is still new to the people and local authorities. Members of the Management Board are all officials without professional experience in tourism, so they face many difficulties in management and consulting, especially in finding a direction for the development of community tourism in the locality.
The benefits of the community in local tourism development activities are not guaranteed and are not equal. The community spirit and cohesion to build, maintain and develop tourism have not been promoted, requiring the contribution and coordination of the whole community. Tourists' sightseeing and accommodation activities are mainly self-organized and self-contacted with households, and the coordination of the Management Board is limited.
The environmental sanitation issue in the locality has had many changes, however, there are still many households due to limited awareness that have not paid attention to relocating livestock barns.
Animals are kept far away from living areas to ensure hygiene. People's awareness of maintaining environmental hygiene has not received due attention.
The limited professional skills of tour guides, interpreters, and the ability to communicate with international tourists are barriers to developing and attracting high-quality tourists.
Tourism products and supporting activities at the Community Cultural Tourism Village are not rich and unique, still monotonous, the length of stay of visitors is short (only 1 night stay), and tourism revenue is low.
During the development process, the preservation and maintenance of cultural identity is of concern, however, there are still phenomena such as stilt house architecture, customs and practices are not maintained, and some cultural works do not promote the unique architectural value of Bac Son stilt houses.
Infrastructure at some locations and households participating in providing community tourism services have begun to show signs of deterioration without reinvestment, resulting in the quality of services provided to tourists not being guaranteed. Local infrastructure has not been fully invested in, which is also a cause of difficulties in implementing community tourism development in the locality.
Chapter 2 Conclusion
This chapter has introduced an overview of the geographical location, resources, population, economy, etc. of Bac Son district, focusing on the conditions for developing community tourism. It can be seen that Bac Son district has many conditions for tourism development, but the current situation of exploiting natural and human potentials to serve tourism activities to bring benefits to local people is not commensurate with the potential.

3.1 Orientation for community tourism development in Bac Son district
Tourism development in Bac Son district in the period of 2018-2020, with a vision to 2025, needs to be implemented based on the following system of viewpoints:
- Developing tourism in Bac Son district must be consistent with the Strategy and Master Plan for Vietnam's tourism development to 2020, with a vision to 2030, the Master Plan for tourism development in the Northern Midlands and Mountains, the Master Plan for tourism development in Lang Son province to 2020; at the same time, it must be consistent with the Master Plan for socio-economic development of Lang Son province to 2020 and the Master Plan for socio-economic development of Bac Son district to 2020, associated with the process of economic restructuring; creating jobs, improving the material and spiritual life of the local community.
- Focus on prioritizing tourism development, considering tourism development as one of the key strategic tasks of Bac Son district. Prioritize resources to develop Bac Son tourism to truly become an important economic sector, contributing to increasing income, creating many jobs, livelihood opportunities for people, at the same time contributing to promoting economic restructuring towards increasing the contribution of tourism and services in the economic structure of the district, creating a driving force to promote the development of other economic sectors, affirming the new position of Bac Son tourism.
- Tourism development in Bac Son district must ensure sustainable development on the basis of compliance with the principle of development closely linked to conservation, reasonable and effective exploitation of tourism resources, ensuring both conservation and optimal promotion of natural values, landscapes, and ecology, while promoting cultural values, history, traditions, and identities of ethnic communities in Sac Son area. Tourism development in Bac Son must take the interests of the community and people of Bac Son as the center, ensuring to facilitate people and communities to participate, invest in business and benefit mainly from tourism service provision activities. At the same time, tourism development in Bac Son must ensure the preservation and protection of the environment, conservation of biodiversity, especially the preservation of natural resources.

3.1.1 General goals of Bac Son tourism development
Developing Bac Son tourism at a fast but controlled pace, ensuring quality and efficiency, striving to 2020, tourism has basically been shaped into an economic sector of the district and begun to become a tourist destination on the Northeast sub-region tourism map, by 2025 basically becoming an important economic sector in the general economic structure of the district with a relatively synchronous system of technical facilities, meeting the requirements of tourists; diverse, different, quality, environmentally friendly tourism products, creating a brand and unique identity to make Bac Son an attractive emerging eco-cultural tourism destination, with the ability to compete, making an important mark on the tourism map of the Northeast sub-region, the Northern Midlands and Mountains and the whole country. Therefore, developing Bac Son tourism first of all aims to:
- Realize the goal of becoming one of the three main tourism destinations of Lang Son province, an important link in the inter-provincial tourism route of the Northeast sub-region and an important historical tourism destination, educating revolutionary traditions of the Northeast sub-region, the Northern midland and mountainous region and the whole country.
