Culture is also associated with professional training and political theory. Cadres and civil servants aged 45 and over must be trained in political theory, state administrative management, and professional skills to meet the standards prescribed for cadre titles. In particular, 100% of cadres must be trained in office computer skills.
For the source of commune, ward and town cadres of ethnic minorities, those under 30 years old who have completed their duties in the armed forces, youth volunteers and ethnic minorities in places where there are no people participating in the commune, ward and town cadres in the planning, prepare to supplement and replace commune, ward and town cadres and civil servants. For students who have just graduated from vocational high schools, colleges and universities, have no jobs, have stable permanent residence in the locality, in the planning to prepare to supplement and replace commune, ward and town cadres.
The Provincial Party Committee is interested in the form of joint training for commune, ward and town cadres, especially ethnic minority cadres and cadres in areas with difficulties in cadres. The issue of funding for a number of training facilities is emphasized:
Invest funds to expand and upgrade facilities and equipment of ethnic boarding schools, continuing education centers, and political training centers of districts and cities to carry out the tasks of training, fostering expertise, political theory, and cultural enrichment for provincial officials, civil servants, and officials of ethnic minority communes, wards, and towns [104, p.308].

To continue to innovate and improve the quality of the political system's operations at the grassroots level, on May 5, 2008, Dak Lak Provincial Party Committee issued Resolution No. 07-NQ/TU on continuing to innovate and improve the quality of the political system's operations at the grassroots level in communes, wards and towns in the province until 2010 and orientation to 2015. The Resolution sets out the goals to be achieved in developing new party members, focusing on quality, linking the development of party members with the building of cadres, especially focusing on the development of party members in ethnic minority areas. Promote the development of party members, especially in organizations

Party organizations do not have any ethnic minority party members in place. Continuing to implement Resolution No. 05, the Provincial Party Committee has developed a plan to send ethnic minority youth who have completed their military service in the locality to receive training to improve their educational level, political theory level, and professional knowledge to create a source for the grassroots.
In order to strengthen the leadership of Party committees at all levels in building cadres and civil servants of the province, the Dak Lak Provincial Party Committee issued the Program for building cadres and civil servants of the province in the period of 2006-2010 . The program sets the target that by 2010, the proportion of ethnic minority cadres will account for about 18-20% of the total number of cadres and civil servants in the whole province; at the same time, grasp and apply the policy viewpoints on training and job placement for children of ethnic minorities.
On October 20, 2008, Dak Lak Provincial Party Committee developed program No. 24-CTr/TU, implementing the Resolution of the 7th Conference of the 10th Central Executive Committee on building a team of intellectuals in the period of promoting industrialization and modernization of the country . The program sets a specific goal: "The rate of ethnic minority cadres who have received basic training must account for over 18% of the total number of civil servants in the whole province by 2010" [104, p.61]. Ethnic minority intellectual cadres need to be given priority in training. Focus on training intellectuals in specialized fields that the province needs such as in the fields of agriculture, forestry, industry, biotechnology, informatics, information, and telecommunications.
The number of local ethnic minority Party members in villages and hamlets needs to be further strengthened. The Provincial Party Committee issued Resolution No. 07-NQ/TU, dated March 3, 2003 of the Dak Lak Provincial Party Committee on strengthening the Party's leadership in villages, hamlets, and residential groups , dated July 21, 2006. To implement Resolution No. 07, the Provincial Party Committee issued Plan No. 12-KH/TU on developing the Party in villages and hamlets that do not have local Party members from now until 2007. The plan has given specific development directions: "By the end of 2006, the majority of villages and hamlets will have local Party members, so that by 2007 all villages and hamlets will have local Party members (including newly established villages and hamlets at the end of 2006).
By the end of 2007, 100% of villages, hamlets, and residential groups must have party organizations" [106, p.286].
