The work of collecting information and using price information accumulated from implemented construction investment projects has received little attention. This is a very valuable source of documents for the continuous improvement of the system of unit prices and construction norms.

h. Project investment capital settlement is still slow.

According to survey data, in the recent past, the number of investment projects using state budget capital that were established and approved for settlement before the prescribed time was 3.2%, the number of projects approved for settlement on time was 33.7%, the number of investment projects with delayed settlement approval accounted for 63.1%. This has greatly affected the effectiveness of investment projects using state budget capital in Bac Giang province in the past. The reason for the slow completion of settlement of investment projects using state budget capital is partly due to the lack of strict compliance with investment and construction management regulations of investors, sectors and districts, and partly due to the lack of binding responsibilities and economic constraints of investors, investment managers and other management agencies related to settlement work. To overcome the above shortcomings, it is necessary to improve the settlement regime of investment projects using state budget capital in the direction of clarifying the process, content, and responsibilities of investors, investment managers, and relevant management agencies.
