Looking back over many years at the work of zoning and protecting historical and cultural relics, we have seen that there are many things that have been done, but there are also many things that have not been done. However, the current zoning and protecting historical and cultural relics planning of Thua Thien Hue province has correctly assessed the current population situation, the current management and preservation situation, and has created stability and psychological comfort for people living in the relic area while waiting for relocation and clearance.

International cooperation activities, application of scientific achievements to preserve and promote cultural heritage

Realizing that preserving and promoting cultural heritage is not simply an internal task, it requires the cooperation of many parties, in which seeking external assistance in terms of capital, material support, technical technology, experience in operating and managing international projects is a very important issue. “In 15 years, Hue Monuments has cooperated with more than 25 international organizations, dozens of institutes, universities, and domestic departments to conduct heritage conservation research activities in both tangible and intangible cultural heritage and environmental landscapes” [110, p.119].

With international organizations, Hue CTC has cooperated with Unesco, Japan (Toyota Foundation, Japan Foundation, Nihon University, ...), Poland, Canada, France, England, America, Federal Republic of Germany, Thailand, Korea, ... to carry out dozens of meaningful restoration and conservation projects for cultural heritage. Notably, the project of cooperation in researching Hue traditional architecture and restoring Can Chanh Palace (in collaboration with Waseda University) has been carried out for nearly 19 years (1994-2013) with increasingly large investment funds and initially achieved many good results.

In the field of preserving intangible cultural heritage, international cooperation has helped TTH implement projects and programs such as: implementing the national action plan on preserving Nha Nhac - Vietnamese Royal Court Music sponsored by UNESCO (with contributions from the Japan Trust Fund) in the period 2005-2009, the research project to restore some Nha Nhac musical instruments (Bien Chung Bien Khanh, Bac Chung Dac Khanh) sponsored by the Ministry of Culture, Sports and Tourism of Korea and the National Cultural Heritage Administration of Korea [see Appendix 2].

In the field of promoting and developing the values ​​of Hue's cultural heritage, there have been a number of films and photo books about Hue and its cultural heritage produced by the Hue CCH in collaboration with or with the support of many organizations such as Unesco, ACCU, NHK, BBC, Our Place..., helping international friends better understand the values ​​of Hue's cultural heritage. The Hue CCH has also received a project to produce a film introducing the restoration of Hue's Imperial Citadel using digital technology and a 3D film about the Ho Quyen relic sponsored by the National Administration of Cultural Heritage of Korea. In addition, the Hue CCH also participates in receiving and working with international delegations to the Hue heritage site with the purpose of: Researching and surveying the conservation status of Hue relics; establishing cooperative relationships in preserving and promoting the values ​​of tangible and intangible heritage; sharing and exchanging experiences in heritage conservation...

The journey of Hue Cultural Heritage to continue to reach the goal of preserving and developing sustainably cannot be without international cooperation activities. In the coming time, Thua Thien Hue province needs to coordinate with relevant departments to better perform this work so that international cooperation at Hue Heritage Site will remain an exemplary activity in the work of preserving and promoting the cultural heritage of Vietnam and in the Asia-Pacific region.

In 2003, when UNESCO officially recognized Hue Royal Court Music as a Masterpiece of the Intangible Cultural Heritage and Oral Tradition of Humanity (now a Representative Intangible Cultural Heritage of Humanity), cultural workers in Thua Thien Hue province have stepped up the work of collecting, preserving and promoting the values ​​of intangible cultural heritage. Hue Center for Cultural Heritage Conservation has focused on investing more than 8 billion VND to renovate and put Duyet Thi Duong Theater in Hue Imperial City into operation, serving tourists visiting and traveling here. Hue Royal Court Music is put into performance, helping tourists better understand the unique cultural values ​​of Nha Nhac, and at the same time is the basis and foundation for Nha Nhac musicians to cultivate and promote. Along with the renovation and putting Duyet Thi Duong Theater into operation, in recent times, Hue Center for Cultural Heritage Conservation has collected, preserved and staged sacrificial rituals; restored nearly 20 royal dances; staged a number of ancient plays to meet the needs of festivals and cultural exchanges. The musical instruments of the Vietnamese Royal Court Music have been lost for over a hundred years. In addition, every year, the Hue Cultural Heritage Conservation Center always pays attention to opening training courses, fostering and providing professional training for generations of artisans, artists and musicians of the Hue Royal Theatre. In particular, the pilot heritage education for young people in schools has also initially brought about effectiveness in the work of preserving intangible cultural heritage.

