Evaluation of the Results of Training on Math Teaching Capacity According to the New General Education Program for Teachers in Secondary Schools

The data table shows that the evaluation results of the capacity building activities for teaching Mathematics according to the new general education program for secondary school teachers in Tran Yen district, Yen Bai province achieved an average score of 3.05, ranked at the average level. However, each different content has different evaluation results, specifically:

Forms and contents of assessment of results of Math BDNLDH used at regular levels include:

- Assessment by test.

- Evaluation through the harvest.

- Evaluated by level of diligence and awareness of participating in training.

- Get feedback from trainees participating in the training.

The contents that managers and teachers assessed as rarely implemented were: Evaluation through the pilot lesson of Math in the 2018 Education Program and Evaluation through the product of the teaching design lesson;

Talking with teacher H of Tran Yen district secondary school, Yen Bai province, the author of the thesis learned that the two forms of training through observing illustrated teaching hours and studying illustrated teaching lessons have not been systematically implemented by the school, so the assessment of implementation results has not been carried out in a specific and realistic manner.

General comments: The form and content of evaluating the results of training teachers' capacity for teaching have basically been implemented, however, they are not uniform and still tend to be based on traditional forms of testing and evaluation. The content and form of evaluating teachers' products after training have not received attention.

2.3. Current status of management of capacity building activities for teaching Mathematics according to the new general education program for teachers in secondary schools in Tran Yen district, Yen Bai province

2.3.1. Develop a plan for activities to foster teaching capacity for Mathematics according to the new general education program for teachers at secondary schools in Tran Yen district, Yen Bai province.

In order to evaluate the opinions of managers and teachers on developing a plan to improve teaching capacity of Mathematics according to the new general education program for secondary school teachers in secondary schools in Tran Yen district, Yen Bai province, the author used question number 6 in the questionnaire in appendix 1 and appendix 2, the results are recorded in table 2.8.

The results of the assessment of the work of planning to improve the capacity of teaching Mathematics according to the new general education program for secondary school teachers in Tran Yen district, Yen Bai province achieved an average score of 3.46, ranked as good but at a low level. However, each different content has different assessment results, specifically:

The training plan through retraining of core teachers for Math teachers at the school was evaluated by managers and teachers as having the highest implementation results with an average score of 3.92 points. Due to funding and training conditions, the Department of Education and Training made a list of core Math teachers to participate in training activities to improve teaching capacity for Math organized by Hanoi Pedagogical University 2. After that, the core teachers will be responsible for retraining teachers in general at schools or clusters of schools.

The training plan through training courses according to the plan of the Ministry of Education and Training, the Department, and the Department of Education and Training was assessed by managers and teachers to have the second highest implementation results with an average score of 3.86 points; however, in reality, because when making the list, the Department did not provide clear instructions, some schools were assigned core teachers, while many schools were not assigned core teachers, so they encountered many difficulties when participating in training and planning to participate in capacity building for teachers.

The online training plan for Math teachers is a plan implemented according to the plan of the Ministry and the Department of Education and Training for general teachers. However, although the plan was built very well, the implementation of the plan was not good, so the average evaluation result of the implementation level was 3.73 points;

The plan to mobilize resources to implement training in Math teaching skills for teachers was also evaluated by managers and teachers as having good implementation results with an average score of 3.87 points.

There are two training plan contents that are evaluated by managers and teachers as having average implementation results: The plan for direct centralized training according to school clusters with an average score of 2.88 points and the content of training teachers' teaching capacity in Mathematics through group and professional group activities at the school is evaluated by managers and teachers with an average score of 3.05 points. The reason is that there is no cooperation between schools in teacher training activities; the form of professional group activities according to lesson research

Training has been implemented but is still heavily formalistic; teachers and managers have not yet fully understood the significance of this form of training.

