Upgrading the road network is the first step in promoting foreign investment. These routes have been and are being gradually upgraded, especially key routes to facilitate the socio-economic development of the province. The development orientation is to complete the entire beltway 1 on the basis of the national highway system 4 (4C, 4D, 4E), national highway 34; build some additional sections to continuously connect the routes; complete beltway 2 along the current national highway 279.
The province has completed the border corridor route according to the border road project being implemented by the Ministry of National Defense, building two new sections on the belt road system 1, including the section connecting Bao Lac (Cao Bang) to Meo Vac (Ha Giang) and the section from Ha Giang to Lai Chau. In addition, the province has also upgraded and renovated National Highway 2 by upgrading and extending Provincial Road 176 from Tuyen Quang Province to Bac Me to connect between Belt Road 2 and Belt Road 1, upgrading Provincial Road 176 from Bac Me District, connecting highland residential areas through Yen Minh, Meo Vac and then merging with the border corridor; upgrading Provincial Road 178 connecting the belt road. Increasing the number of roads to the border and upgrading the technical level associated with the planning of new rural construction, planning of the arrangement of residential areas, the system of border gates, border crossing areas (openings), border markets, and border stations. Ensure smooth traffic during the rainy season and calculate the connection between the border patrol road and the border corridor; build a network of foreign bus stations at the regional, provincial and district levels. Prioritize the completion of planning and investment in building the traffic system in urban areas, creating conditions for urban areas to develop rapidly, promoting the role of the core and locomotive in the socio-economic development of the region. Establish a project to build a new domestic airport in Tan Quang commune, Bac Quang district.
Along with upgrading the road system is upgrading the power supply network. The orientation is to complete and put into use 44 hydroelectric plants by 2020, maintain stable operation of 70 hydroelectric plants (26 plants before 2010 and 44 plants completed after 2010). Industrial zones have their own transformer stations. Enterprises use electricity according to their needs. Electricity prices are regulated by the State. The water supply and drainage network, wastewater and waste treatment are consolidated and upgraded. Regarding the abundant water supply, the groundwater potential of Ha Giang province is calculated by reserves.
The static water volume is 4285x10 6 m 3 /day, the dynamic volume is 1,113,088 m 3 /day. The surface water source of Ha Giang is relatively large with a total annual flow of 5x10 8 m 3 . The total rainfall falling on the entire province in a year is very large, approximately: 2478mm x 7884 km 2 = 20 x10 9 m 3 . Therefore, to drain water quickly, avoid local flooding, and ensure environmental sanitation, Ha Giang has a network of construction sewers scattered according to the natural terrain, evenly distributed over the entire urban construction area, in the city there are about 100 - 140 m of sewers / ha of construction; in towns there are about 80 - 100 m of sewers / ha of construction. Domestic wastewater in the city and towns must be treated before being discharged into the source. Domestic wastewater in commune centers and rural residential areas is treated by biological self-cleaning method in ponds. Wastewater from industrial clusters (scattered) and factories is treated separately in the industrial zones and clusters before being discharged into receiving sources. In addition, the postal service network has been widely developed throughout the province, meeting postal services.
2.2.2.9. Environmental control and protection policy
The management board of industrial parks, export processing zones, and high-tech zones shall coordinate with the state management agency on environmental protection in the area to organize inspections of environmental protection activities; report on environmental protection activities in industrial parks, export processing zones, and high-tech zones according to the provisions of law. The management board of industrial parks, export processing zones, and high-tech zones must have a specialized department on environmental protection. Investors in the construction and business of infrastructure in industrial parks, export processing zones, and high-tech zones must ensure the following requirements: Planning of functional areas and types of activities must be consistent with environmental protection activities; Investing in a centralized wastewater collection and treatment system that meets environmental technical standards and has an automatic, continuous wastewater monitoring system; having wastewater flow measurement equipment; Arranging appropriate specialized departments to perform environmental protection tasks. The People's Committee at district level is responsible for: Inspecting and examining the development and implementation of environmental protection plans in industrial clusters, concentrated business and service zones; Reporting to competent state agencies on environmental protection work in industrial clusters, concentrated business and service zones.
Chapter 2 Summary
Ha Giang's policy on attracting investment is very specific as mentioned above. The issuance of mechanisms, preferential investment policies and support measures on infrastructure and the active implementation of administrative procedure reform, investment attraction, and increased direct exchanges and dialogues with enterprises have shown to be quite positive and proactive. Thanks to that, in addition to state investment capital, the province has attracted a large amount of capital from foreign investment enterprises.
Objectively speaking, FDI activities are a relatively new field for Ha Giang, so in recent times, the organization and management of the state in attracting and using FDI capital has had many limitations. In the context of fierce competition in attracting FDI capital and the complexity of diversifying foreign investment forms, the role of foreign investment management has been constantly enhanced to create a favorable environment for attracting this capital source for socio-economic development of the country as well as Ha Giang, while limiting the risks caused by foreign direct investment activities. To effectively promote the mechanisms and policies that have been issued, Ha Giang still has a lot of work to do, especially in the implementation stage.
Chapter 3
RESULTS OF FOREIGN DIRECT CAPITAL ATTRACTION AND ITS IMPACT ON HA GIANG PROVINCE (1996 - 2016)
3.1. Results achieved in attracting FDI to Ha Giang province
3.1.1. Investment capital
In recent times, along with the whole country, Ha Giang province has faced many difficulties such as complicated weather conditions, having to concentrate large capital sources to resolve outstanding construction debts of previous years, especially due to the negative impact of the financial crisis and global economic recession. However, with the attention and support of the Government and ministries, branches and the initiative and creativity of the Provincial Party Committee, Party committees at all levels, authorities and people of all ethnic groups in the province have united and made efforts to overcome difficulties, so Ha Giang has achieved positive results in socio-economic development. Since 2001, Ha Giang province has had foreign investors. From that time to 2016, the province has granted investment certificates to 21 foreign-invested projects. The total registered investment capital according to the Investment Certificate is 45.6 million USD (Table 3.1).

