INTRODUCTION

1. Reasons for choosing thesis topic

Tourism is a comprehensive economic sector, not only bringing direct revenue from service sectors such as hotels, tours, and attractions, but also creating revenue, contributing significantly to promoting the development of other related industries such as transportation, food and beverage, entertainment, trade and some other ancillary services (communications, banking, etc.). In recent years, facing the requirements and challenges of global and regional economic integration, along with the development of other economic sectors, our country's tourism industry has made significant developments in recent years and increasingly affirmed its important position in the national economic structure in general as well as for localities in particular, and especially for localities that consider tourism as a key economic sector such as Da Nang city.

Da Nang is one of the cities with great tourism potential in our country. With geographical advantages, natural conditions such as owning one of the 10 most beautiful beaches in the world, peninsulas, islands, beautiful beaches, ... have created extremely favorable conditions for the development of sea tourism for the city. After more than 40 years of development, Da Nang tourism industry has had strong development steps, becoming one of the important economic sectors contributing to the growth of the city. Tourism development has changed the face, created more jobs, improved the environment and raised the quality of life for the people.

One of the important factors contributing significantly to helping the city achieve such encouraging results is the rationality and effectiveness of the city's marine tourism development policy up to the present time. The city's marine tourism development policy system in recent times has created positive impacts, as well as created a favorable environment to encourage the development of Da Nang marine tourism according to the orientation of the Party and the State in general and of Da Nang city in particular. The development policy of Da Nang city's sea tourism cannot avoid certain limitations. For example, some factors of sea tourism development have not received proper investment and attention, some policy options proposed to develop the city's sea tourism have not really met the requirements and practical demands for solving the problems of Da Nang sea tourism development.

In recent times, with the aim of finding solutions to develop Da Nang sea tourism, many scientists and researchers have carried out scientific research projects and projects on the current status of Da Nang tourism development in general and Da Nang sea tourism in particular, thereby proposing specific solutions to contribute to further developing Da Nang sea tourism. However, the topics and studies related to the development of Da Nang sea tourism in recent times have mostly been exploited and studied by scientists and researchers from the perspective of economics, tourism, and public management, while studies on the development of Da Nang sea tourism from the perspective of public policy are still very limited.

In that context, it is very necessary to clarify the current situation and propose some solutions to improve the marine tourism development policy of Da Nang city, thereby contributing to exploiting the maximum potential, creating and seizing opportunities to develop marine tourism of Da Nang city. This is the reason why the author chose the topic "Policy for marine tourism development in Da Nang city".

2. Research status related to thesis topic

In recent times, many scientists and researchers have conducted scientific research projects and research topics related to the development of marine tourism in general and the development of marine tourism in Da Nang in particular. Specifically:

2.1. Some studies on the development of marine tourism in general

Author Ngo Quang Duy (2008) with the research "Development of Sea and Island Tourism in Van Don, Quang Ninh", Master's thesis in Tourism Studies - University of Social Sciences

The Institute of Social Sciences and Humanities has focused on researching and clarifying the theoretical basis of sea, islands, and island tourism, thereby providing a basis for identifying island tourism resources in Van Don, Quang Ninh. At the same time, through research and analysis of the current status of island tourism activities in Van Don, it has proposed a number of solutions to develop island tourism in Van Don.

Author Nguyen Trinh Ngoc Hien (2009), with the research on "Sustainable development of Nha Trang sea tourism", Master's thesis in Geography - Ho Chi Minh University of Education, focused on the overview of theoretical bases for the development of sea tourism. At the same time, he studied and analyzed the potential and current status of sustainable development of Nha Trang sea tourism. From there, combined with the strategic orientations of socio-economic development of the country and the region, he proposed a number of solutions to develop sustainable tourism in Nha Trang city.

Author Vu Dinh Nguyen (2013) with the research "Sustainable development of Cat Ba sea tourism", Master's thesis in Tourism - University of Social Sciences and Humanities has generalized about sea tourism and sustainable sea tourism development. Surveyed the current status of sea tourism activities in Cat Ba. Analyzed the causes of unsustainability of Cat Ba sea tourism. Proposed appropriate solutions towards sustainable sea tourism development in Cat Ba.

Author Chau Quoc Tuan (2016) with the research "Developing island tourism in Bai Tu Long Bay, Quang Ninh Province", PhD thesis - Vietnam Academy of Agriculture, focused on studying theoretical and practical issues on island tourism development, as a basis for analyzing the current situation and factors affecting the development of island tourism in Bai Tu Long Bay, Quang Ninh Province. From there, propose solutions to develop island tourism in Bai Tu Long Bay, Quang Ninh Province.
