Measures to organize training in teaching mathematics for teachers in the direction of developing students' capacity are assessed as necessary (average score 2.87) and feasible (average score 2.79). All contents are assessed as necessary and feasible. In which, the content of Organizing for managers and teachers to learn active teaching methods in organizing teaching mathematics in the direction of developing students' capacity for primary school students through the form of: thematic talks, seminars; Sending teachers to fully participate in professional training courses organized by the Department of Education and Training, the Department of Education and Training; attending demonstration teaching sessions at cluster and district levels; Developing a plan for teacher training, regular annual training suitable to the actual situation of the unit is assessed as the most necessary and feasible. Thereby, it shows that the contents given are all suitable in organizing training in teaching mathematics for teachers in the direction of developing students' capacity. The contents: "Encouraging and facilitating teachers to participate in postgraduate training courses to improve professional skills" and "Periodically organizing the assessment of teacher training work" are also considered necessary and feasible. However, the two contents have not received high agreement from managers and professional group leaders. This is because schools are currently focusing on improving the teaching quality of teachers according to the orientation of developing student competencies first, while creating conditions for teachers to participate in advanced training courses cannot be implemented immediately and synchronously. The assessment
The important thing in teacher training is the quality of student output, so managers and professional group leaders believe that testing, if any, only partly reflects the reality, while quality and effectiveness are more important.

The measure of directing teachers to actively use modern teaching equipment and apply IT in teaching Mathematics is assessed as necessary (average score 2.94) and feasible (average score 2.84). All contents are assessed as necessary and feasible. In which, the content of Strengthening the use of modern teaching equipment and IT application in teaching as well as in management and Organizing training in skills of using modern teaching equipment and IT application in teaching for teachers is assessed as the most necessary. This proves that managers and professional group leaders all believe that it is necessary to implement well the contents of this measure to improve the quality of teaching Mathematics in the direction of developing students' human resources. Because if there are no modern teaching equipment or do not apply IT application in teaching, it is impossible to carry out teaching activities in the direction of developing students' human resources. If we can access IT and teaching aids proficiently and apply them to teaching practice in a synchronous manner, the quality of education of the school will be improved and achieve high results. At the same time, these contents are also very suitable for the actual conditions of schools today.

All contents are assessed at the necessary and feasible level. In which, the contents mentioned in this measure are assessed at the highest level of necessity. This proves that the innovation of testing and evaluation is extremely necessary and important for math teaching activities according to the orientation of student development. If the work of testing and evaluating students' math learning outcomes according to the orientation of student development is well implemented, focusing on compliments in addition to positive encouragement, it will create more and more interest and motivation for students to study, they will love math more, creating a positive, gentle and comfortable learning atmosphere.
Chapter 3 Conclusion
Based on the systematization of theory, survey and evaluation of the current status of management of teaching activities of Mathematics in the direction of PTNL, the author proposes the following management measures:
- Raising awareness of managers, teachers and students about teaching Mathematics in the direction of developing students' capacity.
- Innovation in management of professional group activities towards developing students' capacity
- Organize training to improve teachers' math teaching capacity according to the orientation of developing students' capacity.
- Direct teachers to actively use modern teaching equipment and apply IT in teaching Math.
- Strengthen the management of testing and evaluation of students' math learning results according to the PTNL orientation.
All measures are considered necessary and feasible.
Within the scope of each school's current capabilities and conditions, if managers flexibly apply the measures that the author has built in this thesis, the management of mathematics teaching activities will achieve better success, contributing to improving the quality of teaching in primary schools in District 10 today.
CONCLUSION AND RECOMMENDATIONS
1. CONCLUSION
The topic has researched and systematized the theoretical basis for managing Math teaching activities in the direction of developing students' capacity in primary schools and surveyed, analyzed and evaluated the current status of managing Math teaching activities in the direction of developing students' capacity in primary schools in District 10, Ho Chi Minh City; from there, proposed necessary and feasible management measures to improve the effectiveness of Math teaching activities in the direction of developing students' capacity in primary schools in District 10, Ho Chi Minh City.
Teaching activities in the direction of developing students' competencies have been studied on the following issues: teaching methods for developing students' competencies, ways to organize learning activities, lessons aimed at developing students' competencies and qualities, and innovating teaching methods in a positive direction... Managing teaching activities in the direction of developing students' competencies has been analyzed through the following aspects: managing programs, teaching plans, teachers' class hours, managing teachers' innovative teaching methods, managing professional group activities, etc. The above issues are the basis for the author to conduct a survey on the current status of teaching activities in Mathematics and managing teaching activities in the direction of developing students' competencies in primary schools in District 10, Ho Chi Minh City.
Through survey, analysis and evaluation of the current status of management of teaching activities of Mathematics according to the orientation of developing students' capacity in primary schools in District 10, Ho Chi Minh City, the author found that managers and teachers have the right awareness of implementing teaching Mathematics according to the orientation of developing students' capacity for competence, paying attention to innovating professional group activities as well as innovating teaching methods of teachers. However, the activities of testing and evaluating the learning outcomes of Mathematics according to the orientation of developing students' capacity for competence are still