b. Tourist capacity
The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.

e. Location and accessibility
Both island communes have ports to take tourists to visit from Van Don wharf:
- Quan Lan – Van Don traffic route:
Phuc Thinh – Viet Anh high-speed boat and Quang Minh high-speed boat, depart at 8am and 2pm from Van Don to Quan Lan, and at 7am and 1pm from Quan Lan to Van Don. There are also wooden boats departing at 7am and 1pm.
- Van Don - Minh Chau traffic route:
Chung Huong high-speed train, Minh Chau train, morning 7:30 and afternoon 13:30 from Van Don to Minh Chau, morning 6:30 and afternoon 13:00 from Minh Chau to Van Don.
f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island
a. Assessment of the potential for natural tourism development
For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is assessed as good (3 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 3 x 2 = 6 points.

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

However, through chart 2.2, it can be seen that BIDV Tien Giang's profit is still increasing continuously, and its operating efficiency is currently leaking. This is a contribution of non-credit services, and this service segment will be increasingly focused on growth by BIDV Tien Giang to ensure the highest profit safety because credit activities have many potential risks. At the same time, focusing on developing non-credit services is consistent with one of the contents of restructuring the financial activities of credit institutions in the project "Restructuring the system of credit institutions in the period 2011-2015" approved by the Prime Minister in Decision No. 254/QD-TTg dated March 1, 2012 [14]: "Gradually shifting the business model of commercial banks towards reducing dependence on credit activities and increasing income from non-credit services".
2.2. Current status of non-credit service development at BIDV Tien Giang.
2.2.1. BIDV Tien Giang has deployed the development of non-credit services in recent times.
Along with the development of the Head Office, BIDV Tien Giang's products and services are constantly improved and deployed in a diverse manner to ensure provision for many different customer groups in the area: individual customers, corporate customers, and financial institutions. 2.2.1.1. Payment services:
In accordance with the Prime Minister's Project to promote non-cash payments in Vietnam [15], banks in Tien Giang province have continuously developed payment services to reduce customers' cash usage habits through card services and electronic banking services such as: salary payment through accounts, focusing on developing card acceptance points, developing multi-purpose cards, paying social insurance by transfer, paying bills through banks, etc.

