This diversity poses the task of clearly defining the responsibilities, authority, scope, and nature of operations of each type of government in order to promote the effectiveness and improve the quality of operations of the administrative agencies under the People's Committee at this intermediate level. Traditional administrative methods in the past can now be supplemented by persuasion methods and socialization methods, especially in the fields of health, education, law, and service provision. Innovating the operating methods of administrative agencies aims to diversify operating methods, reduce state intervention in some production, business, and service provision activities for society, and reduce staffing and administrative costs in the state apparatus. However, such innovation still requires the State's macro-management of activities in socialized fields and jobs, ensuring the development of a socialist-oriented market economy that is increasingly perfect and developed, serving the people more and more conveniently and better.

In addition, the administrative agencies under the district People's Committee need to implement a number of other important solutions such as reforming the public service regime, improving the capacity to clean up the team of civil servants working in the administrative agencies at the district level. Deploying the application of information technology in directing and operating activities, applying modern management tools, means and methods in the process of performing the functions, tasks and powers of the administrative agencies under the district People's Committee in the locality, strengthening the inspection and control of the public service activities of cadres and civil servants as well as fully implementing the information and timely reporting regime. When not organizing the District People's Council, it is also necessary to strengthen the direction, operation and management of the People's Committee at the same level in the inspection and control of the performance of public services, implementation of internal rules and working regulations of the agency, compliance with administrative discipline, labor discipline of civil servants in the administrative agencies, timely inspection and guidance of professional activities of the superior specialized management agency. Through the management of organization, staffing, and operations of the People's Committee at the same level and the inspection, direction, and guidance on professional expertise of the specialized agencies and superior fields, it will positively impact the operational efficiency of the CQCM and promptly detect and overcome limitations and shortcomings in the operations of the CQCM under the People's Committee in the coming time.


These are important solutions, contributing to improving the quality of service to the people in the best and most effective way.

To solve the above problems, it is necessary to innovate the content of the activities of the State management agencies, in which it is necessary to clearly define the legal status of each State management agency, each cadre and civil servant in the work settlement activities within their authority. In addition, the form and method of operation must be scientific, reasonable and specifically regulated, with clear decentralization, regular inspection and supervision to promptly handle problems arising during the implementation process. Immediately overcome the situations of evasion and pushing back in work that obstruct the activities of the State management agencies, affecting the rights and legitimate interests of organizations and individuals in exercising their rights and obligations.

On the basis of general directions and solutions, and specific directions and solutions on innovation of organization and operation of the State agencies under the People's Committee, the specific determination of functions, tasks, powers and responsibilities of each State agency at the provincial and district levels aims to organize these agencies to ensure both unity and specificity in accordance with practical requirements of the locality, and smooth operation in performing the state management function for the current local sector and field.

With general directions and solutions, these are important directions, the premise for organizing the agencies under the People's Committee to meet the criteria of unity and stability, contributing to organizing the agency apparatus under the People's Committee at each level to be compact in the direction of continuing to reduce focal points, compact in structure, overcoming the situation of cumbersome apparatus, many intermediate levels with unnecessary levels. At the same time, with specific directions and solutions to organize the internal structure of the agency to ensure more rationality and science, eliminate overlap, duplication or vacancy or specifically demarcate for jobs that have not been specifically decentralized, and have not clearly defined the functions and authority of which agency.

Therefore, the solutions on innovation of content, form and method of operation of the agencies under the People's Committee at the provincial and district levels demonstrate a dialectical and objective relationship and create synchronization with the renewed and improved organizational structure and flexible and suitable content, form and method of operation, which are conditions for improving the quality and efficiency of the operations of the agencies under the People's Committee at each level in the locality, meeting the current tasks of the country.

Under the leadership of the Party, our people are carrying out the renovation process, striving for the goal of a rich people, a strong country, a fair, democratic and civilized society. The achievements over the past 20 years have affirmed the correct renovation policy of the Party and the State. However, these are only initial results. To complete the assigned tasks, we must continue to synchronously implement solutions on reforming the state apparatus in general and the local government apparatus in particular (including the administrative agencies under the People's Committee) to proactively integrate internationally in the context of strong globalization, requiring us to have a specific plan with high political determination. Deeply aware of that issue, the Party and the State have proposed a policy to continue to promote reform and perfect the state apparatus, in which administrative reform plays a particularly important role. With the position of advisory bodies for the People's Committees at the same level, the agencies under the People's Committees need to continue to innovate in terms of organization and operation to suit the conditions and characteristics of local governments in urban and rural areas, promptly overcoming the shortcomings in the organization of the common model of agencies under the People's Committees at the provincial and district levels as at present.

The organization of the state apparatus in general and the state administrative apparatus in particular has an important position. The construction of appropriate government models at all levels has great significance in state management and social management activities for each country. Therefore, immediately after the success of the August Revolution in 1945, our Party and State paid attention to building, consolidating, developing and perfecting the agencies of the state apparatus. Especially the local government apparatus, which directly puts the Party's guidelines and policies and the State's laws into practice in social life, ensuring political security and social order and safety.

Faced with new requirements and tasks, implementing the Party's innovation policy, local State administrative agencies are always concerned with improving to suit the tasks of each period and each stage. There, the State administrative agencies under the People's Committee are arranged and reorganized in the direction of enhancing responsibility, innovating state management methods in the conditions of expanding democracy, transforming from a planned mechanism.

However, the administrative agencies under the People's Committee are a component part of the People's Committee, so in the organization and operation of these agencies, there are still certain shortcomings and weaknesses. These limitations are due to internal factors in the organization of the administrative agencies, which have set requirements and demands that need to be further studied and discussed to find out the causes of advantages and disadvantages and propose appropriate directions and solutions when arranging and perfecting these agencies, contributing to further improving the effectiveness of management activities of sectors and fields in the locality in the current socio-economic and international cooperation conditions of the country. This is a difficult and complicated issue, requiring perseverance and persistence with objective and scientific surveys and assessments in accordance with theory and practice in the cause of national construction and defense in our country today.
