About program production at DRT:
DRT's news programs and bulletins, the news section inside and outside the province, have been updated promptly and reflected quite comprehensively on political, economic, cultural, social, defense, security, order events and issues of public concern; the international news section has been updated promptly, reflecting vividly and diversely the world news situation; the columns and topics have focused on new topics arising in political, cultural, economic, social, scientific, technical, technological life... bringing the public useful and practical information, knowledge, experience...; entertainment programs have gradually changed in terms of content quality and artistic expression, serving the entertainment needs of the people; Ethnic language programs have promptly reflected political, cultural, economic, social, defense, security, science, technology, poverty reduction, new rural construction news... to nearly 250,000 Ede people and 30,000 M'Nong people in the province and regularly collaborated to broadcast on VTV5 Tay Nguyen channel.
However, the content of DRT's radio and television programs only focuses on positive reflection, is still simple, lacking in journalistic works of social criticism, valuable documentaries, attractive, unique works, in-depth analysis, works in the field of fighting against law violations and negative phenomena in society, works with unique identities promoting the country and people of Dak Lak; cultural and entertainment programs are mainly exploitation, newly produced programs are insignificant and still poor in genre; ethnic language programs are mainly re-translated from popular language programs, so they have not been exploited deeply.
wide and diverse topics about the identity of ethnic groups in Dak Lak in particular and the Central Highlands in general.
The main reasons leading to the shortcomings and limitations include: The model of organizing news collection, processing and distribution is slow to be renewed; there is no systematic investment strategy for specialized works in each industry and field, contributing to promoting investment, trade, tourism... according to the socio-economic development plan of the province; coverage area and coverage quality are not regularly checked and monitored; public interaction with each channel and program is not properly paid attention to, therefore, it is not possible to evaluate the content and quality of the broadcast program and the needs of the public, so the solutions to improve the quality of the program are not realistic; there is not really a focus on innovating and developing radio program channels; the program framework has not been fully exploited; the knowledge, skills, qualifications and abilities of the DRT press team are not high and not uniform; The system of machinery and equipment for production and broadcasting of radio and television programs is outdated and unsynchronized; the application of information technology is still limited and unsystematic; financial resources are limited and revenue is decreasing, so the policy of ineffective material incentives combined with the "sloppy" and "favorable" evaluation and classification of work quality has reduced the motivation of journalists to strive... has greatly affected the quality of the program, indirectly reducing the revenue sources of DRT.
About organizational structure:
In 2018, implementing Decision No. 362/QD-TTg dated April 3, 2019 of the Prime Minister approving the National Press Development and Management Plan to 2025 and Plan No. 756/QD-UBND, on April 12, 2018, the Provincial People's Committee issued the Plan to implement Resolution No. 08/NQ-CP dated January 24, 2018 of the Government on the Government's Action Program to implement
implementing Resolution No. 19-NQ/TW and Program No. 26-CTr/TU dated February 21, 2018 of the Provincial Party Committee; on the basis of DRT's submission and the appraisal by the Provincial Department of Home Affairs, on November 20, 2018, the Provincial People's Committee issued Decision No. 3152/QD-UBND on amending and supplementing Decision No. 2546/QD-UBND, accordingly, the organizational structure of DRT has 09 professional departments, to be worthy of a large and powerful press agency in the region.
Currently, DRT is organized in a unified manner under the head regime, assigned by the Provincial People's Committee to an autonomous mechanism with the type of unit that ensures a part of regular expenses according to Decree 16/2015/ND-CP, with an organizational structure, including: Board of Directors of 04 people (Director and 03 Deputy Directors) , currently has 03 people (01 Deputy Director in charge; 02 Deputy Directors) and 09 professional and technical departments, according to 03 Blocks, including: General Block: 02 departments (Office; Finance and Service Department) ; Content Block: 05 departments (Current Affairs Department; Column Department; Program Department; Ethnic Language Program Department; Arts - Sports Department) ; Technical Block: 02 departments (Program Production Technical Department; Broadcast Transmission Technical Department) .
From 2009 to present, the organizational model of DRT has been relatively suitable, helping DRT to successfully complete the political tasks assigned by the province. However, because this organizational model has been maintained for many years and is slow to innovate, it has led to limitations and shortcomings, such as: The organizational model for collecting, producing and distributing news is outdated; the organizational structure is not streamlined; the quality of human resources is still limited and lacks high-quality human resources; the structure of civil servants is still inadequate; the application of information technology is not focused on; the revenue from services and advertising is decreasing, combined with limited investment capital... are the main reasons why the quality of radio and television programs has not been improved, directly reducing the competitiveness of information, journalism and the position of DRT.
About infrastructure:
DRT is having to organize activities at 03 locations, combined with outdated and unsynchronized equipment for production and broadcasting of radio and television programs, which has greatly affected the improvement of operational efficiency in general and investment efficiency of DRT in particular.
To ensure the maintenance of broadcasting, Dak Lak Television (DRT) needs to invest in Dak Lak Television (DRT) signal transmission equipment to digital broadcasting centers, invest in program production equipment suitable for digitalization requirements.
