Coastal economic development policy of Thanh Hoa province in the period from 2000-2010 - 22


- Continue to improve the state's macro policies. To develop a sustainable marine economy on the basis of successfully implementing the Directives and Resolutions of the Secretariat and the Prime Minister, including the "Vietnam Marine Strategy to 2020"; on a number of urgent solutions in state management of natural resources and the environment, and at the same time to strongly attract investment from many domestic and foreign economic sectors to participate in investment in marine economic development, a comprehensive strategy on marine resources and environment is needed. The strategy will clearly define the goals, tasks and solutions for sustainable use of resources and environmental protection, accompanying the process of accelerating marine economic activities, associated with protecting national defense, security, sovereignty and sovereign rights over seas and islands of our country.

- Strengthening the investigation, survey, research and assessment of the current status of resources, natural conditions and quality of resources to quantify and calculate costs and benefits ; building an information system on marine resources and environment to better understand marine and subsea resources in order to use them economically, effectively, conserve and sustainably develop marine ecosystems; arranging space and developing marine areas in accordance with the ecology of each region; developing sustainable marine economic sectors; controlling sources of pollution from land; preventing pollution from marine activities and transboundary pollution; preventing natural disasters, responding to the negative impacts of climate change and rising sea levels will be important contents of the marine strategy. In addition, the sea and coastal areas are where many intertwined activities take place with the participation of many stakeholders.

We have had many programs, projects, and topics of investigation, research, and study of the sea, but our understanding of the East Sea is still limited; lacking means, equipment, specialized staff, and limited financial resources, the information and data collected are sketchy and unreliable. This is the biggest challenge and also the most difficult barrier on the way to the sea and getting rich from the sea.

- The State needs to have a specific mechanism and policy to create preferential advantages to encourage investors , so that investors can join hands with the country, deeply participate in the fields of construction, exploitation, use and economic development.

Because Thanh Hoa is a province with a large population, ranking third in the country, but is still a traditional agricultural province, it is still poor and has no savings. To ensure a large source of capital for coastal economic development at a high speed as the province's target, on the one hand, the State needs to pay attention to allocating budget capital and preferential credit to support investment in the construction of economic and social infrastructure works in the province, on the other hand, the province needs to continue to maintain a high economic growth rate and have measures to encourage savings for development investment to increase the rate of accumulation from within the economy.

3.3.2. Improve quality, ensure consistency and efficiency in the master plan for socio-economic development of Thanh Hoa coastal area

As mentioned above, to develop the coastal area of ​​Thanh Hoa into a coastal urban area, making the coastal economy a dynamic development area, a driving force for the economic development of Thanh Hoa province, first of all, it is necessary to organize and implement the construction of a master plan for socio-economic development of the coastal area (as well as the socio-economic development plan for the plains and mountainous areas). On August 1, 2011, the Chairman of the People's Committee of Thanh Hoa province signed Decision No. 2482/QD-UBND approving the master plan for socio-economic development of the coastal area of ​​Thanh Hoa until 2020. This is a favorable condition for the completion of the policy for coastal economic development of Thanh Hoa province in the coming years. On the basis of the approved plan, the implementation needs to pay attention to the following specific issues:

Firstly, ensure the effectiveness of industrial and handicraft development planning. Because the coastal area has many advantages in terms of infrastructure, choosing investment locations for projects is relatively easy. However, to effectively plan the use of coastal industrial and handicraft resources, attention should be paid to the following aspects:


1) It is necessary to pay attention to prioritizing attracting high-tech projects. The period of choosing mainly "processing" industries with low value and weak competitiveness in the market is over (Nguyen Quang Thai 2010, p. 158). International experience shows that to accelerate growth and development, to create sustainable development, to become a modern city with comprehensive economic development, it is necessary to prioritize industries with modern technology, creating high economic value. In addition, a coastal area with diverse resources like Thanh Hoa, it is necessary to consider planning for industrial and handicraft development in the direction of having a supporting industrial system, with deep specialization, creating a high economic value chain. To do so, prioritizing industries and industrial products with high technical level needs special attention.

2) Pay attention to concentrating projects on socio-economic hotspots in the region, in which large projects and some medium-sized projects with suitable industries are encouraged to be mainly located in concentrated industrial parks. Small and medium-sized projects are located in industrial clusters, district towns, or if necessary, can be located along national highways and inter-district roads. Small projects and craft villages are located in towns and communes.

