To promote business development, the state needs to implement preferential policies (credit, tax reduction) for businesses, when the economy really enters integration, including implementing preferential credit policies for tourism businesses to borrow to invest, renovate, upgrade and build new accommodation facilities and tourist transport vehicles. On the other hand, this is an on-site export activity, so goods for tourists need to enjoy preferential tariff mechanisms like export goods.

4.2.2. Solutions for businesses operating in the tourism industry.

Developing tourism economy in Ha Long city, Quang Ninh province - 12

4.2.2.1. Establish a company specializing in providing tour guides for travel businesses.

When needed, the travel company only needs to sign a contract with clear obligations with the tour guide supplier. This solution allows tourism businesses not to worry about paying tour guides during the low season, while the tour guide supply company has the conditions to manage and train the tour guides and themselves.

stable and secure tour guides (most tour guides only sign work contracts for each tour, so their lives and careers are quite unstable). However, to professionalize the service of providing tour guides according to the seasonal needs of businesses, it is necessary to have the support of state agencies managing tourism in all aspects: Taxes, subsidies and experts...

4.2.2.2. Business units in the tourism market need to focus on building their brands.

In today's competition, in addition to the support of the state through policy mechanisms, tourism businesses themselves need to perfect their image and brand in the market. One of the important measures is to improve service quality to ensure reputation and prestige. To attract tourists, countries interested in tourism development must focus on building and promoting national tourism brands in the world and regional tourism markets. Tourism brands are not only tangible elements such as advertising slogans, logos, brochures, websites, but also include visual elements such as advertising information, public relations and direct marketing, special events, sales strategies and implementation of tourism products/services.

There needs to be good cooperation in business between travel agencies to diversify tourism products, enrich tourism routes, attract tourists to destinations; pioneer in protecting and cleaning the heritage environment, thereby creating a large number of visitors and cheap tours to maximize profits.

Implementing these solutions requires cooperation:

1) Between travel agencies and craft villages, because in the current conditions, the trend of eco-tourism, green tourism, and rural tourism is attracting many international and domestic tourists. Therefore, it is necessary to invest capital, equip tools, materials, and skilled artisans for craft villages to serve tours, while at the same time promoting and developing local traditional crafts ;

2) Between accommodation units, it is necessary to strengthen the connection between hotels, which will ensure prestige for tourists; hotels with good facilities and business conditions, members who introduce will enjoy special prices or hotels that exchange customer lists with each other. In particular, it is necessary to cooperate in promotional programs such as exchanging chefs or directly organizing a week of local specialties at partner hotels, thereby creating interesting times and tourism products, attracting more tourists to stimulate tourism demand.

4.2.2.3. Carry out well the communication and promotion work about Ha Long city tourist destinations to develop the city's tourism economy.

Communication, information and promotion work needs to build a trade and tourism investment information portal in both English and Vietnamese, thereby providing updated information on the socio-economic development situation and investment opportunities in Ha Long city for investors; at the same time, creating relationships and close information links with other functional agencies.

CONCLUDE

Tourism is an industry that plays a great role in the socio-economic life and occupies an important position in the cause of industrialization and modernization of the country. Developing tourism is not only to exploit the inherent potential of the country but also an urgent requirement to integrate our country's economy with the world's economies in the development process.

Ha Long City - Quang Ninh has a particularly important position in Vietnam's Tourism Development Strategy. This is a region with many unique and diverse tourism resources, allowing for the strong development of outstanding tourism products such as sea and island resorts, marine ecology, cultural and historical tourism, heritage tourism, caravan road tourism, event tourism and coastal cuisine.

Ha Long tourism in recent years has had many encouraging results. However, many requirements of tourism development activities have not been fully implemented.

In the coming time, solutions for developing Ha Long city's tourism economy need to approach sustainable development and marine economic development to fully exploit the potential of resources that nature has endowed this city with.
