Chapter III Conclusion
Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.

1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

3.1. Building a policy for developing foreign language information resources

To improve the quality and efficiency of developing foreign language information resources to meet the increasingly diverse information needs of information users at the National Library of Vietnam, a central library of the country and a leading library in the public library system, it is necessary to quickly develop a policy for developing foreign language information resources.
The purpose of the foreign language information resource development policy is to orient information resource development activities, provide necessary instructions for implementing the work of supplementing - exchanging - sharing foreign language information resources between libraries and information agencies. The role, functions and tasks of the National Library of Vietnam; users and the relationship of coordination in the work of supplementing, exploiting and sharing information resources regarding the content and language of the information resources. The policy needs to address issues such as the number of imported copies of each document name, storage and additional funding.
In addition, the work of exchanging and donating foreign language information sources needs to select the quality of documents received through this source to suit the supplementary scope and information needs of information users. The work of purifying foreign language information sources needs to be mentioned in the policy.
It is necessary to establish a council to supplement foreign language information sources including scientists and professional staff to supplement quality information sources suitable for users.
Coordinate to supplement foreign language information sources with large domestic libraries and information centers, first of all libraries and information centers in Hanoi. Develop the exchange of foreign language information sources with foreign libraries and information centers to a new level, in the trend of integration and development when we are now a member of the WTO.
3.2. Improve staff qualifications
In recent years, most libraries and information centers have applied information technology to their activities, and training to improve the qualifications of library staff is extremely important. Building a modern library requires that library staff, in addition to professional knowledge, need to update their knowledge of information technology and foreign languages to create high-quality foreign language information products and services to meet the needs of users.
The staff of the National Library of Vietnam are mostly specialized in library information, and in general, their knowledge of information technology is not high. Therefore, in the coming time, the Library needs to provide training to improve their information technology skills, helping them grasp and update their knowledge of new information technology products and their capabilities in order to effectively apply them to information and library activities.
Organize training courses on document digitization process, storage methods, processing and exploitation of all types of digital documents for the digitization process of foreign language information sources.
Organize study tours to learn about the application of information technology in modern libraries in the country and abroad.
In addition, it is necessary to encourage staff to self-study and improve their information knowledge to become professional information and library staff, always confident in innovating information and library technology.
3.3 . Building and exploiting electronic foreign language information sources
In addition to focusing on building traditional foreign language information sources, to meet the increasing information needs of information users, the National Library of Vietnam needs to develop an electronic document repository (especially in full-text form): build it yourself or buy it from large libraries in and outside the country or buy electronic foreign language information sources online. The first step in building a digital document repository is to meet the requirements of sharing information sources between libraries through information networks.
Creating electronic foreign language resources can use the following methods:
Collecting information online: Free foreign language information sources are provided by government agencies or other agencies. However, the value and accuracy of these sources need to be evaluated and verified. Because they are provided for free, not all foreign language information sources are of good quality.
Method of self-digitizing foreign language information sources: Digitization is the conversion of traditional paper-based foreign language information sources into flexible electronic information sources by scanning or re-entering information. This is considered the core method to ensure the sustainable development of electronic foreign language information sources in a library information agency due to the benefits it brings.
Expanding access to foreign language resources: When digitizing, access to a foreign language document will be expanded, allowing many users from different locations to access and use the same document at the same time.
Enhance the ability to preserve foreign language resources: Digitization is considered an effective method to preserve rare and unique documents.
or grey literature. Electronic foreign language sources are often stored on computers, on CDs, CD-ROMs, DVDs. When digitized, they are less affected by the frequent use of a large number of users, helping to prolong the life of foreign language documents and making them easier to preserve.
Purchase foreign language information sources on CD-ROM from major libraries and information agencies in and outside the country: Foreign language information sources exist in 3 forms: directory database, full-text database, and fact database. Foreign language information sources can be searched for facts directly on the computer through many different access points, and are long-lasting and stable.
Buying electronic foreign language sources online: essentially means renting online foreign language sources according to rental contracts and calculating the price of electronic sources according to the number of IP addresses and the number of concurrent users. The rental contract needs to specify the scope of authority and responsibility of the participating parties.
Joining consortiums - a solution to supplement electronic foreign language resources is a form of association and union of libraries and information agencies with the same supplementary direction. These consortiums often buy electronic foreign language resources installed on the Internet or the consortium's private network.
3.4. User guide.
The quality of information sources is not only assessed by the number of documents stored, but also by the level of use appropriate to the information needs of readers. Information sources are created to meet the information needs of the information user team. Therefore, training the information user team, guiding and improving the ability to exploit foreign language information sources is an extremely important criterion in building and exploiting foreign language information sources.