When conducting an in-depth interview with teacher M of Chan Yen town secondary school, the author of the thesis was provided with information by the teacher: “ Teachers are the ones who directly implement the general education program. Therefore, when the new general education program requires teachers to actively change to keep up with the new requirements. Therefore, in this plan, it is necessary to identify specific tasks for the goals of developing math teaching capacity for secondary school teachers. Training teachers on the issue of teaching and developing capacity based on the directives of the Department and the Department of Education and Training in the area; secondary schools need to strengthen on-site training plans to improve the teaching capacity of math teachers to help teachers train effectively, saving time and money”.

In general, the work of developing a plan to improve the capacity of teaching Mathematics according to the new general education program for secondary school teachers in Tran Yen district, Yen Bai province is only at a good level, while some important contents are at an average level. Therefore, in managing the activities of improving the capacity of teaching Mathematics for teachers, school principals need to pay attention to the stage of developing a plan to improve teachers' training through the form of professional group activities and training by school cluster.

2.3.2. Organizing activities to improve teaching capacity of Mathematics according to the new general education program for teachers at secondary schools in Tran Yen district, Yen Bai province

In order to evaluate the opinions of managers and teachers on organizing training in teaching Mathematics according to the new general education program for secondary school teachers in secondary schools in Tran Yen district, Yen Bai province, the author used question number 7 in the questionnaire in appendix 1 and appendix 2, the results are recorded in table 2.9.

The results of the assessment of the organization of training in teaching mathematics according to the new general education program for secondary school teachers in Tran Yen district, Yen Bai province achieved an average score of 3.07 points, ranked at the average level. However, each different content has different assessment results, specifically:

Statistical results show that the content of the organizational work that was implemented was most highly appreciated by managers and teachers:

Establishing a Steering Committee to organize BDNLDH in Mathematics for teachers with an average score of 4.24 points, ranked first at a good level. Studying management records in secondary schools, the author of the thesis found that: In secondary schools, a apparatus and a steering committee have been formed to implement BDNLDH activities for teachers in general and including BDNLDH training for Mathematics for teachers in particular, with the Principal as the head of the committee and the Vice Principal in charge of professional matters as the deputy head of the committee and other members.

Selecting key teachers to participate in centralized training activities according to the plan of the Department of Education and Training is a content of the organizational work that was evaluated by managers and teachers with an average score of 3.43, which is quite good.

When interviewing the management staff of Tran Yen Secondary School, the author of the thesis learned: "Secondary schools have sent core teachers to participate in the process of training in teaching Math according to the new general education program. After receiving the directive document from the Department of Education and Training, the Department of Education and Training, the school principal immediately established a steering committee to select core teachers, sent teachers to participate in training and assigned the training task to teachers in the school."

There are many contents related to the organization of training activities that are evaluated by managers and teachers as having average implementation results, including the following contents:

Identifying additional competencies for Math teachers to implement the 2018 Curriculum in secondary schools.

Monitor, urge and supervise the implementation of training activities on Math teaching skills for teachers;

Organize seminars, exchanges, and learn experiences with other schools about teaching Math in secondary schools ;

Organize regular training in professional groups and at schools. Organize and guide teachers to implement self-training plans.

Organized for core teachers to retrain Math teachers at the school. There were 2 contents of the organization work that were highly appreciated by managers and teachers.

The weak price is: Cooperating with local secondary schools to organize training for Math teachers; Training for core Math teachers of the school.

General comments: The organization of training activities for teachers of Mathematics in secondary schools in Tran Yen district has been implemented, however, the content is not consistent. Many implementation contents are assessed by managers and teachers at an average level and even at a weak level. Measures need to be adjusted to improve the effectiveness of training activities for teachers of Mathematics in secondary schools.

2.3.3. Directing activities to foster teaching capacity of Mathematics according to the new general education program for teachers at secondary schools in Tran Yen district, Yen Bai province

In order to evaluate the opinions of managers and teachers on the direction of training in teaching mathematics according to the new general education program for secondary school teachers in secondary schools in Tran Yen district, Yen Bai province, the author used question number 8 in the questionnaire in appendix 1, the results obtained are as follows:
