INTRODUCTION
1. Urgency of the topic
According to forecasts, by 2038, the elderly in Vietnam will account for about 20% of the total population - a three-fold increase within 24 years, by 2050, our country will become a "super-aged" country. While the elderly in many countries after retirement still have the need to work, have the opportunity, are encouraged to continue contributing and minimize their dependence on their families, the majority of the elderly in Vietnam still have the mindset that old age means running out of assets, enjoying old age; after retirement, they need to rest, spend time with their children and grandchildren, take care of their gardens, be supported and cared for by their children and grandchildren, and be cared for, respected and cared for by society and the State. This is a reality that deserves attention and also a challenge for current elderly policy researchers.
Caring for the elderly, building social security and health policies for the elderly must be one of the priorities in the coming time, especially building policies suitable for population aging, in the context of our country's economy still being a low-middle income country; especially the elderly in rural families today. The structure, scale and changes of rural families have affected the elderly not based on ethical norms, traditions and national culture (Bui Nghia and Nguyen Huu

Long An province currently has 159,453 elderly people (EC), accounting for 10.3% of the province's total population (of which males: 76,303 people, accounting for 47.9%; females: 83,150 people, accounting for 52.1%). Total number of members of the Association of the Elderly: 137,452 members; of which the Association of the Elderly under 60 years old: 15,953 members (Report of the Department of Labor - Invalids and Social Affairs of Long An province, 2017).
Duc Hue district alone has 7,256 elderly people, accounting for 10.5% of the district's population (7,256/68,697), of which 4,115 are male, accounting for 56.7%, and 3,141 are female.

2. Research overview
Some foreign studies
“Population aging” is a term that has been mentioned a lot in recent years, which has had a significant impact on social life, especially the elderly, and has affected the socio-economic development strategies of many countries. Therefore, research on the elderly is of interest to many scientific fields.

And this work has been carried out since the 50s of the 20th century in European and Asian countries, especially Japan, Korea, China, Singapore...
According to MT Yasamy, T. Dua, M. Harper, S. Saxena World Health Organization, 2013, The world population has never been older. The number of people aged 60 and over is more than 800 million. This number is estimated to increase to more than 2 billion by 2050. People aged 60 can expect to live another 18.5 to 21.6 years. Soon, the number of older people in the world will outnumber children. Contrary to popular belief, the majority of older people live in low- and middle-income countries, and the rate of aging will grow fastest in these regions.
The United Nations uses the age of 60 to refer to older people (UNFPA, 2012). However, in many high-income countries, the age of 65 is considered older because of the social security benefits available to older people. This higher age may not be appropriate for developing countries, including Africa, where life expectancy is typically lower than in high-income countries.
Research on the health of the elderly:
Author Bui The Cuong in the research work "Population aging in Vietnam and issues raised for elderly policy" published in 2001 pointed out that the population aging process in Vietnam is taking place rapidly. This will put great pressure on the policy system for the elderly. According to the author, although there are many legal regulations