Along with the technological development of the entire system, BIDV Tien Giang has a payment system with a fairly stable transaction processing speed, bringing many conveniences to customers. The results of observing chart 2.3 show that the income from payment services that the Branch has achieved has grown over the years but the speed is not high and the products are not outstanding compared to other banks. Domestic payment products such as: Online bill payment, electricity bills, water bills, insurance premiums, cable TV bills, telecommunications fees, airline tickets, etc. bring many conveniences to customers. Regarding international payment, this is an indispensable activity for foreign economic activities, BIDV Tien Giang is providing international payment methods for small enterprises producing agriculture, aquatic food and seafood that have credit relationships with banks in industrial parks in Tien Giang province such as: money transfer, collection, L/C payment.
2.2.1.2. Treasury services:
BIDV Tien Giang always focuses on ensuring treasury safety and currency security, always complies with legal regulations, and minimizes risks in operations such as: counting and collecting money from customers, receiving and delivering internal transactions, collecting from the State Bank (SBV) or other credit institutions, receiving ATM funds, bundling money, etc. BIDV Tien Giang's treasury service management department is always fully equipped with modern machinery and equipment such as: money transport vehicles, fire prevention tools, money counters, money detectors, magnifying glasses, etc. to ensure absolute safety in treasury operations, immediately identifying real and fake money and other risks that may affect people and assets of the bank and customers. In addition, implementing regulation 2480/QC dated October 28, 2008 between the State Bank of Tien Giang province and the Provincial Police on coordination in the fight against counterfeit money, in the 3-year review of implementation, BIDV Tien Giang discovered, seized and submitted to the State Bank of Tien Giang province 475 banknotes of various denominations and was commended by the Provincial Police and the State Bank of Tien Giang province [17].

However, as shown in Figure 2.4, income from treasury operations is not high and fluctuates. Specifically, in the period 2011-2013, net income increased and increased most sharply in 2013, then in the period 2013-2015, there was a downward trend. This fluctuation is due to the fact that fees collected from treasury services are often very low and can even be waived to attract customers to use other services.

Through chart 2.5, we can see that BIDV Tien Giang's income from guarantee services and trade finance has grown over the years. The reason is: Among BIDV Tien Giang's corporate customers, the construction industry is the industry with the highest proportion of customers after the trading industry, this is a group of customers with potential to develop guarantee services. The second group of customers is corporate customers in the fields of agricultural production, livestock and seafood processing with high import and export turnover in the area.

2.2.1.4. Card and POS services:
As a service that BIDV Tien Giang has recently developed strongly, it can be said that this is a very potential market and has the ability to develop even more strongly in the future. Card services with outstanding advantages such as fast payment time, wide payment range, quite safe, effective and suitable for the integration trend and the Project to promote non-cash payments in Vietnam. Cards have become a modern and popular payment tool. BIDV Tien Giang early identified that developing card services is to expand the market to people in society, create capital mobilized from card-opened accounts, contribute to diversifying banking activities, enhance the image of the bank, bring the BIDV Tien Giang brand to people as quickly and easily as possible. BIDV Tien Giang is currently providing card types such as: credit cards (BIDV MasterCard Platinum, BIDV Visa Gold Precious, BIDV Visa Manchester United, BIDV Visa Classic), international debit cards (BIDV Ready Card, BIDV Manu Debit Card), domestic debit cards (BIDV Harmony Card, BIDV eTrans Card, BIDV Moving Card, BIDV-Lingo Co-branded Card, BIDV-Co.opmart Co-branded Card). These cards can be paid via POS/EDC or on the ATM system. In addition, with debit cards, customers can not only withdraw money via ATMs but also perform utilities such as mobile top-up, online payment, money transfer,... through electronic banking services.
In order to attract customers with card services, BIDV Tien Giang has continuously increased the installation of ATMs. As of December 31, 2015, BIDV Tien Giang has 23 ATMs combined with 7 ATMs in the same system of BIDV My Tho, so the number of ATMs is quite large, especially in the center of My Tho City, but is not yet fully present in the districts. Basic services on ATMs such as withdrawing money, checking balances, printing short statements,... BIDV ATMs accept cards from banks in the system.
Banknetvn and Smartlink, cards branded by international card organizations Union Pay (CUP), VISA, MasterCard and cards of banks in the Asian Payment Network. From here, cardholders can make bill payments for themselves or others at ATMs, by simply entering the subscriber number or customer code, booking code that service providers notify and make bill payments.

