To do well the work of developing the Party in the Party Committees of the Military Service, it is necessary to grasp the motto, direction, and standards of Party members in each period, and promptly concretize them to suit the characteristics of each Military Service. Regularly attach importance to doing well the work of propagating and enlightening the masses about the Party; promptly select active masses to include in the Party's sympathy objects, have plans to educate, help, foster, train, challenge, and assign tasks. Ensure that those admitted to the Party must have a clean political history, through training and testing, demonstrate absolute loyalty to the Party and the people, be passionate about the revolutionary cause and assigned professional tasks, complete their tasks fairly well, have strict discipline, good solidarity, have enthusiasm in professional work, love to learn, seek progress, and be trusted by the masses.


Developing party members must focus on quality, but also pay attention to quantity. Developing party members must follow prescribed standards, paying attention to the elite among workers, intellectuals, laborers, Ho Chi Minh Communist Youth Union members, and places with few or no party members.

After admission, it is necessary to continue to monitor, help, educate, and train new party members in all aspects, and at the same time assign new party members to participate in activities of mass organizations. On the basis of thoroughly grasping the contents of the resolutions, directives and regulations of the Party, the Army and higher levels, Party committees and Party organizations at all levels in the Military Region need to strictly implement the planning of leadership and command cadres at the beginning of the term and review and supplement it annually, and at the same time develop a plan to operate the planning at each level. In developing the planning, it is necessary to properly implement the principles, procedures, democracy, publicity, stability, inheritance and development, ensuring continuous and solid transition between generations of cadres.

In addition, it is necessary to focus on leadership and direction to do well the work of management, comments, evaluation, training, fostering, and policies for cadres . Implement synchronously, fully, and correctly all stages from planning, comments, evaluation, training to fostering and rotating cadres.

In particular, it is necessary to promote the role of Party committees and leaders in personnel work. That role must be demonstrated throughout the stages, steps, and processes of personnel work and must be associated with the responsibility of Party committees and leaders when there are limitations, shortcomings, and deficiencies in the evaluation and appointment of cadres. Self-education and self-training of revolutionary ethics of each party member is a decisive measure, directly affecting the effectiveness of self-awareness in the process of forming and developing revolutionary ethics.
