Building a cadre team, including creating a source of cadres for the Communist Party, is an issue that has been presented in many classic works of C. Marx, F. Engels, V. Lenin, Ho Chi Minh; articles of leaders of the Party and State; research works of scientists. In recent times, the research situation related to the topic of the thesis can be summarized as follows:

I. RESEARCH WORKS IN VIETNAM

1.1. Studies related to personnel work and resource creation

Cadre work is the key step in the entire process of building the Communist Party of Vietnam. The lesson that V. The book "Determining the structure and standards of key leaders in the reformed political system" (1998) by Associate Professor, Dr. Tran Xuan Sam (editor-in-chief) and the book "Scientific arguments for improving the quality of cadres in the period of promoting industrialization and modernization of the country" (2001) by Nguyen Phu Trong, Tran Xuan Sam are two major research works, clearly defining the theoretical and practical basis of the policy of building cadres of our Party in the new period, especially the specific requirements and demands on cadre standards in the political system at all levels. According to the authors, determining the structure and standards of cadres must come from the reality of Vietnam and the world; must be based on the cadre policy of the Party.

Creating a source of cadres is within the scope of cadre work, so there are quite a few research works discussing it, using the term "creating a source" in the name of the work, or in a broader scope "building a team of cadres", including ethnic minority cadres, but in general, the connotation of the concept of "creating a source" has not been clearly defined. Master's thesis on Party Building "Creating sources of leaders and managers at the district level in Bac Lieu province today" (2010) by Tran Hoang Khai proposed some new concepts about sources and creating sources of cadres. The author distinguishes 4 types of sources: Successor sources (have been planned, are directly advising and assisting incumbent cadres to hold their planned positions and are ready to immediately replace those positions when there is a need to use cadres). However, there are still gaps in those stages.