Through chart 2.6, it can be seen that BIDV Tien Giang's card service income is constantly growing because the Branch focuses on developing businesses operating in industrial parks, which are the source of customers for salary payment products, ATMs, BSMS. Specifically, there are companies such as Freeview, Quang Viet, Dai Thanh, which are businesses with a large number of card openings at the Branch, contributing to the increase in card service fees [25].

Through table 2.6, the author finds that the number of ATMs of BIDV Tien Giang is not much, ranking fourth after Agribank Tien Giang, Dong A Tien Giang, Sacombank Tien Giang. The number of POS machines of BIDV Tien Giang is very small, only higher than Dong A Tien Giang and BIDV My Tho in the initial stages of merging the BIDV system. Besides, BIDV Tien Giang has a high number of cards increasing over the years (table 2.7) but the cumulative number of cards issued up to December 31, 2015 is still relatively low compared to Agribank, Vietcombank, Dong A (table 2.6).

Chapter III Conclusion
Through the issues presented in Chapter II, we can come to some conclusions:
Based on the strengths of available tourism resources, the types of tourism in Tien Lang that need to be promoted in the coming time are sightseeing and resort tourism, discovery tourism, weekend tourism. To improve the quality and diversify tourism products, Tien Lang district needs to combine with local cultural tourism resources, at the same time combine with surrounding areas, build rich tourism products. The strengths of Tien Lang tourism are eco-tourism and cultural tourism, so developing Tien Lang tourism must always go hand in hand with restoring and preserving types of cultural tourism resources. Some necessary measures to support and improve the efficiency of exploiting tourism resources in Tien Lang are: strengthening the construction of technical facilities and labor force serving tourism, actively promoting and advertising tourism, and expanding forms of capital mobilization for tourism development.

1. Based on the results achieved within the framework of the thesis's needs, some basic conclusions can be drawn as follows:
Tien Lang is a locality with great potential for tourism development. The relatively abundant cultural tourism resources and ecological tourism resources have great appeal to tourists. Based on this potential, Tien Lang can build a unique tourism industry that is competitive enough with other localities within Hai Phong city and neighboring areas.
In recent years, the exploitation of the advantages of resources to develop tourism and build tourist routes in Tien Lang has not been commensurate with the available potential. In terms of quantity, many resource objects have not been brought into the purpose of tourism development. In terms of time, the regular service time has not been extended to attract more visitors. Infrastructure and technical facilities are still weak. The labor force is still thin and weak in terms of expertise. Tourism programs and routes have not been organized properly, the exploitation content is still monotonous, so it has not attracted many visitors. Although resources have not been mobilized much for tourism development, they are facing the risk of destruction and degradation.
2. Based on the results of investigation, analysis, synthesis, evaluation and selective absorption of research results of related topics, the thesis has proposed a number of necessary solutions to improve the efficiency of exploiting tourism resources in Tien Lang such as: promoting the restoration and conservation of tourism resources, focusing on investment and key exploitation of ecotourism resources, strengthening the construction of infrastructure and tourism workforce. Expanding forms of capital mobilization. In addition, the thesis has built a number of tourist routes of Hai Phong in which Tien Lang tourism resources play an important role.
Exploiting Tien Lang tourism resources for tourism development is currently facing many difficulties. The above measures, if applied synchronously, will likely bring new prospects for the local tourism industry, contributing to making Tien Lang tourism an important economic sector in the district's economic structure.

Looking at the table above, we can see that the investment attraction speed of Ha Giang province has gradually increased over the periods. In the 3 years 2003 - 2005 alone, there were 5 licensed projects with a total registered capital of more than 6.9 million USD, but the registered capital of each year fluctuated unevenly (in 2004 it was 150% higher than in 2003, but in 2005 it was
(no projects were attracted), investment projects are mainly small and medium-sized projects.
In the period 2006 - 2010, FDI capital inflows into Ha Giang began to show signs of slow recovery. Although the number of investment projects increased and decreased unevenly between years, in general, the total number of investment projects was 7, 1.4 times higher than in the period 2003 - 2005. The total newly registered capital was 17.9 million USD, 2.6 times higher than in the period 2003 - 2005. In 2006, there were no registered projects, but in 2007, the newly registered capital reached 14 million USD (4 projects) and this capital source increased and decreased unsteadily over the years. This shows that the province's conditions and attraction policies during this period have not really attracted investors.