This is especially important for electronic information sources, where users need to have knowledge of using computers, networks, or other devices.
Therefore, the National Library of Vietnam needs to regularly guide users on how to search for foreign language sources inside and outside the library, how to use keywords to search for information, and addresses on the information network to improve their ability to access foreign language sources and existing information and communication products and services in the best way. At the same time, guide them on how to participate in the library's information services.
3.5. Diversify library information products and services
In the process of innovation to improve service efficiency, any library information agency cannot ignore the diversification of library information products and services. Library information products are the result of information processing to satisfy the needs of information users, but the information needs of information users are always changing. Therefore, if the National Library of Vietnam wants to satisfy the information needs of information users, it must expand its library information products, that is, increase in-depth processing of the content of that information source. Diversifying library information products and services of foreign language information sources is a trend and a sustainable development method for the National Library of Vietnam. Therefore, the National Library of Vietnam needs to carry out the following tasks:
* Perfecting the traditional search engine of foreign language sources.
No matter how much information technology develops, the traditional search engine is a regular and necessary search tool for information users and library staff. In fact, not only the National Library of Vietnam but also all other libraries, although equipped with modern computers, still consolidate and supplement the catalog system is a regular task.
Because if you only use a computer, there are many disadvantages such as:
Most of the time, not all users can use computers to search proficiently, but need time to learn, which takes a lot of time, while if using a traditional search engine, users can search for documents quickly without spending much time.
To be able to search for documents on the computer, the library must create databases in the library.
Using computers also depends on electricity. In recent years, due to the lack of electricity in our country, power outages often occur, greatly affecting the information search of users. Moreover, in reality, the computers used for readers to search for information sources also encounter many problems such as many broken computers, network errors that cannot be searched.
For the above reasons, perfecting the traditional search engine for foreign language sources is extremely necessary. We should regularly edit the tables of contents and pay attention to thematic boxes to enrich them.
* Create database.
Creating a database and managing an electronic catalog for the library's foreign language resources is a task that the National Library of Vietnam needs to continue building a directory database for all of the library's foreign language resources to preserve and keep.
In addition to existing services, the National Library of Vietnam needs to develop new services such as document translation services because language barriers are a problem that users often encounter, allowing users to access more diverse information.
3.6. Improve the quality of foreign language information source preservation work
Actively promote activities to preserve foreign language sources such as: repairing slightly damaged foreign language sources in their original form (binding, labeling), increasing digitization, photocopying valuable documents that are severely damaged to extend their lifespan and save storage space, improving the quality of service to readers. Invest in modern preservation equipment such as: air conditioners, digital technology, scanners, etc. Provide training to improve the qualifications and provide financial support for preservation staff to ensure standards for traditional and modern preservation of foreign language sources.
In order to effectively preserve foreign language sources, in addition to the above solutions, the National Library of Vietnam and its staff serving readers should remind and educate readers in protecting sources such as: informing them of regulations on using sources or handling compensation in cases of serious violations. Raising awareness of preserving foreign language sources during the process of use of information by users.
3.7. Expanding domestic and international cooperation to share foreign language resources
The market for electronic foreign language information sources in the world is increasing rapidly in both quantity and quality. The need for access to electronic information sources has become urgent and indispensable for users in Vietnamese library information agencies in general and the National Library of Vietnam in particular. Meanwhile, the budget for supplementing foreign language information sources, especially electronic foreign language information sources, is increasingly limited. The National Library of Vietnam needs to further expand domestic and international cooperation to exchange and share information sources in order to:
Save budget in supplementing electronic foreign language information sources, reducing financial burden.
The complementary coordination of electronic foreign language information resources avoids isolation and allows users to reach more sources of information.
Inter-cooperation with information centers, libraries or other organizations at home and abroad to share foreign language information resources and advanced professional experiences. However, to implement it, it is necessary to consider: budget, legal regulations to build inter-connection policies - legal regulations to coordinate activities between inter-connected libraries.
CONCLUDE
Above are some aspects of studying the work of building and exploiting foreign language information sources at the National Library of Vietnam during more than 90 years of construction and development. However, due to limited research time, my thesis is not without shortcomings. But the thesis also shows the current status of building and exploiting foreign language information sources at the National Library of Vietnam, the advantages and disadvantages of this work. At the same time, it also offers solutions for the work of building and exploiting foreign language information sources at the National Library of Vietnam in the coming time. However, this is a complex issue that needs to be studied more deeply, especially in the current period when the country is in the period of industrialization and modernization of the country, the world situation has complicated fluctuations, foreign language information sources are increasingly developing in all forms.
Hopefully, in the coming time, the work of building and exploiting foreign language information sources of the National Library of Vietnam will be focused on and implemented, to help the National Library of Vietnam not only fulfill its functions and tasks well but also meet the diverse needs of information users, contributing to the industrialization and modernization of the capital Hanoi and the country.
