Second: Based on the results of the annual performance evaluation and performance of each individual with the purpose of reviewing how well the employee has performed compared to the requirements and through this, supervisors and managers compare with the competency framework to see what shortcomings the employee has in their skills, expertise and expertise. From there, the need to train employees to perform their jobs more effectively is seen.

Third: Based on human resource planning, analyze organizational issues such as: Productivity, quality of work performance, labor costs... the division of responsibilities and obligations of each individual employee in the company, from there consider whether the division is reasonable or not, what is lacking and what needs to be supplemented, to determine training needs.

Based on the basis of determining training needs, Nui Phao Technical Services Co., Ltd. makes an annual training plan when:

- Implement new business plans and deep processing procedures for products.

- Recruiting new employees: Managers, supervisors, and new employees need training on regulations, labor safety, and environment.

- Improve qualifications and equip workers with additional knowledge appropriate to their current positions.

- The company plans to replace foreign experts with Vietnamese managers and supervisors.

- Ensure efficiency and standards of labor safety, food hygiene, fire prevention and fighting... during the working process.

Based on the general training needs of Nui Phao Technical Services Co., Ltd., the departments in the company will determine their specific training needs through: The company's goals, job requirements, changes in machinery and equipment, through evaluating the performance of employees and through customer feedback (for production and sales departments...). From there, the Administration - Human Resources department will establish a plan.


Training of the year includes quantity, in which department, training time, training location, training form.

Thus, the training needs of Nui Phao KTCBKS Co., Ltd. are specifically determined through the basic departments, along with the bases for determining training needs as above, so the company can determine training needs that are quite suitable for its production and business practices. The company can determine specific training needs for each department, job and different subjects. Therefore, it can help the company train the right people, the right job, at the same time improve training efficiency as well as labor efficiency after training and avoid unnecessary waste due to inaccurate determination of needs.

The company's annual training plan is mainly for advanced training and retraining for employees. Advanced training for employees at the company office such as finance and accounting department, human resources administration. Production plan and advanced training in the use of modern machinery and equipment. Because the above positions play an important role in operating machinery and the operation of the factory, focusing on training will help them have a high adaptability to their profession and the reality of production and business. Therefore, every year the company focuses on training and improving the knowledge of these workers. Along with the annual training and development for workers and employees, the company also focuses on training senior supervisors, especially production shift supervisors and marketing department managers to ensure the ability to manage and operate production and business activities smoothly.

The above table shows that in the period of 2016-2018, the training needs of the company's departments increased significantly, mainly internal training needs. In 2016, there were 1,570 turns, in 2016, it increased to 2,334 turns, equivalent to an increase of 48.7% compared to 2016, and in 2018, the number of people needing internal training increased to 6,781 people needing internal training in various fields of work, equivalent to an increase of 190.53%. Thus, it can be said that the company's human resource training and development is of particular interest, as shown by the increasing number of people sent for training over the years.

To determine the internal training needs for employees in the company through the departments proposed to the human resources department, mainly the need for on-site training, in the style of supervisors, experienced managers in the job mentoring, instructing employees, those who are new to the job; the need for training classes in the company: Learning English, taking safety classes in production, processing, new knowledge in storing data on the company's common system...

And to have accurate and objective assessments on determining the training needs of Nui Phao Technical Service Company Limited, the author conducted a survey of 297 employees of the company, the survey results are as follows:

In fact, the survey results show that: When asked about the satisfaction with the current job of 297 employees, the level of very satisfied and satisfied with the job accounted for the majority, only 5% rated their satisfaction as normal with their current job. When asked about the training needs of the surveyed staff, there was a consistency in the answer that they really wanted and wanted to be trained. Specifically, 47.81% of staff said they really wanted to participate, 33% said they wanted to participate, the rest were normal and only 7.41% did not want to participate in training. From the two questions about satisfaction with the current job and the training needs of the staff, it can be seen that with their good work results and what they have done, contributing to the company, they feel valued and satisfied with their work.

Regarding the training profession, most opinions said that every year the company bases on the production and business plan to determine the training needs, the implementation of the main tasks and functions of the jobs such as exploitation, production and processing are all supervised and managed by foreigners in the workshops and workshops, so Vietnamese workers and supervisors with university degrees in majors suitable for related jobs all have training needs to replace foreigners in important positions. Specifically, when asked about the training profession, there were 122 people who needed training in exploitation, production and processing, accounting for 41.08%; 75 people, equivalent to 25.25% of the people, wanted training in maintenance and repair of equipment, the rest wanted training in updating policies on human resources, safety, security, finance, tax, law, etc., accounting for 22.9% and on corporate governance, accounting for 10.77%.

Regarding knowledge and skills that need specific training, 33% of workers want training in organizational skills in production, 28.28% in production scheduling skills, the rest want training in negotiation skills 20.88%, and management, leadership, and communication skills 17.85%.

Regarding the Company's training plan needs, most of the opinions were


asked that long-term training courses are needed. Specifically, 69.02% of employees want to be trained in long-term courses, to be attached to work long-term with the company, the remaining 30.98% think that only short-term training courses are needed inside and outside the company. Through this, it can be seen that the company is not really interested in determining a long-term training plan, which can put the company in a passive position when the company's production and business activities have unexpected fluctuations in the future, not ensuring enough quality human resources to meet production and business needs.

Thus, the training needs of Nui Phao KTCBKS Co., Ltd. are constantly increasing due to the increasing requirements of the company's production and business activities on product quality, changing the production direction to deep processing to meet the needs of the domestic and international markets. However, through the survey process, it shows that the company has not focused on long-term training for employees to create long-term working ties with the company.

3.2.2.2. Identify specific goals:

Based on the results of production and business and the annual human resource training needs, the company sets out the training goals for each year as follows:

- Improve technical expertise, job performance skills, and organizational and management capabilities for employees so they can effectively perform their own work.

- Help employees grasp the development trends of the company's production and business sectors after participating in the training course, thereby helping them to apply the knowledge gained into practical production and business activities to increase the efficiency of the business.

- Help workers grasp and apply promptly to work with changes in production technology in the coming time.

The specific objectives of training at Nui Phao Technical Services Co., Ltd. for these types of workers are:


+ For professional management staff:

- Foster and improve knowledge of management, expertise, and profession... Thereby ensuring that these staff have sufficient management ability, capacity, and necessary qualities of a manager to be able to effectively manage the actual production and business activities of the company.

- Ensure that the company's management staff has sufficient capacity and political qualities.

+ For technical workers and office staff:

- After participating in the training, workers must have high professional qualifications, knowledge and skills to perform well the assigned work and tasks.

- Must be able to apply modern technology in the production process, ensuring the suitability between job requirements and the professional qualifications of workers, must have high professional qualifications and be able to use modern machinery and equipment.

+ With other service staff:

- Ensure the match between the job and the professional qualifications of the employee.

- Service staff have professional, quick, enthusiastic and thoughtful service style.

When conducting a survey of employees about the company's training goals, the criteria used to evaluate the goal setting of Nui Phao Training and Technical Services Co., Ltd. were highly appreciated by the survey subjects. Specifically:

Up to 71.72% of employees rated the company's annual human resource training goals as clear and specific, while only 28.28% of employees said that the company's annual human resource training goals were unclear.

Regarding the basis for determining training objectives, most respondents said that the company's annual training objectives are determined based on training needs. Accurately determining training objectives will help the company ensure quality human resources to meet the needs of the company's production and business activities.