In the period of 2011 - 2016, newly registered capital reached 20.8 million USD, exceeding 16% compared to the period of 2006 - 2010. In general, in the 6 years of 2011 - 2016, newly registered foreign investment capital increased and decreased unevenly over the years, but in general, if compared by period, it increased, the later period was higher than the previous period, but most of the projects were medium and small scale. According to the Department of Planning and Investment, in the period of 2011 - 2016, Ha Giang attracted 20.8 million USD of registered FDI capital, with the realized capital reaching 16.46 million USD, equal to 79.1% of the registered capital . In the context of the global financial and economic crisis that has not yet recovered, the disbursement results of the above FDI capital are a great success for Ha Giang.
3.1.2. Investment field
In the period 1996 - 2016, the industry structure of foreign-invested projects registered for investment in the province mainly focused on 4 areas: industry, tourism hotels, mineral exploitation and other service activities.

Industry and construction sector : In the period of 1996 - 2016, the province attracted 21 projects, including 4 projects in the construction industry sector with a total registered capital of 6 million USD, accounting for 19.05% of the number of projects and 13.16% of the registered investment capital. Among the projects attracting foreign investment in the province, there is a project to exploit and process lead and zinc minerals by Chung Thao Company, Yunnan Province (China), in cooperation with Ha Giang Mineral Mechanical Joint Stock Company (Vietnam), with an investment capital of 1 million USD (equivalent to 15.7 billion VND) that has come into operation and brought about efficiency that is assessed as promising.

Other key projects of the province such as Binh Vang Industrial Park and industrial clusters have been decided to be established (Nam Quang, Thuan Hoa, Minh Son 1, Tung Ba, Minh Son 2). Up to now, Binh Vang Industrial Park is the only industrial park in Ha Giang that has come into operation. Binh Vang Industrial Park was established in 2006 according to Decision No. 1107/QD-TTg dated August 21, 2006 of the Prime Minister on approving the planning for the development of industrial parks in Vietnam until 2015 and orientation to 2020. In the province, there are 43 hydropower plant projects approved for investment by the Provincial People's Committee, of which 19 projects were granted Investment Certificates with the participation of foreign investors such as the project to build a solid waste treatment and landfill area in Ha Giang city, Thai An hydropower plant, Thanh Thuy 2, Song Chung, Bat Dai Son, Nam Ly 1 with a total capacity of power plants reaching 123 MW.
However, there are still some construction items of poor quality, unsafety and not ensuring aesthetics; the initial investment volume of the project is spread out, so the annual capital allocation is lower than the total estimate, leading to slow construction progress, and the capital allocation for settlement of projects is not timely... This shows that the industrial and construction sector is not the province's strength, so it has not attracted many projects from foreign investors.
Hotel and tourism sector: In the period of 1996 - 2016, the province attracted 6 projects in the tourism sector with a total registered capital of 9.1 million USD, accounting for 28.57% of the number of projects and 19.96% of the total registered capital. Although in the period of 2003 - 2005 there were no registered projects in the hotel and tourism sector, in the period of 2006 - 2010 the province attracted 2 investment projects in this sector and in the period of 2011 - 2016 the number of registered projects was 4, an increase of 200% compared to the previous period [39; p.2]. Some notable projects that have been invested with FDI capital include: Quan Ba Heaven's Gate rest stop; Ma Pi Leng - Meo Vac rest stop; Deo Gio - Xin Man rest stop. Some private enterprises have also boldly invested and put the projects into use.

