Some comments :
- Some self-assessed behaviors of students are frequent, such as: Being late for class (23.13%), not going to the library to read books (21.55%), violating classroom and dormitory rules (19.10%), using the internet to play games and watch bad movies (22.57%), smoking daily (36.31%), drinking alcohol regularly (2 times/week) (18.60% for men);
Except for the manifestations of having used drugs (at least once) and studying for or taking tests for friends, the remaining manifestations of frequent violations account for a very small and insignificant percentage.
- The manifestations of "sometimes violating" school standards and regulations account for a fairly high percentage. The number of students who do not go to the library to read books (accounting for 55.56%); copying, using illegal materials during exams and tests (accounting for 41.36%); violating discipline (from criticism in front of the class and above) accounts for 38.78%; using the internet to play games, watch bad movies (accounting for 36.46%), regularly drinking alcohol (2 times/week) accounts for 38.37% for males. The remaining manifestations account for an insignificant percentage.
Thus, there is still a high rate of students who self-assess their cultural behavior that violates social norms and school regulations on a regular basis.
Although the survey only examined a group of learners, and only examined cultural behaviors that violated social norms and school regulations, it also showed that part of the "surface" of cultural and artistic activities at Nam Dinh Vocational College still has many "issues" that need to be studied.
The question is: Is there a definite relationship between the above cultural behavioral manifestations and the educational and teaching results, with the rate of average students, weak in learning ( 75 %) and in ethics ( 21.3 %) still very high? Where can the causes be found?

2.2.2. Awareness of administrators, teachers and students about the role of building school culture.
To study the actual effectiveness of this movement and the current status of the work of building a culture and art at Nam Dinh Vocational College, we used a poll of 26 managers, 127 teachers, and 294 students on the necessity and implementation level of the content of building a culture and art in April 2009. The results are shown in Table 2.6.

Some comments:
Through the summary table of survey results on the current awareness of managers, teachers and students about the necessity and role of building cultural and artistic culture, it shows that: Although the level of awareness is different, the majority of managers, teachers and students believe that the role of cultural and artistic culture is very necessary and needed. Specifically: Number of managers (88.47%), teachers (86.62%), students (89.12%)
From table 2.6, we can see that there is still a large gap between the awareness of the important role and the level of performance . Typically, the level of performance is only at an average level (accounting for 65.38% of managers), (73.23% for teachers), (67.01% for students), not good (accounting for 3.85% of managers), (10.23% for teachers), (20.75% for students), good (accounting for 30.77% of managers), (16.54% for teachers), (12.24% for students).
Through that, it is also seen that there needs to be clear directions in planning and effective ways to implement the proposed plan by the school principal.
2.2.3. Managers' awareness of the impact of school culture building.
Currently, Nam Dinh Vocational College is implementing the campaign to build: "Cultural school, exemplary teachers, elegant students" and the slogan "Friendly school, active students" of the Minister of Education and Training Nguyen Thien Nhan. To find out the actual effectiveness of this campaign and the current status of the work of building culture and arts at Nam Dinh Vocational College. We used a poll of 30 managers on the necessity and implementation level of the content of building culture and arts at the time of April 2009.
The results are shown in Table 2.7.