To lead the work of building a contingent of cadres in general and ethnic minority cadres in particular, the Standing Committee of the Dak Lak Provincial Party Committee issued Regulations on decentralization of cadre management attached to Decision No. 4975-QD/TU, dated December 28, 2007 and Regulations on appointing cadres and introducing candidates issued together with Decision No. 4976-QD/TU, dated December 28, 2007. On that basis, the Provincial Party Committee's Organizing Committee issued Instruction No. 07-HD/BTC, dated March 4, 2008 on implementing the Regulations on decentralization of cadre management, Regulations on appointing cadres and introducing candidates. The general regulations on decentralization of cadre management clearly state the decentralization:
The Provincial Party Standing Committee directly manages and decides on a number of aspects of cadre management for key leadership positions in departments, branches, sectors and equivalents at provincial, district, city and equivalent levels directly under the province. At the same time, it assigns and decentralizes to Party committees and organizations at all levels to manage and directly decide on a number of aspects and other cadre positions according to decentralization [106, p.147].
The regulations on appointing cadres and introducing candidates for election clearly state the order and procedures for appointing, reappointing, resigning, dismissing, transferring, and rotating cadres. They stipulate the responsibilities of the Provincial Party Committee's advisory bodies regarding cadres and cadre work. A special feature of the regulations is the dynamic nature of the regulations when appointing cadres. For cadres who are truly capable in practice and have good moral qualities, are highly trustworthy, and are in good health, they can still be appointed even though they are not in the planning of positions for cadres to be appointed or run for election.
The Regulations on coordination in implementing the task of Internal Political Protection were issued together with Decision No. 4825-QD/TU, dated October 16, 2007 of the Provincial Party Committee Standing Committee. The Provincial Party Committee's Organization Board is responsible for coordinating with the Provincial Party Committee's departments and a number of relevant agencies to implement internal political protection such as the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Propaganda Department, the Provincial Military Party Committee, the Provincial Public Security Party Committee, and the Party Committee of the Department of Foreign Affairs.
The Standing Committee of the Provincial Party Committee regulates the management, protection, health care and financial support for medical examination and treatment for cadres under the management of the Provincial Party Committee according to Decision No. 4977-QD/TU, dated December 28, 2007. With contents such as monitoring, grasping health status, organizing medical examination and treatment, periodic health examination twice a year, visiting and treating sick cadres, and taking annual leave according to plan.
The Regulation proposes separate policies for ethnic minority cadres, specifically: Cadres under the management of the Provincial Party Committee, including incumbent cadres belonging to the group of senior experts in leadership and management positions according to the regulations of the Provincial Party Committee and retired cadres, if they are ethnic minority cadres, the professional and technical salary of the civil servant group type A2.1 level 2 coefficient 4.74 or higher is one level lower than that of cadres who are not ethnic minorities.
2.2.2. The process of Dak Lak Provincial Party Committee directing the building of ethnic minority cadres
After issuing Directive No. 19-CT/TU dated July 26, 1999 on training and arranging the use of ethnic minority cadres and Resolution No. 05-NQ/TU dated January 14, 2005 on leadership in building a contingent of ethnic minority cadres , Dak Lak Provincial Party Committee held a conference to disseminate the contents of the directives and resolutions to party committees, party delegations, party executive committees and heads of agencies and units in order to create high unity in awareness and action in the process of organization and implementation of the entire political system, and at the same time develop specific programs and plans for synchronous implementation.
Based on Directive No. 19-CT/TU and Resolution No. 05-NQ/TU of Dak Lak Provincial Party Committee, Dak Lak Provincial People's Council, Dak Lak Provincial People's Committee, Department of Home Affairs, Dak Lak Provincial Ethnic Committee concretize through a system of implementing documents to build a team of ethnic minority cadres, meeting the requirements of political tasks in the new situation.
The direction of building a team of ethnic minority cadres of Dak Lak Provincial Party Committee is shown in the following aspects: Planning of ethnic minority cadres; training and fostering.
Training of ethnic minority cadres; use of ethnic minority cadres; ethnic minority cadre policy has achieved some remarkable results.
2.2.2.1. On planning ethnic minority cadres
Dak Lak Provincial Party Committee identifies cadre planning as one of the important contents of cadre work. The Provincial Party Committee Standing Committee focuses on directing the planning for each term, annually reviewing the planning to ensure the set goals. Conduct cadre planning in the spirit of Official Dispatch No. 2153-CV/BTCTW, dated July 11, 2007 of the Central Organization Committee on building cadre planning for the new term , paying special attention to A1 planning to create a source of cadres at 3 levels in the period 2010-2015.
