The system of legal documents needs to be improved in parallel with state policies to provide a synchronous whole that is suitable for the development requirements of the economy, avoiding the situation of finishing and then amending. Specifically, at present, it is necessary to complete the legal framework on payment services, encourage banks to expand transaction points, install POS systems, ATMs, etc. to promote modern transactions.

An obvious problem that the domestic legal system has not been able to solve is that the documents are always issued after the technology has been formed. Therefore, legal documents do not play a leading role in guiding the market, but mainly aim to solve the consequences. The requirement is to have a long-term, comprehensive vision to lead the technology, even guide the development of technology.

The limitation in inter-bank payment transactions is the scope and payment period, so the State Bank needs to conduct research on re-establishing the scope and payment period of the system. Improve the capacity of staff and workers as well as modernize the inter-bank payment system, expand operations and payment services.

Implementing safety measures in payment helps enhance reputation and increase customer trust in the bank payment network. Synchronously develop the network in both urban and rural areas.

Supporting commercial banks to bring their proposals and proposals to the State Bank and the authorities is therefore an extremely important form of support.

Recommendations for Banking Association

The Banking Association acts as a bridge between commercial banks and the State Bank, and is a common voice. The Banking Association helps resolve difficulties and problems of commercial banks in the process of accessing and using legal regulations. In addition, the association helps guide implementation as well as support training for commercial banks.


Commercial Banks. The Banking Association also conducts research on the banking industry in general and individual banking activities in particular, from which it proposes solutions and provides strategic advice to commercial banks. Therefore, in order for the association to truly play its role, it is necessary to pay attention to:

- Connecting commercial banks with each other to find common problems that need to be solved in order to promptly and quickly make recommendations from banks in the industry.

- Actively organize training courses and provide guidance for credit institutions to comply with legal documents in order to promote their bridging role.

- Actively research and study problems and propose solutions for commercial banks to solve their difficulties.

- Expand cooperation between Vietnam Banking Association and Banking Associations in many developed countries around the world to learn from experience and create conditions for mutual support.


CONCLUDE

Non-credit services are a business segment that accounts for an increasingly high proportion on the balance sheet as well as on the income statement of commercial banks. In the context of strong competition, research and development of the quality as well as the quantity of non-credit services becomes more important in order to provide appropriate directions for the development of this sector.

With the research on the development of non-credit activities at 9 selected commercial banks, the thesis has achieved the following results:

Firstly: The author has systematized more specifically and completely the most basic theoretical issues about non-credit banking services such as: Concepts, characteristics, evaluation criteria (including both qualitative and quantitative), some typical evaluation models in the world.

Second: Based on the theoretical basis of non-credit service development in joint stock commercial banks, the author analyzed and evaluated the development of non-credit services in the Vietnamese joint stock commercial banking system in general and in the 9 selected banks in particular. The author used a survey method with 2 groups: a general survey of 900 customers using services (including both individual and corporate customers) and an expert survey of 90 managers from the head/deputy head level at 9 banks to give the most accurate assessment of the current status of non-credit service development. The survey samples were all combined with direct interviews and question-and-answer instructions to obtain highly accurate answers. The assessment survey was conducted in the same period of time to avoid deviation in the answers. From assessments based on reports of banks as well as from in-depth surveys, the author has pointed out the achievements, limitations and causes.

Third: From the assessments of the potential for developing non-credit services at banks, the author has proposed a number of general solutions to promote strengths and limit weaknesses for the banking system and specific solutions for each type of non-credit banking services, recommendations for the Government, the State Bank, etc.


However, the Thesis itself still has some limitations such as:

- The survey data cannot cover the entire banking market but stops at 100 samples/1 bank with a total of 9 surveyed banks. The banks participating in the survey are all large banks, so the ability to draw general conclusions for the group of small commercial banks is quite difficult.

- The assessment survey only takes place during a certain period (specifically in 2015)

That opens up a new direction for the author's own subsequent research to have a more comprehensive view of the development of non-bank credit services and to propose highly applicable solutions.
