Thoroughly grasping the basic viewpoints of Marxism-Leninism on cadres and ethnic affairs, right from the early days of its establishment, the Communist Party of Vietnam and President Ho Chi Minh had a strategic orientation to build a contingent of ethnic minority cadres, ensuring both quantity and quality. It can be affirmed that the Party's policy of building a contingent of ethnic minority cadres has always been thoroughly grasped and consistently implemented in historical periods. However, in each specific historical period, the Party's policy of building a contingent of ethnic minority cadres has always been supplemented and perfected, meeting the practical requirements of the revolution and the development of the country.

Applying the basic viewpoints of Marxism-Leninism, President Ho Chi Minh and the policies of the Communist Party of Vietnam to the reality of Dak Lak province, the Provincial Party Committee always identifies the building of ethnic minority cadres as an important breakthrough for the socio-economic development of the province. The opportunities and risks of Dak Lak province and the Central Highlands are closely linked to the work of building a contingent of cadres and ethnic minority cadres with sufficient quantity, ensuring quality, and capable of completing revolutionary tasks in the new period, which is both urgent and long-term work.

Deeply aware that building a contingent of ethnic minority cadres is a key task and a top priority in the strategy for developing cadres in the period of promoting industrialization and modernization of the country, the Standing Committee of the Dak Lak Provincial Party Committee has issued many documents to lead and direct the work of building a contingent of ethnic minority cadres. At the same time, it has developed regulations on standards and titles for cadres, including ethnic minority cadres, in order to gradually ensure a reasonable proportion of ethnic cadres in the contingent of leaders and managers in all sectors and levels. The work of building a contingent of ethnic minority cadres in Dak Lak province has received the attention of leadership and direction from Party committees and authorities at all levels, and has been carried out synchronously among sectors and levels in the political system from the province to the grassroots. There are specific programs, plans, and assignments, clearly defining the responsibilities of the collective and the heads of each agency, unit, and level, clearly defining the content of work and implementation time. At the same time, promoting the positivity of ethnic minority cadres themselves in striving and training to improve themselves in all aspects and rise up to meet the requirements of tasks in the new situation, contributing to the construction of Dak Lak province to increasingly develop, worthy of being a socio-economic center of the Central Highlands region.

The results of the leadership and direction of the work of creating sources and using ethnic minority cadres in Dak Lak province are: The ethnic minority cadres of the province have not only developed in quantity and quality but have gradually affirmed their important roles and positions in agencies of the province's political system, as well as made certain contributions to the development achievements of Dak Lak province. However, the ethnic minority cadres have also revealed limitations and shortcomings such as their educational level, professional expertise, and political theory, although improved, are still low compared to the general level of the province. In many places, the proportion of ethnic minority cadres is still too small compared to the proportion of ethnic minorities in the local population.

In the past 10 years (2005-2015), the development of all aspects of Dak Lak province has recorded the maturity and important contributions of the ethnic minority cadres. Thereby, it also affirms the innovations in the leadership work of building the ethnic minority cadres of the Dak Lak Provincial Party Committee, affirms the determination to fulfill the political tasks of the Party committees at all levels, the efforts of each cadre, Party member and people in the whole province.


Evaluate the achievements and limitations in the work of building ethnic minority cadres from 2005 to 2015 in Dak Lak province. At the same time, point out the causes of the achievements and limitations as a basis for summarizing the experiences of the Party Committee in the process of leading the building of ethnic minority cadres; on that basis, find out the important and decisive causes for improving the quality, ensuring a reasonable proportion of ethnic minority cadres participating in state agencies, public service units from the province to the district and commune levels; contribute to the successful implementation of the province's ethnic work strategy. With that meaning, the experiences drawn from the practice of leading the building of ethnic minority cadres in the past time have reference value for the Provincial Party Committee, People's Committee, authorities at all levels, agencies doing organizational and personnel work to apply to the work of building ethnic minority cadres in the new revolutionary period, contributing to creating a breakthrough in building cadres in general, ethnic minority cadres in particular. From there, creating high-quality human resources to build and sustainably develop the Central Highlands and Dak Lak in the period of promoting industrialization, modernization and international integration.

To make the work of building a team of ethnic minority cadres more effective in the coming time, agencies in the political system in Dak Lak province need to pay attention to the following issues:

Firstly, promote research on the work of building ethnic minority cadres at all levels, especially at the commune level. Expand the scope of research in the provinces of the Central Highlands region to find common points in the region. From there, there will be a basis for making recommendations to the Party and the State on specific policies for the development of the Central Highlands region.

Second, Continue to develop and perfect regulations on planning work; regulations on training and fostering cadres; regulations on using cadres. Complete the cadre policy system to suit the present.
