INTRODUCTION
1. Urgency of the topic
In education, evaluation is understood as the process of forming opinions and judgments about work results, based on the analysis of collected information compared with set goals and standards, in order to propose appropriate decisions to improve the current situation, adjust, enhance the quality and effectiveness of educational work.
Through the above understanding, evaluation in education not only records the current situation but also proposes decisions to change the current educational situation in the direction desired by society.
Evaluation is an important and indispensable step in the educational process. Evaluation is the activity of collecting information on the level of goal achievement, thereby evaluating the effectiveness of teaching and educational activities. Based on the teaching objectives to decide the content and form of evaluation.
Teaching method innovation and assessment innovation are two organically unified aspects of the teaching and learning process, in which assessment innovation is the driving force to promote teaching method innovation. Teaching method innovation must be based on the results of assessment innovation and vice versa, assessment innovation can only be effective when it is achieved through teaching method innovation.
In the teaching process, student assessment is not only aimed at assessing the current situation and adjusting student activities, but also at the same time creating conditions for assessing the current situation and adjusting the teacher's teaching. In the active method, teachers must guide students in self-assessment skills to self-adjust their learning methods. Related to this, teachers need to create favorable conditions for students to participate in assessing each other.
The general trend in the world in assessing learning outcomes is to promote objectivity, fairness, and transparency in order to accurately confirm the qualities and abilities of learners. To comprehensively assess, it is necessary to combine many different forms of assessment: assessment during the learning process combined with assessment through tests, final exams, and year-end exams; assessment of individual and group performance, teacher assessment and student self-assessment, assessment by the school, family, and society.
According to the content of Resolution No. 29-NQ/TW dated November 4, 2013 of the 8th Conference - Central Executive Committee of the 11th term of the Party on fundamental and comprehensive innovation of education and training, it emphasizes the strong and synchronous innovation of the basic elements of the education program (goals, content, educational methods) towards developing the qualities and capacities of learners [2]. Innovate the forms and methods of testing, examination and assessment of educational quality, ensuring honesty, objectivity and accuracy according to the requirements of learners' capacities and qualities. Apply new scientific achievements in educational assessment to ensure that testing, examination and assessment activities will provide reliable bases for adjusting teaching and learning methods.
The Ministry of Education and Training issued Circular No. 26/2020/TT BGDĐT dated August 26, 2020 of the Ministry of Education and Training Circular amending a number of articles of the Regulations on assessment and classification of secondary school students and high school students issued together with Circular 58/2011/TT- BGDĐT dated December 12, 2011 of the Minister of Education and Training[9].
However, in reality, the assessment of students' learning outcomes in general schools has not been given due importance. According to educational researchers, it is necessary to ensure that the principle of "testing - assessment" of teachers stimulates students' self-testing - assessment and must accurately and objectively check students' learning outcomes in the right direction, achieving the required goals, and must be regularly placed under the close management of management levels. In the management process, the factor of management innovation needs to be given due and close attention, and management measures must always be adjusted and supplemented...
High schools in Hung Ha district are not outside the above situation. Through practical work, I have realized that the management of testing and evaluation activities in the innovation to improve the quality of testing activities. Evaluation of students' learning outcomes is very important and necessary. Therefore, I have chosen the topic "Management of assessment of students ' learning outcomes according to the new general education program in high schools in Hung Ha district, Thai Binh province " as my graduation thesis.

5. Scientific hypothesis
The assessment of students' learning outcomes in Hung Ha district high schools, Thai Binh province has been paid attention to and implemented in the past time. However, compared to the requirements of the new general education program (CTGDPT 2018), there are still some shortcomings. If we propose and implement synchronously measures to manage the assessment of students' learning outcomes in a scientific manner, suitable to the practical conditions of the school and the characteristics of the students, it will improve the effectiveness of the assessment of students' learning outcomes, develop student capacity, and meet the requirements of the new general education program.
6. Scope of research
6.1. Limitations of research content
The thesis focuses on in-depth research and proposes measures to manage the assessment of students' learning outcomes by the Principals of high schools in Hung Ha district, Thai Binh province according to the new general education program (also known as the 2018 general education program).
6.2. Limitations on scope and survey objects
The research topic is on 4 high schools in Hung Ha district including: Hung Nhan High School, Bac Duyen Ha High School, Dong Hung Ha High School, Nam Duyen Ha High School.

7. Research methods
7.1. Theoretical research methods
Using methods of analysis, synthesis, comparison, systematization, and generalization to study documents, related works, legal documents, and directive documents of relevant sectors and levels to build the theoretical basis of the topic.
7.2. Practical research methods
7.2.1. Questionnaire survey method
Building a system of survey questions on managers, teachers and students with the aim of collecting data to determine the current status of management of student learning outcomes assessment activities of Principals of high schools in Hung Ha district, Thai Binh province.
7.2.2. Pedagogical observation method
Through observing the assessment of students' learning outcomes by the staff and teachers in the school, data is collected to clarify the current situation of management of assessment of students' learning outcomes by the Principals of high schools.

Analyze documents guiding teaching activities towards developing students' capacity; synthesize documents, evidence, advantages and difficulties in management.
