INTRODUCTION

1. URGENCY OF THE TOPIC

After twenty years of renovation, our country's economy has escaped stagnation, developed well, taken advantage of external resources and improved the competitiveness of the economy. The economic structure has shifted in a positive direction in the entire economy as well as in industries, fields and localities. We have highly appreciated the results of the economic restructuring process in recent years. However, compared to the development requirements, the restructuring process in each industry and each locality still has limitations and inadequacies. Therefore, the study of the economic restructuring has great significance in both theory and practice. Building a reasonable economic structure is one of the basic contents of the industrialization and modernization process of our country. Our Party identifies the "core" content of industrialization and modernization as the development of productive forces, the formation and transformation of economic structures associated with fundamental technical and technological innovation, division of social labor, and the strong development of industries with modern science and technology content, aiming at high and sustainable economic growth of the entire national economy.

Ninh Binh is a new province that was established in 1992, a province in the Northern Delta region, located near the key economic triangle of the North: Hanoi - Hai Phong - Quang Ninh. Ninh Binh province borders the provinces of Thanh Hoa, Nam Dinh, Ha Nam, Hoa Binh. It is a province with a favorable location and natural conditions for rapid and comprehensive economic and social development. Along with the process of innovation and economic restructuring of the whole country, the focus on accelerating the process of economic restructuring of Ninh Binh province was proposed by the Provincial Party Committee at the 19th Provincial Party Congress.