Some comments:
Through the summary table of survey results on the level of awareness of managers about the work of building cultural and artistic culture at Nam Dinh Vocational College, it shows that:
- Most managers highly appreciate the necessity of building a culture of art.
- In the content: Warming up the general atmosphere with smiles and open greetings makes everyone feel happy to work in the school, the number of managers who rated the need for this job as very necessary accounted for a fairly high percentage (76.67%). Through research, the majority of respondents said
that: The working atmosphere is a very important factor, when the working mentality is comfortable and open, the workers will be enthusiastic, passionate about their work and work efficiency will increase.
However, 6.66% of managers still think that there is no need to develop this content because they believe that in the educational environment, it is necessary to be serious and follow orders. Also due to lack of awareness, the rate of managers assessing the level of implementation of this work is not high. The number of managers assessing the level of implementation of this work at an average level accounts for 80.00%. The number of managers assessing the level of implementation as poor accounts for 6.67%. Therefore, this is also a task that the school needs to have a clear direction.
- 70.00% of staff members believe that: Collecting information and assisting members to participate in the self-management process is very necessary because currently a large amount of information has many impacts, so collecting information and assisting members is a meaningful task. However, a small percentage of staff members believe that this work is not necessary (accounting for 3.33%). The number of staff members who are aware of the necessity is very necessary, but when it comes to implementation, it is not good or at an average level, shown in 76.67% of staff members who believe that collecting information and assisting members to participate in the school's self-management process is at an average level; 6.67% of staff members believe that the implementation of this work is not good, because the school does not have a self-management team and the self-awareness of each member is not high.
- 66.67% of staff members are aware that: Stimulating the need to contribute to society and the need for self-affirmation is very necessary; 23.33% think it is necessary, only a small percentage of staff members think it is not necessary, accounting for 10.00%. In terms of implementation level, it is only at an average level, accounting for 50.00%, good for 40.00%, and not good for 10.00%. Because dedication must go hand in hand with a compensation policy, their rights must be guaranteed, the dedication of each person will decrease when there is no compensation commensurate with the effort they put in. Therefore, to create good motivation for teachers to work well, the school needs to have both material and spiritual policies for them.
- Helping teachers realize the value and importance of achieving innovation goals and the means to achieve those goals is a very necessary task accounting for 70.00%, it helps teachers orient their work clearly and what the destination is. However, in reality, in the past time, this work has only been implemented at an average level (accounting for 80.00%). In fact, in the past time, the school has only had a few training sessions, summarizing experiences at the beginning of the school year and at the end of the year, but there have not been regular training sessions for teachers to have a correct and complete awareness of this work.
- Persuading teachers to harmonize their own interests with the interests of the group and organization is very necessary (accounting for 73.33%), but in reality, when implementing this content, it is only implemented at an average level (accounting for 73.33%), not good (accounting for 6.67%).
In summary: Through the results of the investigation into the current status of awareness of managers about the work of building cultural and artistic culture above, we can summarize the assessment as follows:
In terms of awareness, the school has highly appreciated the work that needs to be done to build a culture and art. However, when starting to implement, the effectiveness is not high, only achieving an average level, sometimes not good. That shows that the school leaders have not had strong instructions, have not implemented thoroughly, have not had synchronous measures leading to low construction efficiency and have not achieved the desired results. This also shows that the school's Board of Directors, headed by the Principal, needs to have clearer directions, have more strong instructions, and have more synchronous management measures so that the work of building a culture and art can achieve the best results.
2.2.4. Teachers' awareness of relationships between school members in the work of building school culture.
Culture and arts have a great influence, directly affecting the relationship between members in the school. To find out the current state of teachers' awareness of

"Please tell me what the relationship is like between teachers, between leaders and staff, between teachers and students ". The results are shown in table 2.8.

The summary table of results above shows:
- Solidarity, close attachment, and encouragement for teachers and students to teach well and study well are the relationships that most teachers care about the most (accounting for 65.35%). Because in school, solidarity and close attachment between teachers and students will be the source of motivation to help teachers teach well and students study well, creating a friendly, open relationship and frank exchange between teachers and students.
- 16.54% of teachers perceive: Managers know how to respect the collective, for the collective, to promote democracy in school activities. This is also a good cultural value that creates a system of standards in school culture. If managers know how to respect the collective, for the collective, they will receive
With the support of school members, members will promote democratic spirit and enthusiasm in school activities.
- 11.81% of teachers said: It is a managerial relationship, lacking in democracy and openness. When asked, these teachers replied: The school manages teachers according to administrative hours (8 hours/day). For teachers who have worked for less than 10 years, even if they do not have time, they must be present at the department to do scientific research and study documents. This will create an uncomfortable feeling and ineffective work. Because with the current equipment and facilities, it is not enough to meet the number of teachers with each person having an independent desk, leading to scattered research knowledge, lack of concentration, and low efficiency.
- A small percentage of teachers think that: It is the authoritarian relationship between managers and subordinates, between teachers and students (accounting for 3.94%); 2.36% of teachers think that it is jealousy and envy among colleagues, causing internal disunity.
- Thus, through the results analyzed in Table 2.8, we see: The majority of teachers are aware that there must be solidarity and cohesion in the school, managers know how to respect the collective, for the collective, for everyone, for everyone. However, there is a small percentage of teachers who see that it is a managerial relationship, autocratic, lacking democratic spirit, and lacking internal solidarity. That responsibility belongs to the management staff, that is the unfairness in the division of tasks between teachers and the benefits they enjoy. Therefore, school leaders need to change their working style and recognize the essence of the problem when assigning tasks appropriately to avoid jealousy and internal disunity in the school.
* Regarding the assessment of the level of relationships between members in the school , the main subjects of which are teachers and students. We asked 127 teachers the question: " Please assess the level of relationships between members in the school" , the results are shown in table 2.9.