The planning work for Party committees at all levels for the 2010-2015 term achieved the following specific results [112]:
- At provincial level
For the Provincial Party Executive Committee, term XV, 2010-2015, there are 115 comrades, of which: 38 are current Executive Committee members, accounting for 33.04% of the total planned human resources. Human resources through the review of the 2005-2010 term planning: the number of people who still meet the conditions and standards to continue to be introduced to the new term planning is 62 comrades, accounting for 53.91%. The new human resources introduced to the 2010-2015 term planning are 53 comrades, accounting for 46.09%. The planned human resources are female cadres, with 13 comrades, accounting for 11.30%. The planned human resources are ethnic minority cadres, with 27 comrades, accounting for 23.48%.
Regarding professional qualifications: 11 comrades have university degrees or higher, accounting for 9.57%; 91 comrades have college or university degrees, accounting for 79.13%; 7 comrades have intermediate degrees, accounting for 6.09%. Regarding political theory qualifications: 98 comrades have advanced degrees or bachelor degrees, accounting for 85.22%; 11 comrades have intermediate degrees, accounting for 9.57%; 3 comrades have elementary degrees, accounting for 2.61%. Regarding age: 6 comrades are under 40 years old, accounting for 5.22%; 21 comrades are from 41 to 45 years old, accounting for 18.26%.
The Standing Committee of the Provincial Party Committee, term XV, 2010-2015, consists of 31 comrades, of which: The current Standing Committee of the Provincial Party Committee has 8 comrades, accounting for 10% of the total.

The human resources through the review of the 2005-2010 term planning, the number of qualified and qualified people to continue to be introduced to the new term planning is 23 comrades, accounting for 74.19%. The new human resources introduced to the 2010-2015 term planning are 8 comrades, accounting for 25.81%. The human resources planned for the Provincial Party Committee Standing Committee are 2 female cadres, accounting for 6.45%. The human resources planned for the Provincial Party Committee Standing Committee are 7 ethnic minority cadres, accounting for 22.58%.
Regarding professional qualifications: 1 comrade has a university degree or higher, accounting for 3.23%; 29 comrades have college or university degrees, accounting for 93.55%. Regarding political theory qualifications: 30 comrades have advanced or bachelor degrees, accounting for 96.77%; 1 comrade has intermediate degrees, accounting for 3.23%. Regarding age: 1 comrade is from 41 to 45 years old, accounting for 3.23%.
- At the district, town, city and affiliated party committee levels
For the Executive Committees of District Party Committees, Town Party Committees, City Party Committees, and affiliated Party Committees: 1,093 comrades have been planned. New personnel included in the planning are 592 out of a total of 1,093 comrades, accounting for 54.1%; of which, 144 are women, accounting for 13.1%; 212 are ethnic minorities, accounting for 19.3%.
Regarding professional qualifications: 616 comrades have university and college degrees, accounting for 56.3%. Regarding political theory qualifications, 875 comrades have degrees, accounting for 80%; 470 comrades have intermediate qualifications, accounting for 43%; 405 comrades have advanced and bachelor degrees, accounting for 37%. Regarding age: under 35 years old, 144 comrades have degrees, accounting for 13.1%; from 36 to 40 years old, 153 comrades have degrees, accounting for 13.9%.
For the Standing Committee: 281 comrades have completed the planning process; of which, 29 are female, accounting for 10.3%; 48 are ethnic minorities, accounting for 17%.
Regarding professional qualifications: 39 comrades have intermediate qualifications, accounting for 13.8%; 192 comrades have college and university qualifications, accounting for 68.3%. Regarding political theory qualifications: 55 comrades have intermediate qualifications, accounting for 19.5%; advanced and bachelor's degrees are available.
211 comrades, accounting for 75%. Regarding age: under 40 years old, there are 34 comrades, accounting for 12%.
