Many activities are close to the requirements of the project. In fact, many economic delegations have performed the function of project management and implementation. However, because they are not investors, the activities of economic delegations have lost their initiative and creativity, thereby affecting the effectiveness of the projects. The thesis proposes a solution to assign the function of investor and/or project management to economic delegations and along with it is to improve the capacity of economic delegations.

Investment projects in the economic zones were initially a temporary task for the military, but the development of economic zones in Vietnam in recent times has affirmed the position of economic zones and the long-term role of the military in this type of investment. To make a decision to invest in an economic zone or choose a suitable investment plan in an economic zone requires determining investment efficiency. The thesis has proposed a solution to build a system of criteria and methods to evaluate investment efficiency in economic zones. This is the basis for making investment decisions, evaluating investment practices in economic zones as well as proposing solutions to continuously improve investment efficiency in developing economic zones in the future.

Finally, the thesis proposed a solution to complete the investment management system in the economic zones, in which the investment management in the economic zones is divided into different stages and steps and each stage and step is standardized to have a complete investment management system in the economic zones. This solution is the basis for applying quality management models (uniform quality management, ISO...) in investment management in the economic zones.

Thus, the main new points of chapter 5 are to establish orientations for solutions and to develop synchronous and feasible solutions for investment activities in national economic zones.

1. Investment in the construction of national economic zones is a correct policy of the Party and the State to achieve the dual goal of promoting economic growth associated with strengthening national defense and security in strategic areas in remote areas along the border and islands. Investment in the development of national economic zones has similarities with investment in other normal investment projects, but due to the specific nature of national economic zones, investment projects here have their own characteristics, so clarifying theoretical and practical issues on investment in the development of national economic zones has become an urgent requirement, not only contributing to supplementing new theoretical issues on investment but also helping to find feasible solutions for investment and development of this type.

2. The policy of investing in the development of national economic zones, although it has only been implemented for a short time, has initially achieved certain successes, which are noteworthy in both aspects: contributing to strengthening and consolidating the transport infrastructure system; reorganizing the system of residential areas; settling down for nomadic and migrant people; contributing to improving and gradually raising the material and spiritual life of the people; strengthening national defense and security in strategic areas; initially creating conditions for the development of commodity economy,..., especially contributing to creating a new arrangement of the national defense and people's security in strategic areas.

However, investment projects in the economic zones are also revealing many shortcomings and weaknesses such as low efficiency in implementing the proposed target programs; many shortcomings in project management and operation; low quality of transport infrastructure construction works; if considering purely financial efficiency, investment projects in the economic zones are very low, even making losses; the operation of projects to bring practical efficiency to the people is still confusing and limited.

3. Through studying the experiences of countries in the region and around the world, from the analysis of both theoretical and practical arguments, we believe that to improve the efficiency of investment and development in the economic zones in our country today, it is necessary to thoroughly grasp three principles:

viewpoint: unify the concept that investment in national economic zones is investment in public goods; use the SWOT method for military investment activities in national economic zones; grasp the viewpoint of a synchronous system in building investment solutions for developing national economic zones. At the same time, synchronously implement seven groups of solutions: complete and improve the quality of planning for development of national economic zones; complete project appraisal; complete project management; improve the quality of post-investment management; complete national economic delegations; synchronously build criteria and methods for evaluating investment efficiency; complete the investment management system.

4. Investment in the development of economic zones is a new issue for our country and also for the researcher. On the basis of selectively inheriting general theoretical issues on investment, the achievements of related published works, the researcher has chosen for himself a separate approach to his research problem. With the desire to contribute a small part of his efforts to building a theoretical and practical basis for determining investment solutions for the development of economic zones in our country today, the researcher has tried his best to research and study, but this is a very new issue while his own research ability is still limited, so it is inevitable that there are limitations. I hope to receive sincere contributions from scientists for this thesis.


Recommendation

From the analysis and arguments presented in the thesis, to improve the quality and efficiency of investment in the economic zones in our country in the coming time, we boldly recommend the following issues to the State and the Ministry of National Defense.

* For the State

- Faced with the current need to expand economic zones, it is recommended to review and re-plan economic zones to adjust and expand them at a reasonable level to improve the practical efficiency of investment.

- Propose that the Government has a suitable capital channel and source to ensure this task.

- Allow the Ministry of National Defense to pilot a model of border residential clusters near border posts in the style of a national defense economic zone, from which to gain experience and widely deploy it across the entire border.

- For unpopulated border areas, when people have arrived and meet the conditions, propose a decision to immediately establish new communes to have a government apparatus to help people stabilize their lives soon.

* For the Ministry of Defense

- Research and have satisfactory conclusions on organizational issues of the economic and defense groups such as the number of personnel, names of levels, especially the regimental level in the economic and defense group, production level, the issue of switching to accounting...

- Research policies for military economic group cadres serving in border areas; policies to attract ethnic minority cadres and technical staff; vocational training policies for ethnic minorities, etc. to submit to the Government.
