- Standardize vocational skill standards applicable nationwide, creating a basis for training orientation and assessment of national vocational skills, and international integration.

- The policy of creating jobs for technical workers after training, through appropriate industrialization policies in each stage, is the foundation for economic growth and job creation. Special attention is paid to promoting the development of private enterprises to create jobs for technical workers.

- Wage policies to attract highly skilled and talented workers; policies to encourage workers to develop skills need to be flexible through the labor market.


CHAPTER 1 SUMMARY


In Chapter 1, the thesis devoted a large amount of space to describing the theoretical framework of the study. Based on the synthesis of the results of previous studies, the thesis systematized the concepts of quality, quality of CNKT training, assessment, and management of training quality, and at the same time built a theoretical framework for the study of factors affecting the quality of CNKT training.

In particular, through its practical experience, combined with appropriate explanations, the thesis has explained the basic characteristics of the Electricity industry that affect the quality of CNKT training in the industry. This is considered one of the important contributions of the thesis.

Based on the study of training quality assessment models, the thesis has selected a suitable assessment model, along with criteria for assessing the quality of CNKT training at training institutions and enterprises. These criteria are suitable for accurately assessing the training quality at the Group, at training institutions and at enterprises under EVN.

The study of the experiences of some countries that have achieved great achievements in the industrialization and modernization of the country, partly thanks to the development of the vocational training system, strategies, vocational training policies, and training of technical workers in the right direction, has also been thoroughly explained in the thesis. Based on the analysis of similarities and differences, the thesis has provided lessons for Vietnam in the orientation of developing the vocational training system, improving the quality of technical workers training to meet the needs of industrialization and modernization in the coming period.


CHAPTER 2

CURRENT STATUS OF TRAINING QUALITY OF ELECTRICITY INDUSTRY TECHNICAL WORKERS OF VIETNAM ELECTRICITY GROUP


2.1. OVERVIEW OF TECHNICAL WORKER TRAINING OF VIETNAM ELECTRICITY GROUP

2.1.1. Training organization

Along with completing the plans assigned by the Party and the State, Vietnam Electricity Group needs to ensure high revenue growth, profitable production and business, and full payment to the State budget. During the development process, EVN has paid special attention to training and developing human resources.

On October 5, 2001, EVN issued regulations on human resource development training; in which, training includes: new training, upgrading training, retraining, professional development in the following forms: long-term and short-term training; on-the-job training (annual mentoring and training); graduate students; interns; in-service training; seminars, conferences; project-based training; tours, surveys, study and exchange of experiences domestically and internationally.

Regarding the organizational structure, it includes training from the Group to the General Corporations and the lower-level Power Companies; the highest level is the Group level, the General Director directs the training strategy for human resource development of the entire Group; the focal point is the Group's TC&NS Board; below are the General Corporations (1 Transmission General Corporation; 5 Distribution General Corporations) and the school block (1 University, 3 Vocational Colleges).

The training management of EVN schools is under the direct management of the Group and the Ministry of Education and Training; the Ministry of Labor, War Invalids and Social Affairs and the General Department of Vocational Training.

The training management of the corporations is under the direct management from EVN to the corporations; the power companies carry out the training work of the corporations and the focal point is the TC&NS Board of the corporations.

The Group's General Director is responsible for unified management of training activities within the Group, in order to create a reasonable industry structure and necessary professional qualifications, ensuring the goal of developing human resources and using the staff effectively.

Units under the Group are allowed to organize training courses using the unit's budget, in accordance with the annual training plan approved by the Group.

The power companies under the Group are responsible for signing contracts with training schools under the Group to organize concentrated training courses: new training, retraining, and training of staff and employees when there is a need for training. In case the training schools under the Group do not meet the requirements and have a written response, then the member units are allowed to sign training contracts with organizations, agencies or training schools outside the Group.

The Organization & Personnel Department is the focal point to help the General Director organize and manage EVN's training work, direct and guide affiliated units to develop long-term and short-term training plans, propose the selection of officers and employees for training when requested by units, and handle recruitment procedures for domestic and foreign training courses after consulting with the Group's departments and related affiliated units.

As mentioned above, the training and upgrading of technical staff; short-term training, etc. of EVN is currently assigned to schools such as: University of Electricity, Ho Chi Minh City College of Electricity, Central College of Electricity, College of Electrical Vocational Training; in addition, directors of power companies and heads of affiliated units direct the implementation of on-site training, in accordance with the requirements of production and business management of their units.

2.1.2. Procedure for opening training and development classes

2.1.2.1. For classes organized by Vietnam Electricity Group

- Each Board proposes requirements for training content, develops a class outline and submits it to EVN leaders for approval;


- The Organizing & Human Resources Department submits to the General Director for approval the decision to open a class;

- The location for opening the class is chosen by the EVN Boards, it can be a school outside the industry or a school within the industry;

- Cost: usually included in EVN's cost price.