Through the summary table of results above, we see:
- The relationship between members in the school is assessed by the majority of teachers as good, the rate of assessment that the relationship is not good or unclear is very low.
- Regarding the psychological and moral atmosphere in the school community: 88.19% of teachers rated it as good, however, 10.24% of teachers rated the relationship as normal; 1.57% said it was not good.
The psychological and moral atmosphere has a great impact on the quality of teaching and learning, on the moral qualities of students. It is impossible to talk about the quality of teaching and effective education when the discipline in the school is loose, lacking in order and consensus from the school board to teachers and students, in which the role of the school board is especially important. In reality, schools with a good atmosphere, good teaching and learning habits, discipline, pedagogical standards are maintained, and the spirit of democracy is promoted, all have a strong board of directors (united, good management...) that is "convinced" by teachers and students of the school.
- Regarding the relationship between teachers (including the relationship with the school's Board of Directors): 74.80% of teachers rated this relationship as good, 21.26% rated it as normal; the number of teachers who rated this relationship as not good (accounting for 3.14%). The number of teachers who were unclear about this relationship accounted for 0.80%. Therefore, the school needs to pay special attention to this relationship.
Because this is a relationship of trust and cooperation, helping each other in expertise, sharing, sympathizing with each other's private circumstances, respecting each other's personalities. Discussing democratically, creating a high consensus in the group to solve problems in teaching and educating students in the most effective way. A united group of teachers always has the "nucleus" of the Board of Directors, in which the Principal plays a decisive role. Educational practice also shows that in schools where the teaching staff is disunited, the Board of Directors lacks exemplary role, and has low prestige among teachers, it is inevitable that order and discipline will be disrupted, and the quality of teaching and educating students will be poor.
- Regarding the relationship between teachers and students: 66.93% of teachers rated it as good, 29.13% rated it as normal; 2.36% rated it as not good; 1.58% of teachers did not know about this relationship. The relationship between teachers and students in the teaching and learning process is most clearly shown in the behavioral culture between teachers and students, which can have a positive (or negative) impact on the teaching and learning process. Sadly, in the current school reality, the phenomenon of teachers treating students unfairly is becoming more and more complicated. The causes of this phenomenon include both objective and subjective causes, but it is clear that the image of a teacher who lacks exemplary behavior and love for students leaves an indelible mark in the minds of students.
It is a fact that many students today are impolite to teachers, have offensive attitudes and behaviors towards teachers... All of the above shows that the relationship between teachers and students today needs to be concerned from many sides with many different forms and measures of influence so that the teacher-student relationship is truly good with the tradition of "respecting teachers" - a beautiful cultural trait of our Vietnamese people.
- 71.65% of teachers rated the relationship between students as good, 18.11% rated it as average; 5.51% of teachers said that this relationship was not good; 4.73% of teachers were unclear about this relationship.
This is a relationship of solidarity, cooperation, helping each other in studying, building pure friendships, respecting each other... is a valuable beauty of "school culture". But why is there a bad phenomenon in this relationship? It is regrettable that currently in the relationship between students with each other, there are many manifestations of lack of culture: swearing, cursing, disunity, even fighting in school... Obviously, the moral education for students in schools today needs to be paid more attention by educators. In fact, school members often focus on teaching activities to cope with exams... but somewhat neglect the activities of educating and improving the moral qualities of students.
- Thus, building a healthy cultural and artistic environment towards sustainable development is essentially building a psychological and ethical atmosphere, building order, discipline and democracy in all school activities, building good relationships between teachers and students, between students and students, between teachers and teachers (including educational managers) according to the common standards of society and the specific regulations of the education sector. On the other hand, it is necessary to condemn and eliminate uncultural manifestations in schools so that the "school cultural" environment is always clean. That is also the goal of the campaign "say no to negativity in exams and the disease of achievement in education".
2.2.5. Awareness of administrators and teachers about the content of building school culture.
In recent years, our country's education has faced many pressing issues. Society is extremely worried about the decline in the quality of education, followed by the long-term negative aspects of studying and taking exams... It seems that the whole society is focused on curing the disease of achievement and the negative aspects of education in the hope of having an education with true quality, but few people care about how to build a culture and art - a fundamental factor for education to develop healthily and in the right direction.