This shows that the structure of foreign investment capital in Ha Giang has shifted positively to the hotel and tourism sector. This is a shift in the right direction according to the strengths and attraction policies of the locality. When the province has tourist areas and relic sites with unique and specific features. Notably, the Thanh Thuy trade - service business project is a joint venture with ENR WASTETECHNOLOGYSDN. BHD Company of Malaysia, with a registered capital of 10 million USD. Up to now, this enterprise is urgently completing project procedures to start construction of a 4-star hotel, 80 rooms according to international standards and Thanh Thuy commercial center.
Mineral exploitation: Mineral exploitation is considered the province's strength. In the period of 1996 - 2016, the province attracted 8 projects in this field with a total registered capital of 18.7 million USD, accounting for 38.1% of the total number of projects and 41.01% of the registered capital. Investment projects in this field are quite suitable for the current situation of the province. Ha Giang is considered a province with great potential for minerals with nearly 28 different types. The province has a mineral planning until 2020 with 88 approved mines and mining points. However, the current exploitation status of the province is only in the early stages, there are not many large-scale exploitation technologies with advanced technology. This is a feature for the province to have a policy to attract new projects to exploit more effectively the resources considered the potential and strength of the province.
Other service activities: During the 20-year period, the province has attracted a total of 3 projects in the other service sector with a total registered capital of 11.8 million USD, accounting for 14.29% of the number of projects and 25.88% of the total registered capital. Although the number of investment projects in this sector is still modest, the total registered capital for this sector is quite high, ranking second only to the mineral exploitation sector. At the same time, the structure of foreign direct investment capital in Ha Giang is shifting positively to the service sector. This is the newest and most obvious feature of the FDI attraction situation in Ha Giang in recent years, when in the period from 1996 - 2010 there were still no registered projects in this sector, but in the period from 2011 - 2016 there were 3 projects registered for implementation. This shows that the province's socio-economy has also developed significantly, leading to the development of other services.

However, through chart 2.2, it can be seen that BIDV Tien Giangs profit is still increasing continuously, and its operating efficiency is currently leaking. This is a contribution of non-credit services, and this service segment will be increasingly focused on growth by BIDV Tien Giang to ensure the highest profit safety because credit activities have many potential risks. At the same time, focusing on developing non-credit services is consistent with one of the contents of restructuring the financial activities of credit institutions in the project Restructuring the system of credit institutions in the period 2011-2015 approved by the Prime Minister in Decision No. 254/QD-TTg dated March 1, 2012 [14]: Gradually shifting the business model of commercial banks towards reducing dependence on credit activities and increasing income from non-credit services.
2.2. Current status of non-credit service development at BIDV Tien Giang.
2.2.1. BIDV Tien Giang has deployed the development of non-credit services in recent times.
Along with the development of the Head Office, BIDV Tien Giangs products and services are constantly improved and deployed in a diverse manner to ensure provision for many different customer groups in the area: individual customers, corporate customers, and financial institutions. Typical services are as follows: Payment services, treasury services, guarantee services, card services, trade finance, other services: Western Union, insurance commissions, consulting services, foreign exchange derivatives trading, e-banking services,...
2.2.1.1. Payment services:
In accordance with the Prime Ministers Project to promote non-cash payments in Vietnam [15], banks in Tien Giang province have continuously developed payment services to reduce customers cash usage habits through card services and electronic banking services such as: salary payment through accounts, focusing on developing card acceptance points, developing multi-purpose cards, paying social insurance by transfer, paying bills through banks, etc.

Along with the technological development of the entire system, BIDV Tien Giang has a payment system with a fairly stable transaction processing speed, bringing many conveniences to customers. The results of observing chart 2.3 show that the income from payment services that the Branch has achieved has grown over the years but the speed is not high and the products are not outstanding compared to other banks. Domestic payment products such as: Online bill payment, electricity bills, water bills, insurance premiums, cable TV bills, telecommunications fees, airline tickets, etc. bring many conveniences to customers. Regarding international payment, this is an indispensable activity for foreign economic activities, BIDV Tien Giang is providing international payment methods for small enterprises producing agriculture, aquatic food and seafood that have credit relationships with banks in industrial parks in Tien Giang province such as: money transfer, collection, L/C payment.
2.2.1.2. Treasury services:
BIDV Tien Giang always focuses on ensuring treasury safety and currency security, always complies with legal regulations, and minimizes risks in operations such as: counting and collecting money from customers, receiving and delivering internal transactions, collecting from the State Bank (SBV) or other credit institutions, receiving ATM funds, bundling money, etc. BIDV Tien Giangs treasury service management department is always fully equipped with modern machinery and equipment such as: money transport vehicles, fire prevention tools, money counters, money detectors, magnifying glasses, etc. to ensure absolute safety in treasury operations, immediately identifying real and fake money and other risks that may affect people and assets of the bank and customers. In addition, implementing regulation 2480/QC dated October 28, 2008 between the State Bank of Tien Giang province and the Provincial Police on coordination in the fight against counterfeit money, in the 3-year review of implementation, BIDV Tien Giang discovered, seized and submitted to the State Bank of Tien Giang province 475 banknotes of various denominations and was commended by the Provincial Police and the State Bank of Tien Giang province [17].