2.1.2.2. For classes organized by EVN enterprises

- Usually follow the process: each department in charge of one or more specialties when a new Decree is issued, or new technology is applied, realizing the need to train staff, employees, they contact the training department of the enterprise, propose training content, time, training subjects and invite teachers to teach. The proposal and management of the class is implemented by the training department of the Organization and Training Department (Department) of the power companies or affiliated power companies.

- For the organization of professional training (annual promotion and maintenance training), companies proactively develop programs, outlines, and textbooks for annual promotion training for employees who are eligible for annual promotion training (BHNB) of the companies. Some units delegate the implementation to their affiliated power companies; some units sign contracts with schools in the Group to send employees for promotion training.

- Class location: At the unit or at schools within or outside the industry;

- Cost: Paid by the unit itself, included in the unit's electricity cost.

* For classes opened at schools:

The training department of each unit places orders with schools to develop training program outlines, invite teachers to teach; Prepare budget estimates for leadership approval; Sign training contracts; Organize training.

Within the framework of the thesis, we only analyze in depth the training and refresher courses based on the unified development of outlines, training programs, and training curricula for the technical staff with different professions of Vietnam Electricity Group.


Thus, in reality, the training and improvement of qualifications for the staff and employees in the Industry has received deep attention from EVN leaders with the main training contents, such as management knowledge for staff and employees from production team leaders and above, training programs on new techniques, training programs on investment project management, training programs on information technology, training programs on other professional aspects, such as document archiving, accounting standards, materials management, planning management, new policies and regimes,... In addition, there are also specialized training programs, such as boiler repair, conductors and lightning protection, digital relays, underground cable repair and operation management, electrical testing,...[39]

2.2. ASSESSMENT OF THE CURRENT STATUS OF TECHNICAL WORKER TRAINING AT SCHOOLS BELONGING TO VIETNAM ELECTRICITY GROUP

On the basis of applying the criteria for assessing the quality of vocational college training issued by the Ministry of Labor, War Invalids and Social Affairs ( Appendix 1 ), the author focuses on analyzing and clarifying the basic and important criteria that have a great impact on the quality of training of technical workers at EVN's electrical vocational training schools. In this report, the author also inherits the research on the current status of training work of EVN's schools from previous studies; at the same time, based on the system of criteria mentioned in Chapter 1, the author creates a questionnaire and conducts in-depth interviews ( Appendix 3 ), conducts a survey to collect information from interviews and discussions with training managers at EVN's technical training schools to clarify and evaluate the current status of training of technical workers of the Electricity Industry at EVN's schools, the results are as follows:

Vietnam Electricity Group (EVN) has 4 training schools: i) Electricity University, ii) Electricity Vocational College in the North, iii) Electricity College in the Central region in the Central region and iv) Electricity College in Ho Chi Minh City in the South. Currently, all 4 schools are assigned by EVN to provide vocational training to provide technical staff for EVN and the society. Electricity Vocational College is allowed to train at college level while other schools train from intermediate vocational level and below. Currently


EVN schools are permitted by the General Department of Vocational Training - Ministry of Labor, War Invalids and Social Affairs to train about 20 occupations to serve the production and business needs of EVN and society, mainly in the technical field, training of electricity industry technicians. In recent years, training of technicians has been improved in quality and quantity, but still cannot meet the growing requirements of the industry.

2.2.1. Current status of training management of schools

2.2.1.1. School training management model

Training management is a system of purposeful, scientific, and lawful impacts of the management subject to make the education system operate according to the Party and State's guidelines, to fulfill the requirements of social education in training people according to the model of the times, focusing on teaching and education activities, bringing the system from its initial state to the training goal. The object of education management is the education process. According to the viewpoint of management science, education processes are all random, dynamic social systems, so they are very complex. Managing these objects without deeply understanding them cannot be managed effectively.[39][77]

A common feature of vocational training in the past is: i) Schools self-manage and organize training for teachers, instructors to guide practice, maintain and repair on the basis of the school's existing technological equipment. ii) Part-time instructors are invited to be managers or technicians of enterprises,... without the title of practice teacher. iii) There are no standard documents for teaching according to modules, professional practice and updating new technology.

With the increasingly large scale of training, the increasingly high requirements for training quality,... it is very necessary to build and standardize a management model to manage training programs, training curricula, and standardize training forces.

There are 3 school management models in the world today:

- Model 1: The highest management authority of a university or high school is assigned to a highly educated and prestigious official who gives up his scientific career and becomes a full-time official manager.