3) Planning for the development of industry and handicrafts must pay attention to promoting the coastal area of ​​Thanh Hoa to proactively create production capacity to exchange with the plain area, attract cooperation from mountainous areas to produce large-scale goods, create linkages with the entire province's economy and economic linkages with other provinces in the region through the main routes of National Highway 1A, National Highway 217, the horizontal route along Ho Chi Minh Road in the South and other horizontal routes in the North.

Currently, the development of Industry in the coastal areas of Thanh Hoa has not fully exploited the potential advantages of each locality, but most of them are mainly developing strongly in Nghi Son Economic Zone. Therefore, in the following years, the province needs to have policies to attract investment to other districts, if they have the same advantages. Focus on building so that by 2020, the coastal area can build at least 01 comprehensive marine economic zone, or industrial parks and industrial clusters. Specifically:


- Developing Nghi Son Economic Zone: Developing Nghi Son Economic Zone into a multi-sector, multi-sector economic zone as a locomotive to promote the coastal economy of Thanh Hoa in particular and the economic development of Thanh Hoa province in general. Speeding up the construction of technical infrastructure and functional areas; Strive to basically fill the planned land area for industry by 2015, and fill most of the functional areas of the Economic Zone in the period of 2016 - 2020.

- Coordinate with Nghe An, Ha Tinh, and Quang Binh provinces to build high-tech zones, industrial parks, and industrial clusters in coastal areas to attract projects for manufacturing and assembling electromechanical machines, manufacturing electrical, electronic, telecommunications, and refrigeration equipment, developing supporting industries for mechanical engineering, manufacturing and assembling means of transport, automobiles, and tractors.

Developing industrial clusters. Currently, according to the 2011 Plan, each district in Thanh Hoa province develops 2-3 industrial clusters. Such planning is fragmented, difficult to attract high-tech investment and difficult to coordinate to develop supporting industries according to high-economic value chains. Therefore, we believe that each district should develop a concentrated industrial cluster, coordinate industries in the industrial cluster and clearly assign functions to each industrial cluster to avoid self-competition in a province in attracting resources. Accordingly, we propose to develop Quang Tien Industrial Cluster + Sam Son Town; Inter-commune Industrial Cluster + Tu Sy + Tam Linh Craft Village, Nga Son District; Hoa Loc Industrial Cluster + Hau Loc Town, Hau Loc District; Tao Xuyen + Hoang Phu + Nam Gong, Thai Thang Industrial Cluster, Hoang Hoa District; Tien Trang + Quang Nham - Quang Thach + Bac Ghep Industrial Cluster, Quang Xuong District.

On that basis, it is necessary to pay attention to developing key industries to create momentum to promote industry in the whole region. Specifically:

+ The vehicle building and repair industry, based on the coastal advantage, focuses on investing in building shipbuilding and repair facilities with a tonnage of up to 100,000 tons in Nghi Son Economic Zone, and small shipbuilding and repair facilities under 10,000 tons in estuary areas associated with the development of private fishing ports or boat mooring ports in districts with conditions.


+ Electricity industry: Focus on investing in the construction of the 3,000 MW Nghi Son Thermal Power Center according to the planning of the Ministry of Industry, developing the production of construction materials utilizing ash and slag from the factory. After 2011, research and take the lead in developing 2-3 projects to produce electricity using wind energy and energy from ocean waves in some districts with conditions.

+ Chemical Industry: There are policies to accelerate the development of the petrochemical refining industry, production of post-petroleum refining products, fertilizers, and other chemical products, cement and other construction materials; expand Nghi Son Cement Plant, increasing capacity to 4.5 million tons/year; expand Cong Thanh Cement Plant Phase II, capacity 4 million tons/year.

+ Metallurgical industry: Mobilizing the construction of steel billet production facilities from imported raw materials, producing some common and special steel types, producing ferrochrome, alloy steel... in Nghi Son Industrial Park.

+ Textile and Garment Industry: Mobilize capital to build the Southern Textile and Garment Industrial Cluster in Nghi Son Industrial Park or Tinh Gia District, develop a satellite garment processing network in neighboring districts, mainly for export garments, expand production and business of So To Textile and Garment Industrial Cluster,... to attract surplus labor due to land clearance relocation of the economic zone and reduce the number of laborers migrating to urban areas in general.

+ Processing industry of aquatic products, food, vegetables, high-end wooden products... for export and domestic consumption. Strengthen learning from experiences of other countries or calling for foreign investment to invest in deep processing to produce high-end food products from fish in particular, seafood in general. Arrange in the region suitable for the supply of raw materials, in which priority is given to arranging food production belts around large cities.

+ Producing all kinds of packaging paper, including cement paper in Hau Loc for use with bamboo and wood, and in Nghi Son Industrial Park for use with margin paper.