However, as shown in Figure 2.4, income from treasury operations is not high and fluctuates. Specifically, in the period 2011-2013, net income increased and increased most sharply in 2013, then in the period 2013-2015, there was a downward trend. This fluctuation is due to the fact that fees collected from treasury services are often very low and can even be waived to attract customers to use other services.
2.2.1.3. Guarantee and trade finance services:
BIDV Tien Giang, thanks to the advantages of the province and the favorable location of the Branch, has continuously focused on developing income from guarantee services and trade finance.

Through chart 2.5, we can see that BIDV Tien Giangs income from guarantee services and trade finance has grown over the years. The reason is: Among BIDV Tien Giangs corporate customers, the construction industry is the industry with the highest proportion of customers after the trading industry, this is a group of customers with potential to develop guarantee services. The second group of customers is corporate customers in the fields of agricultural production, livestock and seafood processing with high import and export turnover in the area.

2.2.1.4. Card and POS services:
As a service that BIDV Tien Giang has recently developed strongly, it can be said that this is a very potential market and has the ability to develop even more strongly in the future. Card services with outstanding advantages such as fast payment time, wide payment range, quite safe, effective and suitable for the integration trend and the Project to promote non-cash payments in Vietnam. Cards have become a modern and popular payment tool. BIDV Tien Giang early identified that developing card services is to expand the market to people in society, create capital mobilized from card-opened accounts, contribute to diversifying banking activities, enhance the image of the bank, bring the BIDV Tien Giang brand to people as quickly and easily as possible. BIDV Tien Giang is currently providing card types such as: credit cards (BIDV MasterCard Platinum, BIDV Visa Gold Precious, BIDV Visa Manchester United, BIDV Visa Classic), international debit cards (BIDV Ready Card, BIDV Manu Debit Card), domestic debit cards (BIDV Harmony Card, BIDV eTrans Card, BIDV Moving Card, BIDV-Lingo Co-branded Card, BIDV-Co.opmart Co-branded Card). These cards can be paid via POS/EDC or on the ATM system. In addition, with debit cards, customers can not only withdraw money via ATMs but also perform utilities such as mobile top-up, online payment, money transfer,... through electronic banking services.
In order to attract customers with card services, BIDV Tien Giang has continuously increased the installation of ATMs. As of December 31, 2015, BIDV Tien Giang has 23 ATMs combined with 7 ATMs in the same system of BIDV My Tho, so the number of ATMs is quite large, especially in the center of My Tho City, but is not yet fully present in the districts. Basic services on ATMs such as withdrawing money, checking balances, printing short statements,... BIDV ATMs accept cards from banks in the system.
Banknetvn and Smartlink, cards branded by international card organizations Union Pay (CUP), VISA, MasterCard and cards of banks in the Asian Payment Network. From here, cardholders can make bill payments for themselves or others at ATMs, by simply entering the subscriber number or customer code, booking code that service providers notify and make bill payments.

Through chart 2.6, it can be seen that BIDV Tien Giangs card service income is constantly growing because the Branch focuses on developing businesses operating in industrial parks, which are the source of customers for salary payment products, ATMs, BSMS. Specifically, there are companies such as Freeview, Quang Viet, Dai Thanh, which are businesses with a large number of card openings at the Branch, contributing to the increase in card service fees [25].

Through table 2.6, the author finds that the number of ATMs of BIDV Tien Giang is not much, ranking fourth after Agribank Tien Giang, Dong A Tien Giang, Sacombank Tien Giang. The number of POS machines of BIDV Tien Giang is very small, only higher than Dong A Tien Giang and BIDV My Tho in the initial stages of merging the BIDV system. Besides, BIDV Tien Giang has a high number of cards increasing over the years (table 2.7) but the cumulative number of cards issued up to December 31, 2015 is still relatively low compared to Agribank, Vietcombank, Dong A (table 2.6).
