Modernizing firmly by taking root in traditional sources and at the same time, through the proactive reception, inheritance, and promotion of traditional cultural values and national identity, shaping and creating cultural values will contribute to building an advanced and modern military culture, building an advanced culture with strong national identity and bringing modern military cultural values into life, culture, and society.
The subjects of resolution: are the leadership and command organizations at all levels, the education and training management agencies, the mass organizations in the army; the force includes the team of lecturers, management staff and the soldiers themselves. In which, the leadership and direction of the Party Committee, the commanders and the participation of the soldiers in the grassroots units are the direct subjects of that process, playing a decisive role in the quality and effectiveness of the entire process. The soldiers in the grassroots units are both the object and the subject of the promotion process. As an object, the soldiers are under the control of the promotion subjects and the domination of the purpose, content, method and form of resolution. As a subject, the soldiers are active, proactive, independent and creative in receiving and handling the impacts of the resolution process.
Resolution content: to unify the inheritance and promotion of traditional cultural values with the absorption and creation of modern cultural values of the times in the consciousness, behavior, and cultural values of soldiers. To properly resolve the regulation, interaction, and transformation of tradition with modernity, to create a positive direction while simultaneously restraining the negative direction to promptly transform good qualities and values such as: ardent patriotism, absolute loyalty to the Party, State, Army and People; spirit of internal solidarity and unity, love for comrades, teammates, and people; noble humanity; indomitable and brave fighting spirit; the art of fighting of our ancestors. In which ardent patriotism, absolute loyalty to the Party, State, Army and People is the most typical value, governing and orienting the development of values.

The results of awareness and research of the subject are expressed in the generalization of the system of cultural values, the system of standard values of people for the traditional - modern relationship in the development of military culture in a specific and appropriate manner. Only that generalization can create a foundation and direct motivation for the traditional - modern relationship in developing the military culture of the Vietnam People's Army in accordance with the law, in accordance with reality, and with feasibility.
Only from the awareness of what is right and what is wrong can there be a basis for forming attitudes and motivations to support, honor or criticize. The Party's viewpoint in the Resolution of the 12th Congress clearly shows that there must be a strong change in awareness: "All Vietnamese people have a deep understanding, pride and respect for the history and culture of the nation. Affirm and honor what is right, good, positive and noble; spread noble and humane values" [31, p.127]. This shows the cognitive role of organizations and forces in improving the quality and effectiveness of research to perfect the system of cultural values, the system of values of cultural behavior standards and to create and consolidate unity from awareness to unity in feelings, attitudes, motivations and will among military subjects. From the results of scientific research to the completion of guiding viewpoints; programs, plans and to creating spiritual motivation for the realization of the traditional-modern relationship in the development of military culture is a logical chain. The role of motivation is expressed in many different aspects. It is the driving force for eliminating distorted perceptions in each military subject. Each soldier more or less still harbors the remnants of inappropriate perceptions. With the results of awareness and scientific research included in the education and propaganda program, it will transform the military subject from perception to feelings, attitudes, motivations, beliefs, will and behaviors in accordance with the orientation and standards of cultural values. That transformation process has included creating the power to eliminate incorrect perceptions, consolidate and develop correct perceptions at each specific stage. There are perceptions that were correct at the previous stage, but will no longer be correct at the next stage. The recognition of such incorrectness can only be achieved through the results of scientific research, the generalization into a system of criteria and standards of cultural behavior.
The quality and effectiveness of awareness and of the concrete steps in perfecting the guiding viewpoints and action programs of leaders and commanders at each specific unit are the premise and driving force for the traditional - modern relationship in developing the military culture of our army. It is the driving force in the sense that it converges the combined strength of all subjects together.

These specific characteristics are determined by the cultural environment at the base unit. The nature, characteristics of the political tasks and the historical (traditional) form of each unit, each cultural environment orients the development of different personality models. The military cultural environment receives, trains and refines each soldier according to a standardized personality model (appearance), with sufficient qualities and capacity to complete the unit's political tasks.

The cultural environment emerges a system of value standards, criteria for recognizing and evaluating culturally appropriate or inappropriate expressions of each thought and behavior of a soldier. Through unifying the criteria for evaluating expressions of values that are standard or deviant, each subject is educated, shaped and adjusted in a specific way. The evaluation criteria are not only the purpose and content of propaganda education, but also the basis for creating and promoting cultural and ethical "public opinion" to honor and encourage standard expressions, and at the same time criticize deviant expressions.