For the positions of Secretary of District Party Committee, Town Party Committee, City Party Committee, and affiliated Party Committee, there are 46 comrades; Deputy Secretary has 69 comrades.
2.2.2.2. On training and fostering ethnic minority cadres
Thoroughly grasping the Party's viewpoint on training and fostering cadres in general and ethnic minority cadres in particular, especially leaders and managers of the political system, on the basis of doing well the work of cadre planning, developing training and fostering plans, in the immediate future, the Provincial Party Committee directs to focus on training reserve cadres and training cadres according to their titles. Considering the assessment of learning outcomes and the ability to apply learned knowledge to practical work as a criterion for considering, promoting and appointing cadres.
Implementing Decision No. 168-QD/TTg, dated October 30, 2001 of the Government on long-term orientation, 5-year plan 2001-2005 and basic solutions for socio-economic development of the Central Highlands , including specific solutions and addresses to focus on investment, enhance training capacity and scale for Da Lat University and Tay Nguyen University. Opening a University Preparatory course for ethnic minority students at Tay Nguyen University; implementing the Central regulations on implementing Decree No. 134/2006/ND-CP dated November 14, 2006, the work of creating ethnic minority cadres in Dak Lak province has received special attention.
The Provincial People's Committee has established an Admissions Council; assigned annual implementation responsibilities according to Official Dispatch No. 3145/UBND-VX dated August 13, 2008 on assigning responsibilities for implementing Decree No. 134 and documents on recruitment; implemented regulations on subjects, regions and recruitment processes, ensuring full implementation of recruitment policies and regimes; regulations on recruitment, synthesizing and reviewing the list, recruitment professions, reporting to relevant ministries and branches; signed training contracts with recruitment training institutions.
Results of implementing Decree No. 134/2006/ND-CP dated November 14, 2006 of the Government regulating the recruitment regime to university-level educational institutions,
colleges and intermediate schools in the national education system specifically over the years: In 2007, the quota for university education was 59 students and for college education was 15 students, the actual enrollment rate was 100%; in 2008, the quota for university education was 20 students, the actual enrollment rate was 100%; in 2009, the quota for intermediate vocational education was 40 students, the actual enrollment was 28 students, accounting for 70%. The number of ethnic minority students who have been assigned jobs over the years: In 2007, there were 6 students majoring in pedagogy; in 2008, there were 4 students majoring in pedagogy; in 2009, there were 2 students majoring in pedagogy; in 2010, there were 28 students majoring in pedagogy and medicine [160].
The Organizing Committee of the Dak Lak Provincial Party Committee has coordinated with the Department of Home Affairs and Tay Nguyen University to advise the Standing Committee of the Provincial Party Committee to enroll 50 ethnic minority students to study at the university level in the major of Agricultural and Forestry Economics. Recruited 28 ethnic minority students to study at the university level in Hanoi. The Organizing Committee of the Provincial Party Committee has also coordinated with the local Military School to enroll 2 intermediate military classes for nearly 232 ethnic minority students from districts and cities. Of which, 80 students were enrolled in the Party awareness class and 7 students were proposed to be admitted to the Party by the Dak Lak Provincial Military Party Committee.
Dak Lak Provincial Police have coordinated with departments, branches and sectors to advise the Provincial Party Committee Standing Committee and the Ministry of Public Security to select ethnic minority children who have graduated from junior high school and above to send to attend elementary police classes.
Dak Lak province has sent 43 ethnic minority cadres to study for master's degrees, ethnic minority cadres studying for master's degrees in various fields account for 6.4% of the cadres sent for training; 2 ethnic minority cadres studying for doctoral degrees; 1,269 cadres studying for advanced political theory; 9 cadres studying for a bachelor's degree in politics majoring in organization; 3 cadres studying for a bachelor's degree in politics majoring in inspection; 1 cadre studying for a bachelor's degree in politics majoring in Religion; 72 cadres studying for a law university; 78 cadres studying for a bachelor's degree in administration under the selection system.
In 2008, 121 ethnic minority cadres were trained, reaching 39.41% of the province's cadres, specifically in the following fields: Education
