Commune level is a level in the system of government at all levels in our country; an important component of the political system at the grassroots level. The capacity, effectiveness and efficiency of commune level government operations directly affect the promotion of people's mastery, contributing to ensuring the stability and development of the country. Commune level government cannot assume its role without the decisive factor, which is the team of commune-level civil servants.

Recognizing the important role of the communal-level civil servant team, the 5th Central Conference (9th tenure) held a meeting and issued a Resolution on "Innovation and improvement of the quality of the political system at the grassroots level in communes, wards and towns". The Resolution identified the building of communal-level civil servant team as one of three basic and urgent issues to innovate and improve the quality of the grassroots political system.

The process of national renewal towards building a socialist rule-of-law state of the people, by the people, for the people has been posing requirements and demands for innovation in the organization and operation methods, capacity and efficiency of the state apparatus from the central to the grassroots levels. One of the core issues that is given top priority is to build a team of clean and strong cadres and civil servants with sufficient qualities and working capacity so that they can truly become "servants" of the people, meeting the increasingly high requirements of national development.

To build a strong grassroots political system that operates effectively and efficiently, it is necessary to build a team of commune-level civil servants with good quality, dynamism, creativity, good ethics, capacity, methods and working style. However, reality shows that the team of commune-level civil servants still has many shortcomings, and their qualifications and capacity are not commensurate with their assigned roles and tasks in the current period. This has been proven through

The current situation of the communal-level civil servants in Bac Giang province as analyzed above. The limitations in qualifications, working capacity, ethics, lifestyle, sense of discipline... of the communal-level civil servants in the province have posed an urgent need to soon have a synchronous and comprehensive solution mechanism to perfect this team to ensure the responsibility of the local government.

Bac Giang is a mountainous province with a low economic starting point, GDP per capita lower than the national average, budget revenue only meets 1/4 of expenditure; physical facilities and socio-economic infrastructure are still poor, it is a purely agricultural province with a large population, a large number of poor and near-poor households; the lives of cadres, civil servants and people are still difficult; headquarters, working conditions and equipment are still lacking and outdated; the quality of cadres, especially at the grassroots level, has not met the requirements. The Resolution of the 17th Bac Giang Provincial Party Congress set out the following goals:

Bring Bac Giang to overcome the state of slow development before 2015 and become a fairly average province in the Northern mountainous region in terms of per capita income and economic growth rate. Comprehensively develop the economic, educational, health, cultural and social sectors; protect the environment; ensure social security and improve people's lives. Promote democracy, strengthen legal discipline; improve the effectiveness of the political system from the province to the grassroots, ensure national defense and security, and maintain social stability [55, p. 23].

To successfully complete that heavy task, it is necessary to build and perfect the staff in general, especially the staff at the commune level in particular, ensuring standards of political qualities; revolutionary ethics; knowledge, capacity, qualifications and health; sufficient quantity; synchronous structure; ensuring continuous and steady transition between generations of staff.

In order to build and perfect the team of civil servants at the commune level in Bac Giang province to meet the above requirements, the thesis analyzes the current situation, points out the shortcomings and limitations of the team of civil servants at the commune level in Bac Giang province and proposes basic solutions. However, due to limited qualifications, the thesis is inevitably lacking in shortcomings and limitations that need to be revised. The author looks forward to receiving comments and contributions from scientists to make the thesis more complete and feasible to apply to the conditions of Bac Giang province.
