1.2.4.1. Experience in implementing the policy of developing cultural houses in Bac Ai district, Ninh Thuan province

In Bac Ai district, Ninh Thuan province, implementing policies to develop cultural houses at the grassroots level is a meaningful work to create conditions for people of all walks of life to enjoy and participate in cultural, artistic and sports activities, contributing to improving the quality of life. Especially for mountainous areas such as Bac Ai district, this work also helps local people develop and preserve the traditional cultural beauty of the nation.

In order to improve the effectiveness of existing cultural institutions associated with the National Target Program on New Rural Development, in recent years, Bac Ai district has invested in building a number of additional cultural and sports facilities, taking care of the cultural life of the people in a fairly synchronous manner. According to statistics from the Department of Culture and Information of Bac Ai district, up to now, the whole district has 24/38 village cultural and sports houses; 9/9 communes have Cultural - Sports Centers established on the basis of merging the Community Learning Center with the Commune Cultural House; 7/9 communes have Commune Cultural Post Offices; 2 communes have outdoor stages; 37/38 villages have folk art teams... Notably, currently 22/38 villages have been granted a set of Ma La musical instruments, including 11 sets granted by the National Target Program, which have been preserved and used effectively during local annual holidays and anniversaries. In general, the existing cultural institutional system of Bac Ai has been maintained and promoted effectively, serving well the tasks of political propaganda in the locality, meeting the living needs and improving the spiritual and cultural life of the people; creating a healthy cultural environment for local socio-economic development, contributing to preserving and promoting the national cultural identity of the Raglai people.


The district also develops a plan to support the implementation of specific policies for developing cultural houses in each phase. Kon Plong district has 9 communes, 89 villages, the total population of the district is 18,829 people, ethnic minorities account for nearly 98%, mainly the Mo Hre and Xo Dang ethnic groups. In recent times, the district has focused on implementing the policy of developing cultural houses with many synchronous measures. Implementing Directive No. 21/2019/CT-UB, dated November 25, 2019 of the Kon Tum Provincial People's Committee on maintaining and restoring traditional communal houses in ethnic minority areas, the Standing Committee of Kon Plong District Party Committee issued Resolution 06/NQ-HU, dated January 15, 2020 on promoting the campaign "All people unite to build a cultural life" and develop culture, information - physical education and sports. The district has surveyed and developed a project to build and develop cultural communal houses and cultural long houses in villages and hamlets, in the period of 2019-2020. After the Project "Building and developing community cultural houses in villages and hamlets in the period of 2019 - 2020" was approved at the 12th session of the People's Council,

The 16th term of the district, has been unified and deployed to communes throughout the district. This is a correct and practical policy, so all levels of Party committees and commune authorities have quickly deployed and disseminated the content of this project to villages and hamlets. Many measures to propagate and disseminate the content of the project have been implemented. From dissemination and implementation in grassroots Party organizations to propaganda by the Steering Committee of the campaign "All people unite to build a cultural life", mass organizations such as the Vietnam Fatherland Front Committee at all levels, Women's Union, Youth Union, along with mass media such as the district radio and television station, district and commune meetings have contributed to raising awareness and pride in the cultural identity of the people of all ethnic groups in the district, arousing the sense of self-awareness and self-reliance of the masses. In addition to promoting and mobilizing people to build community cultural houses, the district also provides specific material support for each community cultural house of 7,000,000 VND/house and equips all interior equipment worth 3,700,000 VND/set/house.

1.2.4.3. Lessons learned for Krong Pac district

Through analyzing the experiences in implementing the policy of developing cultural houses in Bac Ai and Kon Plong districts, some lessons can be drawn for Krong Pac district, namely:

Firstly, Party committees and authorities at all levels need to organize and thoroughly disseminate the project from the district to each village and hamlet of ethnic minorities, arousing pride in the cultural traditions of their people. From there, stimulate the sense of self-awareness, self-reliance and self-reliance of the people in restoring and building community cultural houses, not relying on the State. It is necessary to clarify and link the responsibilities of the government, organizations and each family in building community cultural houses.

The goal in the coming time is to build a community cultural house in each village, determined to speed up the progress in the remaining time but not chase after quantity.

Fourth, strengthen propaganda, mobilization, and implementation of the project to achieve strong and positive responses from the people in the villages. National pride and pride in the cultural identity of the Central Highlands have been properly tapped, and have been given new vitality. This is a valuable lesson of the Party's will and the people's heart, in line with the spirit of Resolution 5 of the Party Central Committee (VIII term) on building and developing an advanced Vietnamese culture imbued with national identity.
