Step 1:
Investor chooses international management brand:
• Sign a Letter of Intent (LOI) or Memorandum of Understanding (MOU);
• Determine star level and facility scale;
• Sign hotel management agreement (HMA) and technical service agreement (TSA).
Step 2:
The investor is recruiting key operating personnel:
• General Manager (GM): Usually starts 6-8 months before hotel opening;
• Department heads 1-3 months before opening.
• Work permit for foreign experts (Department of Labor, Invalids and Social Affairs). Step 3:
• The investor builds the project according to standards, scale, progress... as committed in Step 1;
• GM and technical representative of the Brand manage and supervise throughout the construction period to ensure the project meets standards.
Step 4:
• The Investor purchases equipment, tools, and instruments for operations (OS&E) according to the pre-opening plan and GM's proposal.
Step 5:
• GM and technical representative of the Brand Management conduct acceptance of qualified items for operation.
Step 6:
The investor requests a license to put the project into operation:
• Certificate of business location registration (Department of Planning and Investment);
• Decision approving EIA (Department of Natural Resources and Environment);
• Fire safety acceptance certificate (Provincial Police);
• Certificate of facility meeting security and order conditions (C06, Ministry of Public Security);
• Certificate of food safety qualified facility (Department of Health);
• Certificate of registration of foreign exchange agent (State Bank, provincial branch)
• Certificate of eligibility for prize-winning game business (Ministry of Finance);
• License to use radio frequencies and equipment (Radio Frequency Department
- Ministry of Information and Communications);
• Alcohol business license (District and provincial economic department);
• Cigarette business license (District and provincial economic department)
Step 7:
• GM and Hotel Management conduct fine cleaning, equipment installation and test operation to ensure hotel operations before grand opening;
• The investor organizes the hotel opening;
• Run communication programs (PR);
• Connect the hotel's room sales system to the global room sales system;
• Connect with domestic and international TAs and OTAs. Step 8:
• The General Department of Tourism (GDT) will evaluate and rate hotels/accommodation establishments according to Vietnamese standards after 6 months from the opening date;
• TCDL issues a Decision to grant stars and attach a sign. Step 9:
• GM and Hotel Management Board carry out Operation and Maintenance of the hotel according to the annual plan approved by the Investor.
