Different ethnic groups such as the Ede, Tay, Nung, etc. have extremely diverse and rich cultures.
2.1.2. Overview of public vocational training institutions in Dak Lak province
During the formation and development process, some secondary schools were upgraded to college level, such as Tay Nguyen College of Technology, formerly Tay Nguyen Irrigation Secondary School (established by the Ministry of Irrigation in 1978). In 1990, the school merged with Dak Lak Construction Workers School. Dak Lak Technical College was formerly Electromechanical Technical Workers. In 2019, the province merged Dak Lak Secondary School and Technical Economics School into Dak Lak Secondary School with the aim of streamlining the focal point and improving training quality.
In response to the need for economic and social development and human resource development in the period of industrialization and modernization of the country, to overcome the limitations and weaknesses in vocational training, the Politburo decided to transfer the task of state management of vocational education and training from the Ministry of Education and Training to the Ministry of Labor, War Invalids and Social Affairs. On November 27, 2014, the National Assembly passed the Law on Vocational Education. Accordingly, the system of colleges and vocational colleges became colleges, vocational secondary schools became secondary schools and formed a vocational education system consisting of 3 levels: College, secondary school, and elementary school. In Resolution No. 76/2016/NQ-CP dated September 3, 2016, the Government unified the Ministry of Labor, War Invalids and Social Affairs to manage state vocational education.
Therefore, the assignment of state management of vocational education to the Ministry of Labor, War Invalids and Social Affairs is considered to be in line with the laws of development, promoting the function and effectiveness in training. The purpose is to improve the effectiveness of training in the direction of modernization and industrialization. Schools will
Proactively and promote resources, staff, facilities; help streamline the payroll, rearrange the apparatus. In addition, investment in vocational training will be focused, avoiding dispersion, waste, and ensuring state management of vocational education, contributing to creating a new step of development for vocational education systems in Dak Lak province. With the mission of training high-quality human resources; conducting applied research, transferring scientific and technological advances, integrating regionally and internationally, contributing to the development of human resources for industrialization, modernization and international integration, rural development in the Central Highlands region; in which taking human resource training in the fields of technology, engineering, planting, processing agricultural and forestry products and rural development as the focus, vocational training schools proactively aim for multi-level training, multi-industry training of national, ASEAN and international key occupations; having a widespread brand domestically, regionally and internationally.
2.1.3. Roles and tasks
The mission assigned in the education and training system is to train high-quality human resources; conduct applied research, transfer scientific and technological advances, integrate regionally and internationally, contributing to the development of human resources for industrialization, modernization and international integration, and rural development in the Central Highlands; in which training human resources in the fields of technology, engineering, planting, processing agricultural and forestry products and rural development is the focus. Public vocational schools in Dak Lak province have the following main tasks:
- Organize training of technical human resources directly in production and services at college, intermediate and primary levels, linking university-university training with key international occupations, ASEAN-level occupations and national-level occupations. Equip learners with practical capacity commensurate with their training level, good health and ethics.
and professional conscience, have a sense of discipline and industrial style. Create for them the ability to find jobs, create jobs or continue studying at higher levels, meet the requirements of the labor market and labor export, at the same time organize training and fostering of vocational education teachers to meet the requirements of industrialization, modernization and international integration of Dak Lak province, the Central Highlands region and the whole country.
- Fundamental and comprehensive innovation ensures favorable working conditions, highly promotes the intelligence and capacity of teachers and school officials for the cause of training high-quality human resources in the Central Highlands region; creates favorable conditions for learners to constantly improve the quality of their studies with advanced modern skills and knowledge to start a business and advance; strives to become a national key school and prepares conditions to develop into a university; develops the brand of public vocational education institutions in Dak Lak province widely in the country, region and internationally.
- With the purpose of training skilled human resources, through training, it contributes to creating jobs, stabilizing politics, culture, society and especially solving social problems such as hunger eradication, poverty reduction, reducing social evils... Therefore, vocational training has perfected people to improve the quality of human resources, increase labor productivity, thereby directly and stably affecting economic and social development.
2.2. Characteristics of civil servants at public vocational training institutions in Dak Lak province today
According to data as of July 2021, Dak Lak province has 34 vocational training institutions. Of which, there are 04 colleges, 05 intermediate schools, 15 vocational education - continuing education centers under the People's Committees of districts, towns, and cities, with vocational training schools such as: College
Tay Nguyen Technology; Dak Lak Technical College; Dak Lak Medical College; College of Culture and Arts; Dak Lak Vocational Education - Continuing Education Center; Vinasme Tay Nguyen Vocational Education Center... belong to the vocational education system managed by the Department of Labor, War Invalids and Social Affairs of Dak Lak province.
2.2.1. Number of employees
The total number of officials at vocational training institutions in Dak Lak province in July 2021 was 1,070 people; of which, 180 officials holding leadership positions met professional and technical standards.