+ Mining - Mineral processing: have a plan to effectively exploit stone, clay, sand, gravel to produce construction materials such as cement, bricks, tiles, other construction materials...


+ Mechanical repair services: Develop auto and motorbike repair shops with food and accommodation services (Motel style) for vehicles along National Highways and economic hubs. Establishments selling, repairing and maintaining household appliances and equipment for agricultural and aquatic production (engines, electricity, electronics, telecommunications, etc.).

+ Regarding handicrafts. Promote the advantages of handicrafts, focus on traditional occupations and craft villages, especially those with products from sedge processing, combine with the propagation of new occupations, quickly and widely develop handicrafts in villages and communes. Link handicraft production with tourism services in tourist areas.

Second, implementing the planning for the development of the fisheries sector. The implementation of the planning for the development of the fisheries sector must pay attention to the policy of comprehensive development of the fisheries sector (including fishing, farming, processing and services) to continuously improve the quality and efficiency of production in order to make fisheries one of the important economic sectors of the province, accounting for an increasingly high proportion of the agricultural, forestry and fishery production value. Developing fisheries in the direction of industrial production, creating a stable source of raw materials for processing and export. Closely combining fisheries production with agriculture and other sectors, creating faster development steps and solving employment, improving people's lives.

Continue to improve the capacity and efficiency of offshore fishing, combined with the organization of reasonable exploitation of nearshore areas, increase the province's exploited aquatic product output to about 60 thousand tons in 2010; 70 thousand tons in 2015 and stabilize at 90 thousand tons by 2020. Invest in building large fleets and synchronizing urban fishing centers to develop offshore fishing, combined with protecting national security and defense at sea. Carry out a reasonable rearrangement of coastal fishing, transferring a part of coastal fishing labor to other fields to protect and develop resources.

Upgrade and build new fishing ports for the people, gradually forming civilized and modern fishing villages along the coast. Build a system of wholesale fish markets in key seafood exploitation areas of the province. Strengthen and invest in facilities for building and repairing boats and providing services for nets, yarn, oil, salt, etc. to better serve seafood exploitation.


Strongly develop aquaculture, including freshwater, brackish water and saltwater. Expand freshwater aquaculture on large rivers and lakes; develop rice-aquaculture models in low-lying areas. Strongly transform farming methods from extensive to semi-intensive, intensive and industrial farming to create large and stable product volumes for processing and export.

Third, in implementing coastal tourism development planning, it is necessary to link with the provincial tourism planning . Developing coastal tourism in Thanh Hoa is linked with National Highway 1A (North - South direction) including the plain and coastal districts. This is the most important socio-economic space of Thanh Hoa province, with many favorable conditions for the development of industry, services - tourism and agriculture, aquaculture, with a convenient location and infrastructure conditions, especially National Highway 1A and the trans-Vietnam railway, seaport system. The development of this socio-economic space allows for the effective exploitation of the most important tourism potentials of Thanh Hoa such as Sam Son, Ben En National Park, Lam Kinh, Ho Dynasty Citadel, Ba Trieu Temple... On that basis, the following tourist routes are formed:

- Building coastal tourist routes such as : Thanh Hoa City - Sam Son - Thanh Hoa City, Thanh Hoa City - Quang Xuong - Nong Cong - Ben En, Thanh Hoa City - Nga Son, Thanh Hoa City - Quang Xuong - Tinh Gia - Nghi Son Economic Zone - Hon Me (road and waterway)

Fourth, implement the planning for the development of major coastal crops. The province needs to continue to direct the planning of specialized peanut and sedge growing areas, focusing on intensive investment in coastal districts; research and apply high-yield peanut and sedge varieties for export; direct coastal districts to soon complete the task of consolidating canals and improving field surfaces; strengthen agricultural extension work to arrange a planting schedule to overcome the widespread drought and flooding in the peanut and sedge growing areas of Thanh Hoa coastal areas, which have been clearly identified as analyzed above.

Regarding the development of food vegetables . According to the results of land assessment, suitable land for growing vegetables in Thanh Hoa includes 6 types of land: alluvial soil, sandy soil and silver soil.

Thus, the land fund suitable for the development of food vegetables is very large, enough to meet the demand for food vegetable production for consumption in the province, especially preparing for the formation of Nghi Son Economic Zone and participating in export.

In addition, coastal districts need to focus on investing in building a number of concentrated and specialized vegetable production areas. According to the province's policy, in the coming years 2015-2020, the province will develop concentrated and specialized vegetable production areas in the delta and coastal districts, especially in the areas surrounding urban areas and industrial parks.
