serving tourists such as the Presidential Palace, the Prime Minister's Office, and the Northern Palace (Phinh Palace Guest House).

The city also needs solutions to ensure the safety of tourists, travel insurance policies, medical services, and travel safety for tourists. To implement this solution, the city also needs solutions to strengthen urban management activities in a civilized and modern direction with specific solutions such as ensuring environmental sanitation, managing the traffic system well, and ensuring sidewalks for pedestrians. The city should also consider the option of eliminating fees for parks to create green public areas to serve both residents and tourists.

Second, regarding policies related to the business environment, the city needs to accelerate the equitization and sale of state-owned tourism enterprises. In addition, there should be policies to create land funds in central areas (currently mainly managed by the city's government agencies) to exploit and attract investment in the construction of high-quality accommodation facilities.

The city needs to be open and transparent (in the direction of public bidding) in selecting investors to operate forms of tourist transportation such as cyclo, electric cars, buffalo carts, and boat transportation at tourist destinations. On that basis, replicate these forms of transportation to other tourist destinations. Hanoi also needs to speed up the equitization process, or sell bus stations and train stations to private management.

Hanoi also needs to be proactive and propose to the Ministry of Culture, Sports and Tourism to make adjustments towards transparency, simplification, and procedures for granting international travel business licenses, registering domestic travel; changing regulations on standards for international tour guides that do not require university graduation; considering abolishing the deposit policy for international travel business, or having a plan to use interest from that deposit for tourism promotion activities. The city also needs to propose to competent authorities about visa exemption for key tourism markets.


Third, the city needs to soon complete and stabilize the state management agency for tourism in the city after the Prime Minister's policy and decision on the establishment of the Department of Tourism and the Center for Investment, Trade and Tourism Promotion Information, ensuring the effectiveness and efficiency of state management activities on tourism as well as enhancing the capacity of tourism promotion agencies.

Fourth, the state management agency for tourism needs to strengthen coordination with tourism associations in the city, international organizations supporting tourism development, tourism and foreign language training schools to implement solutions to improve the capacity of businesses, and train tourism human resources in the area. Hanoi's tourism activities also need to have alliances and links with localities with tourism development potential in the Northern region as well as the whole country to create inter-regional products that attract tourists.

Fifth, regarding market research and promotion activities, the city needs to make appropriate investments in market research and tourism promotion activities in a focused, key and professional manner. Organize the exploitation of markets such as China, Japan, Korea and Southeast Asian countries. For the Chinese market, which is a large potential market, it is necessary to organize the exploitation of tourism routes transported by rail. The city also needs to soon abolish the policy of allocating tourism promotion funds by location and population. Promotion funds should be concentrated in a tourism promotion agency of the city.
