Through table 2.11 we see that:
The inspection of the assessment of Mathematical results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province plays a very important role and needs to be effectively implemented, because this is the final stage of a management cycle of assessment of learning outcomes to obtain results as well as information for the next management cycle. However, the survey results of the surveyed subjects only achieved an average of 2.10 corresponding to 4 levels of "Average " . This shows that in the inspection of the assessment of Mathematical results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province, the implementation of content and the use of methods are still weak and encounter many difficulties.
2.5. Current status of factors affecting the management of assessment activities of Mathematics learning outcomes according to the orientation of developing students' capacity in primary schools in Mong Cai city, Quang Ninh
2.5.1. Current status of factors belonging to managers
Through the process of conducting a survey using questionnaire 12 (PL2) on the current status of factors belonging to managers affecting the management of assessment activities of Mathematical results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province, we obtained the results in table 2.12 as follows:

Through table 2.12 we see that:
There is a factor that affects the management of assessment activities of Mathematical results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province, which is highly appreciated by managers and teachers participating in the survey, which is "Capacity to manage assessment activities of Mathematical results according to the orientation of developing students' competencies of the Principal and managers in the school" with an average score of 3.88 corresponding to the four levels given. This shows that the capacity of the Principal and managers in the school greatly determines the implementation of management activities of assessment activities of Mathematical results according to the orientation of developing students' competencies. This requires leaders of the education and training sector to conduct training and improve the management capacity of the team of Principals and managers in primary schools. Next, "The positivity of managers towards the assessment of Mathematical results according to the orientation of developing students' competencies" is the factor in second place. The sense of responsibility of managers towards the assessment of Mathematical results according to the orientation of developing students' competencies is assessed as having the third most influence. The factor assessed as having the least influence is the level of inspection and supervision of managers towards the assessment of Mathematical results according to the orientation of developing students' competencies.
2.5.2. Current status of teacher-related factors

Factors related to teachers are assessed to affect the management of assessment activities of Mathematical results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province with the average GPA of 3.73 corresponding to the four given levels and ranging from 3.71 to 3.75.
In terms of the correlation between specific factors, the factor related to teachers' sense of responsibility in assessing Mathematical Achievement Results in the direction of developing students' competencies ranked first (average score = 3.75) and professional competence in general and the capacity to organize and implement assessment of Mathematical Achievement Results in the direction of developing students' competencies (average score = 3.71) ranked second. This shows that the survey subjects highly appreciated the influence of the factor of teachers' professional competence and qualities on the quality of assessment of Mathematical Achievement Results and management of assessment of Mathematical Achievement Results in the direction of developing students' competencies in primary schools.
2.5.3. Current status of student-related factors
Through the process of conducting a survey using questionnaire 12 (PL2) on the current status of student factors affecting the management of assessment activities of Mathematical results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province, we obtained the results in table 2.14 as follows:

Student factors affecting the management of assessment activities of Mathematical Achievement Test scores according to the orientation of student development in primary schools in Mong Cai city, Quang Ninh province are assessed with a general average from 3.57 to 3.69 corresponding to the four given levels.
In terms of the correlation between specific factors, the factor related to awareness of participating in the assessment of learning outcomes is ranked first (average score is 3.69); the factor related to students' ability to self-assess learning outcomes is ranked second and the factor related to students' awareness and learning awareness is ranked last but the average score is also 3.57. Thus, the survey subjects highly appreciate the influence of professional factors on the management of assessment of learning outcomes in Mathematics towards developing students' competencies at primary schools in the city.
2.5.4. Current status of factors related to management environment
Through the process of conducting a survey using questionnaire 12 (PL2) on the current status of factors belonging to the management environment affecting the management of assessment activities of Mathematical results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province, we obtained the results in table 2.15 as follows:

Factors related to the management environment have more or less influence on the management of assessment activities of Mathematical Science results according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province with the average GPA of 3.69 and ranging from 3.55 to 3.84.
With an average score of 3.84, the factor "Legal documents on assessment of learning outcomes in general and learning outcomes in Mathematics in the direction of developing learners' competencies in primary schools" is considered to have the greatest impact on the management of assessment activities in Mathematics in the direction of developing learners' competencies in primary schools. This is because the system of legal documents creates a legal basis for organizing, implementing assessment activities and managing assessment activities in Mathematics in the direction of developing learners' competencies in schools. The factor "Resources for assessment activities in general and learning outcomes in Mathematics in the direction of developing learners' competencies in primary schools" is ranked second with an average score of 3.77. The remaining factors in turn have an impact on the management of assessment activities in Mathematics in the direction of developing learners' competencies in primary schools in Mong Cai city, Quang Ninh province.
2.6. General assessment of the current situation
2.6.1. Results achieved
- The managers and teachers of Mong Cai City Primary School, Quang Ninh Province have initially recognized the importance of assessing Math results in the direction of developing students' competencies as well as managing the assessment of Math results in the direction of developing students' competencies.
- The objectives, requirements, principles, contents, forms, and methods of assessing Mathematical Achievement Results in the direction of developing students' competencies are implemented uniformly among primary schools in Mong Cai city. The elements of the assessment of Mathematical Achievement Results in the direction of developing students' competencies are gradually being innovated by schools.
- The work of planning, organizing implementation; directing the implementation and checking the assessment of Math results according to the orientation of developing students' competencies has been gradually paid attention to and improved by the Principals and managers of primary schools.
- The system of facilities and infrastructure serving the assessment of learning outcomes and the management of assessment of learning outcomes of primary schools has been improved and gradually meets the necessary needs of these activities.
2.6.2. Existing problems and limitations
- The assessment of Math learning outcomes according to the orientation of developing students' competencies in primary schools in Mong Cai city, Quang Ninh province has not really achieved good results.
- The components of the assessment activities of Mathematical results according to the orientation of developing students' competencies in primary schools have been mainly implemented and achieved results at the " Average " level.
- The work of planning, organizing implementation; directing the implementation and checking the assessment of Math learning outcomes according to the orientation of developing students' competencies only achieved an " Average " level of implementation results.
2.6.3. Causes of the current situation
* Reasons for strengths
- The management staff and teachers of the primary school generally have good moral qualities, professional qualifications and pedagogical skills, are regularly trained and improved in their qualifications, always trust the leadership of the Party and the State; are well-trained, dedicated to their profession, and enthusiastically attached to the school and the cause of education and training.
- Primary schools are always united and closely coordinate between the government and organizations, unions and relevant agencies and organizations.
- There are many advantages in the period of national innovation, innovation in education and training in general and innovation in assessment activities, management of assessment activities of learning outcomes in the direction of developing students' competencies.