Through the analysis of Figure 2.1, it can be seen that the number of civil servants at vocational training institutions in Dak Lak province was relatively stable from 2017 to 2018. In 2019 alone, the number of civil servants increased because at this time, the enrollment of students and students registering for vocational training increased and vocational training centers in the districts expanded. By 2020-2021, with the trend of merging the vocational education system, the number of civil servants at vocational training institutions was unified, at this time, enrollment encountered many difficulties, so the number of civil servants at vocational training institutions tended to decrease relatively stably, without much change.
2.2.2. On gender structure
According to statistics, as of the end of July 2021, the total number of civil servants at vocational training institutions in Dak Lak province was 1,070 people, of which 545 were male and 525 were female (According to data from July 2021). This is a strength in the vocational training system when there is a gender balance to ensure objectivity and fairness in common work for the purpose of vocational training for the province in particular and for the education and training system of the whole country in general.

From the gender structure of the staff at vocational training institutions in Dak Lak province in Figure 2.2, it can be seen that the number of female staff at vocational training institutions in Dak Lak province over the years has reached over 40%, in which all agencies have female staff holding key leadership positions. Thus, the proportion of female staff participating in management activities at vocational training institutions in Dak Lak province is quite high and this proportion has tended to increase over the years.
2.2.3. Qualifications of staff
2.2.3.1. Professional and technical qualifications
Currently, there are 02 PhDs, 171 masters, and 213 college and intermediate level graduates. (Data from July 2021). Most of them have been trained and have professional qualifications to meet the requirements of socio-economic development.
However, there are still some civil servants, teachers and lecturers who have not met the requirements of pedagogical capacity and vocational education management. Therefore, to improve the quality of civil servants, teachers and lecturers, every year the Department of Labor, War Invalids and Social Affairs of Dak Lak province directs and coordinates with the facilities.
Vocational education regularly organizes training and fostering for officials, teachers, and lecturers to participate in professional training courses organized by the Central Government. Training and fostering have made an important contribution to improving the general level of qualifications and capacity of the team of lecturers and officials; gradually standardizing according to State regulations, ensuring planning and closely following the needs of use, meeting the requirements of the innovation career.
After being trained, the team of lecturers and civil servants have full professional skills, high expertise, solid political awareness, and significantly improved work efficiency. After training and knowledge development, they have applied it to local practice, initially achieving practical results. Partly meeting the appropriate levels to improve the efficiency of vocational education institutions as well as appropriate salary reform.

Figure 2.5 shows that: The majority of civil servants have met the professional qualifications according to regulations, the number of civil servants with post-graduate and university degrees (nearly 80%). However, there are still some civil servants who have not met the professional qualifications, the number of civil servants with college and intermediate qualifications is still high (more than 10%), but this rate tends to decrease significantly over the years.
In general, the professional qualifications of officials at vocational training institutions in Dak Lak province are gradually being improved according to requirements and tasks. The majority have university degrees or higher and appropriate expertise, meeting the requirements and tasks of each agency.
2.2.3.2. Level of political theory
In addition to professional qualifications, improving the political theory level for civil servants is very necessary, in order to equip them with knowledge, improve their political theory level, political capacity, and contribute to effectively implementing propaganda, dissemination and mobilizing people to implement the Party's guidelines and policies and the State's laws and policies.
As of December 31, 2020, the political theory level of civil servants at vocational training institutions in Dak Lak province is as follows:
Bachelor, advanced: 50/1,070 people, accounting for 22.81%; intermediate: 68/1,070 people, accounting for 39.77%, primary: 38 people, accounting for 22.22%;.
2.2.3.3. Foreign language and computer skills
In the trend of international integration, in addition to standardizing professional qualifications, improving and standardizing foreign language and IT skills is also a mandatory requirement for civil servants at vocational training institutions in Dak Lak province. With the goal of training key occupations, occupations belonging to ASEAN key occupations, each civil servant needs to ensure standardization of IT and foreign languages to meet standards, which is a necessary and sufficient condition to improve the quality of vocational training today.
