Fifth , the thesis has built the viewpoints and goals for tourism development in Binh Thuan. On that basis, it proposes 6 basic solutions to enhance the role of tourism in the socio-economic development of Binh Thuan province until 2020. The basic solutions mentioned are Tourism planning; Attracting investment capital into tourism development projects; Training tourism human resources; Diversifying tourism products;
Strengthen state management of tourism activities; Strengthen tourism propaganda and promotion.
The author hopes that the thesis “The role of tourism in the socio-economic development of Binh Thuan province in the period 2001 - 2020 ” will contribute to building a theoretical basis for planning the province's tourism development strategy in the period 2008 - 2020 with high efficiency. Despite great efforts, due to limited time and research capacity, the thesis certainly cannot avoid shortcomings. To develop domestic and international tourism, promote exchanges and mutual understanding among ethnic groups; enhance the effectiveness of state management of tourism and contribute to the socio-economic development of the country;
Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam;
Pursuant to the Resolution of the 10th National Assembly, 4th session on the Law and Ordinance Building Program for the 10th National Assembly term and the Law and Ordinance Building Program for 1999;
This Ordinance regulates tourism.
Article 1
Chapter I
GENERAL PROVISIONS
The Vietnamese State identifies tourism as an important comprehensive economic sector, with profound cultural content, being interdisciplinary, inter-regional and highly socialized; developing tourism to meet the needs of sightseeing, entertainment and relaxation of the people and international tourists, contributing to improving people's knowledge, creating jobs and developing the country's socio-economy.
Article 2
This Ordinance regulates tourism activities; determines the rights and obligations of tourists, the rights and obligations of organizations and individuals doing tourism business in the Socialist Republic of Vietnam.
Article 3
The State unifies the management of tourism activities; ensures the development of tourism in the direction of cultural tourism, ecological tourism, preserving and promoting the cultural identity and fine customs of the Vietnamese people.
Article 4
The State respects and protects the legitimate rights and interests of tourists; encourages and creates favorable conditions for Vietnamese people to travel domestically and internationally, Vietnamese people residing abroad, and foreigners to travel to Vietnam.
Article 5
The State protects the legitimate rights and interests of organizations and individuals doing tourism business; encourages economic sectors to participate in tourism development.
Article 6
The State has policies and measures to implement tourism development planning and tourism promotion; invest adequately in building infrastructure and technical facilities for tourist areas and key tourist attractions.
The State has measures to protect, embellish, exploit and rationally use tourism resources.

Article 7
The State encourages the expansion of international cooperation in tourism on the basis of equality and mutual benefit, in accordance with Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a signatory or participant.
Article 8
All tourism activities that adversely affect the environment, cultural identity and customs of the nation, or harm national independence, sovereignty, national defense, security, social order and safety are strictly prohibited.
Article 9
State agencies, economic organizations, political organizations, socio-political organizations, social organizations, socio-professional organizations, people's armed forces units and all individuals are responsible for enforcing the law on tourism and participating in tourism development.
The Vietnam Fatherland Front and its member organizations, within the scope of their tasks and powers, are responsible for propagating and mobilizing people to participate in tourism development, preserving and protecting tourism resources; and supervising the enforcement of tourism laws.
Article 10
In this Decree, the following terms are construed as follows:
1. Tourism is a human activity outside of one's usual place of residence to satisfy the needs of sightseeing, entertainment, and relaxation within a certain period of time.
2. Tourist is a person who travels or combines travel, except for studying, working or practicing a profession to receive income at the destination.
3. Tourism resources are natural landscapes, historical relics, revolutionary relics, human values, and creative works of human labor that can be used to satisfy tourism needs; they are basic factors in forming tourist spots and tourist areas to create tourist attractions.
4. A tourist destination is a place with attractive tourism resources and the ability to attract tourists.
5. A tourist area is a place with tourism resources with outstanding advantages in natural landscapes, planned and invested in to satisfy the diverse needs of tourists, bringing about economic, social and environmental efficiency.
6. A tourist route is a route connecting different tourist attractions and tourist areas.
7. Tourism business is the implementation of one, some or all stages of the tourism operation process or the implementation of tourism services on the market for profit purposes.
8. Travel is the act of making a trip according to a predetermined plan, itinerary, or program.
9. Tourist accommodation establishments are establishments that provide rooms, beds and other services for tourists. Tourist accommodation establishments include hotels, tourist villages, villas, apartments, tents and camping grounds for rent, of which hotels are the main tourist accommodation establishments.
10. Tourism promotion is an activity aimed at finding and promoting opportunities for tourism development.
Appendix 2.1. 7 TYPES OF TOURISM THAT ARE DEVELOPING IN BINH THUAN
1. Travel, visit historical and cultural sites combined with research on ancient architecture
Binh Thuan has many historical and cultural relics of ancient architecture including communal houses such as Xuan An communal house (Cho Lau, Bac Binh), Xuan Hoi communal house (Xuan Hoi village, Cho Lau, Bac Binh), Duc Thang communal house (Duc Thang ward, Phan Thiet), Duc Nghia communal house (Duc Nghia ward, Phan Thiet), Phu Hoi communal house (Ham Hiep commune, Ham Thuan Bac), Tu Luong communal house (Duc Long ward, Phan Thiet), Binh An communal house, Binh Thanh temple (Binh Thanh commune, Tuy Phong). In addition, there is also the Nguyen Thong worship area with Ngoa Du Sao (Duc Nghia ward, Phan Thiet) and the poet's tomb at Co mountain, Phu Hai ward, Phan Thiet. All of these ancient structures are attractive to tourists, historical and cultural researchers, to visit.
2. Travel, visit historical and cultural relics combined with research on ancient Cham architecture
Cham towers have not been explored much in terms of history and secrets in architectural techniques. Cham towers in Binh Thuan are posing many requirements for domestic and foreign researchers, such as the Po Dam tower group (Phu Lac, Tuy Phong); the Poshanu tower group (Phu Hai, Phan Thiet); the Cham tower ruins in Kim Binh (Ham Thang, Ham Thuan Bac); the newly discovered Cham towers in Ham Phu, Thuan Hoa (Ham Thuan Bac).
Regarding temples, there are: Po Klong Moh Nai Temple (Luong Son Commune, Bac Binh); the collection of Cham Royal cultural heritage and Po Nit Temple (Phan Hiep Commune, Bac Binh); Princess Bang Tranh Temple (Long Hai Commune, Phu Quy).
The citadel still has traces in Song Luy commune, Bac Binh; it is considered a military architectural work of the Cham people.
3. Scenic tourism combined with religious tourism
Almost every locality in Binh Thuan has beautiful scenery, in which the pagodas with the characteristic of being quiet places to worship Buddha, combined with unique natural scenery have contributed to creating many scenic spots that attract a large number of tourists.