Every year, TTH province also has many programs, research topics, and collections of intangible cultural heritage such as: research on the rhythms in the activities of Hue cultural villages, Sinh Village Wrestling Festival, compilation of Hue opera and dance curriculum, initial construction of Hue Han Nom database and translation of some Han Nom documents related to Hue history and culture, collection of folk songs and dances of ethnic minorities in western TTH. In order to preserve the cultural forms that are being passed down among the people,

TTH province in collaboration with the Academy of Music, College of Culture and Arts has organized many classes to teach music and folk performing arts to the young generation. Many traditional professions have also been invested in and restored, such as inlay, bronze casting, goldsmithing, enamel painting, etc. In particular, the province has always paid great attention to the policy of honoring and rewarding artisans. Every year, from the provincial budget, the Department of Culture, Sports and Tourism has organized seminars and meetings on the occasion of Cultural Heritage Day, holidays and New Year. The province has also investigated and compiled statistics on festivals in the province through various research projects and has increasingly collected many intangible cultural heritages in the province.

Activities to restore royal and festival art forms

During the Hue Festival, the restoration of the Royal art forms, including festivals, music, calligraphy, culinary arts, games, etc., has truly played a central role in the cultural activities of the people of Thua Thien Hue province, becoming a typical representative of Hue culture in the dialogue and exchange with international friends. There are more than 100 folk festivals, traditional and modern festivals that have been restored and promoted by localities. Through that, the Hue Festival is periodically held every two years in even-numbered years and the Hue Traditional Craft Festival is held every two years in even-numbered years.


Individually, these cultural activities have become an impressive and unique cultural activity and festival, creating a unique feature for the land of many cultural heritages.

It is worth mentioning that in recent years, the collection and research of rituals, costumes and songs in the Xa Tac and Nam Giao worship ceremonies have been carried out comprehensively... If before 2004, the restoration of these festivals was only in a "static" state, that is, conducting investigations, collecting documents and preserving them, then since 2004, this preservation has been in a "dynamic" state, that is, preserving and promoting the value of the Xa Tac worship ceremony and Nam Giao worship ceremony in community activities, which are reproduced in the periodic activities of the Hue Festival. The community is the place where the ceremonies are performed and is the most effective way to preserve and promote cultural heritages in today's social life.

The Nam Giao Sacrificial Ceremony has been restored in 2004, 2006, 2008, 2010, 2012 through the Hue Festival with the rituals of the Nghenh Than ceremony (ceremony to welcome the gods), the Ngoc Bach temple ceremony (jewelry and silk ceremony), the Tan Tro ceremony (ceremony to offer sacrificial animals), the Hien Tuoc ceremony (wine offering ceremony), and the Tu Phuc To ceremony (blessing ceremony) becoming more realistic and larger in scale. Unlike previous festivals, the Nam Giao Sacrificial Ceremony in 2012, in addition to the main ritual at the Nam Giao Altar, the remaining stages were staged to serve the large number of tourists and people attending.

In 2008, the Xa Tac altar relic was zoned, the important area was cleared, a part of Xa Tac was gradually restored, and during the Hue Festival 2008, the Xa Tac worship ceremony was restored for the first time to meet the spiritual needs of tourists and Hue people. The Xa Tac worship ceremony took place with all the basic rituals of the ceremonies, preparing the god's tablet, from the way of arranging the offerings in the relic to the rituals recreated after many years of absence. The offerings to the god were agricultural products made by the hands of Vietnamese people. The ceremony was organized according to the historical events but was encapsulated with the reality of the Xa Tac altar at that time. Nhan Dan newspaper, on March 21, 2011, wrote: "The Xa Tac worship ceremony focuses on exploiting the good traditional elements of the Xa Tac worship ceremony of Vietnam that took place in history, especially under the Nguyen Dynasty in Hue. The ceremony promotes humanistic values,


is essentially a form of connection between people and the natural world; honoring the country's agriculture; expressing the desire to pray for national peace and prosperity, favorable weather, world peace, solidarity and development" [115, p.78]. The Xa Tac worship ceremony has been restored to the environment that produced it after a period of being forgotten. This move has revived the relic, both as the best way to preserve intangible culture and as a way to promote it in the future. In the years 2009, 2010, 2011, 2012, the Xa Tac worship ceremony gradually entered the subconscious of each Hue person in particular and the Vietnamese people in general.

The Truyen Lo Festival was collected, researched and recreated on a large scale at the 2006 Festival to announce the names of the doctors who were awarded the Imperial Decree after passing the examination.

The festival has been recorded since the reign of King Le Thanh Tong. Under the Nguyen Dynasty, the first doctoral examination was held in the 3rd year of Minh Mang (1882) and the Truyen Lo Ceremony was also held from then on. The last examination took place in the 4th year of Minh Mang (1919). The Nguyen Dynasty held a total of 39 examinations [145].

This ceremony is reenacted to honor the education of talented people, review the tradition of studiousness of our ancestors from ancient times and send a subtle reminder to our country's current education.

The Martial Arts Doctorate Festival was also restored in the 2008 Festival to honor the martial spirit of the nation, and at the same time create a new tourism product to serve visitors. The competition is also a meeting and performance of Vietnam's leading martial artists, "in the role" of martial arts doctors who have been named in history, thereby promoting and introducing to the public and visitors the unique features of Vietnamese traditional martial arts.
