INTRODUCTION


1. Reason for choosing the topic

Key cadres at the grassroots level are the ones who directly lead, organize, and mobilize the masses to actively and proactively implement the Party's guidelines and policies and the State's laws at the grassroots level. Therefore, key cadres at the grassroots level have a great influence on the revolutionary movement.

The core cadres at the grassroots level carry out their role in leading, organizing and mobilizing the masses in Vietnam today to promote the development of all aspects of social life from economics, politics to culture and ideology in particular and to contribute effectively to the successful implementation of the cause of national renewal in general, for the goal of a rich people, a strong country, democracy, fairness and civilization.

Our country is moving into a new period of development. The revolutionary tasks in the new period are extremely heavy, difficult, and complicated, requiring each cadre and party member to have political courage, moral qualities, and capacity... in accordance with the requirements of the revolution. Therefore, the task of the political system is to improve the qualifications of cadres and party members in all aspects, especially the level of political theory for grassroots cadres.

Political theory level is one of the most important requirements for leaders and managers. This issue is considered the key to help cadres deeply perceive practice and direct practice effectively. Whether all Party guidelines and policies, State policies and laws become reality or not depends largely on the capacity and theoretical level of the cadre team. They are the ones who receive, supplement and develop the Party's guidelines and policies to suit the specific conditions of the locality where they work.

In order to build a team of grassroots cadres of equal caliber, contributing to the successful implementation of the strategic task of building and defending the socialist Fatherland, one of the requirements for cadres is to improve their political theory level. THEORETICAL BASIS FOR MANAGING POLITICAL THEORY TRAINING ACTIVITIES FOR KEY CADRES AT THE GRASSROOTS LEVEL

ORIENTATION OF HUMAN RESOURCE DEVELOPMENT


1.1. Brief history of research on the problem

Research on political ideology education for key grassroots cadres is an important educational content, aiming to help provincial and municipal political schools achieve the goal of comprehensive education on qualities and capacities (personality) for learners. When he was alive, President Ho Chi Minh once said: "Cadres are the root of all work". "The success or failure of a job depends on good or bad cadres..." [17, p . 72]. From that perspective, he attached importance to the goal and content of political ideology education through studying political theory in schools such as: "...Every cadre and party member must study theory, must apply theory to practical work" [17, p . 73].

When discussing the educational goals, Professor and Academician Pham Minh Hac - the leading psychologist in our country clearly stated: "Equipping everyone with the necessary knowledge of political ideology, humanistic ethics, legal and cultural knowledge. Forming for every citizen the right attitude, feelings, beliefs, and pure ethics towards themselves, everyone, the revolutionary cause of the Party and the nation with all phenomena happening around them; organizing good education for the young generation, helping them to voluntarily implement social ethical standards, have the habit of complying with regulations, making efforts to study and practice, actively contributing their strength and intelligence to the cause of industrialization and modernization of the country" [13, p.40].

From the perspective of research on political theory education, political theory education measures for students who are leaders and managers have been published in many scientific research topics and graduation theses of students of courses at the National Academy of Politics and Public Administration, such as: "Quality of training and fostering

Key cadres at the commune, ward and town levels at Le Duan Political School in the current period" (Master's thesis, 2007 - Hoang Duc Dinh) [ 10].

Exploiting the perspective of coordinating educational forces between schools, families and society to build measures for ideological and moral education for students of Thai Nguyen College of Economics is the research project entitled: "Management measures to enhance political and ideological education for students of Thai Nguyen College of Economics and Finance" (Master's thesis, 2009 - Chu Manh Cuong) [9].

Besides, there are other research works on the management of ideological education such as: "The relationship between theory and politics" by Nguyen The Phan [19]; ​​Dao Duy Tung, "Some issues on ideological work" [28]; "Some issues in theoretical work" by Do Nguyen Phuong [20]; "Ho Chi Minh's thought on the role of intellectual capacity and theory" by Tran Dinh Huynh [15].

In general, the above works have deeply studied the innovation of political theory education for teachers or key leaders, but have not mentioned the target of key grassroots cadres in the direction of human resource development. Thus, Managing political theory training activities for key grassroots cadres in the direction of human resource development is a topic that needs to be researched.

1.2. Some basic concepts

1.2.1. Management

Management is an activity that originates from the division of labor and cooperation in a certain organization. That division of labor and cooperation aims to achieve higher efficiency and productivity, so there needs to be a leader, commander, and coordinator to operate, inspect, and adjust. Therefore, people consider management to be a historical attribute because it develops with the development of human society, constantly changing, it is a social phenomenon that appeared early.

According to the Vietnamese Dictionary, management is: "Organizing and controlling the activities of a unit or agency: labor management, staff management, public management".
