ON TOURISM COOPERATION BETWEEN THE DEPARTMENT OF TOURISM OF HANOI CITY AND THE SOCIALIST REPUBLIC OF VIETNAM

AND DEPARTMENT OF INFORMATION, CULTURE AND TOURISM OF LUONG PRA BANG PROVINCE, LAO PEOPLE'S DEMOCRATIC REPUBLIC

In order to enhance cooperation and exchange in tourism development between Hanoi city, Socialist Republic of Vietnam and Luang Prabang province, Lao People's Democratic Republic (hereinafter referred to as the two Parties), it is agreed as follows:

1. The two sides agreed that the potential for tourism development between the two sides is enormous. On the basis of mutually beneficial cooperation and respect for the laws of both sides, the two sides agreed to actively promote cooperation and exchange in tourism development between Hanoi city and Luang Prabang province.

2. The two sides need to focus on creating a healthy tourism environment, facilitating business cooperation between businesses of both sides and ensuring the rights of tourists.

3. Actively participate in tourism promotion activities organized by the two Parties; support and create favorable conditions for each other in terms of facilities to promote the tourism image of each Party; coordinate together to build tourism products and tourism routes. At the same time, actively participate in propaganda, promotion and introduction activities of each other's tourism products to tourists and in other promotion and promotion programs that each Party participates in.

4. The two sides will strengthen cooperation and manage tourism activities based on the principles of ensuring safety, improving product quality, ensuring the rights of tourists and the interests of businesses. The two sides will work together to soon open tourism routes connecting the centers and tourist attractions of the two provinces.

5. The two sides will jointly strengthen and support the training of tourism human resources. Exchange experiences and science and technology in tourism business management.

6. The two sides agree that each side will establish a management unit to regularly receive and exchange information in the tourism sector to promptly resolve any issues or problems. Annually, the leaders of the two sides will meet to agree on the direction of tourism development cooperation and resolve issues arising in the process of tourism development.

7. When a Party has a different opinion from the agreed content in this Memorandum of Understanding, it can propose at a regular or extraordinary meeting of the Leaders of the two Departments to resolve the issue in a spirit of friendly consultation or make appropriate amendments. The two parties agree to upgrade the Memorandum of Understanding to an Agreement on tourism development cooperation at an appropriate time.

This Memorandum of Understanding shall come into force from the date of signing and shall remain in force for five (05) years. This Memorandum of Understanding shall be automatically extended for five (05) years unless, prior to its expiry, either Party notifies in writing to the other Party of its intention to terminate the Memorandum of Understanding.

This Memorandum of Understanding is made in Hanoi, Vietnam, on March 20, 2018, in six (06) originals, two (02) in Vietnamese, two (02) in Lao, two (02) in English. All texts are equally authentic, each party holds one (01) Vietnamese, one (01) Lao, one (01) English copy. In case of different interpretations, the English text shall prevail.
