The province implements investment projects to develop tourism in the area.

- The level of management and tourism expertise has been improved, Lam Dong tourism industry has truly affirmed its important position and role in tourism in the Central Highlands and the whole country.

2.8.2 Existing problems and limitations

- The main tourism development targets have not been achieved as forecasted.

Industry planning and annual plans.

- The effectiveness of tourism development investment and tourism business in the area is still low. Tourism development is not commensurate with the potential and strengths of the locality as well as the role of a dynamic economic sector and is still low compared to some localities considered as tourism centers of the country;

- Although tourism products have changed, in general, they still grow slowly, are not attractive enough, and have not created unique tourism products. The poverty of entertainment products at night or in the rainy season has not been overcome, so they are not attractive and do not retain tourists;

- The implementation of detailed plans and projects is not suitable to the requirements of the plan and the reality of development; The implementation of key programs and key tourism projects is still slow. Although the investment projects have attracted quite a lot, many projects are small in scale, the objectives of the projects overlap, which has negatively impacted the landscape environment as well as the ability to create unique local products;

- Promotion and advertising work has not met the increasingly high development requirements of the industry, the capacity of tourism labor force is still weak in terms of expertise, foreign languages and communication style...

- Tourism resources and environment are gradually degrading due to low efficiency of resource exploitation;

- Although tourism human resources have been trained and developed,

In general, the workforce is still weak in both quantity and quality;

Foreign language level, professional expertise, formal training

still low;

- The awareness of all levels, sectors and the whole society about identifying tourism - service economy as a driving force for the province's economy is not really profound, not creating a combined strength to develop the local tourism economy.

2.8.3 Reason for existence

- The complex fluctuations in the world in terms of economy, politics, natural disasters, epidemics, etc. in recent times, especially the current global economic and financial crisis, have negatively impacted the tourism industry in Vietnam in general and Lam Dong in particular.

- Competition and market sharing among major tourist centers in the region and the country are increasingly fierce, moreover, the needs and tastes of customers tend to change with increasingly high demands.

- The recent domestic situation also has many unfavorable factors such as weather, epidemics, high prices... which have affected the attraction of tourists in the country in general and Lam Dong in particular, affecting the attraction of investment capital for industry development.

- The system of documents guiding the implementation of the Law on Tourism is still lacking and inadequate, the system of policy mechanisms is not really open, administrative procedures are still cumbersome, not really reasonable, and lack clarity, so it has not really created an open and attractive investment environment for investors.

- Coordination between levels and sectors still has many shortcomings, there is still overlap and division in the division of labor and management decentralization between sectors and territories.

- The exploitation of tourism resources is still spontaneous, unbalanced and

lack of sustainability

- Although the transport infrastructure has been invested in and upgraded, it still does not meet the requirements of socio-economic development in general and tourism in particular. In particular, air transport is still in the process of completion, so it has not been put into operation at 100% capacity, not creating convenience for tourists. The intra-provincial and inter-regional road transport system has not yet fully promoted its effectiveness to create a driving force for tourism development.

- Tourism businesses are still passive in building strategies to develop tourism products and expand markets, self-promoting and promoting tourism to exploit customers. They have not paid attention to applying advanced scientific and technological advances to tourism business.

- State management in implementing planning is still weak, the implementation of detailed planning and investment projects is still slow, and post-planning management is not good. The implementation of the Law on Tourism and guiding circulars is still incomplete and inadequate, which partly affects the overall development of Lam Dong tourism.

- Training and retraining of staff serving in the tourism industry

The schedule does not meet industry requirements.

- Most tourism investment projects are in the implementation stage and the implementation is still slow; some investors are limited in capital, capacity, experience in tourism business management and operation, the scale of investment projects is still small, investment rate is low, some projects are not really attractive to attract investors (especially projects related to ethnic minority areas, forest development to serve ecotourism).

- Lam Dong tourism has not had the conditions to connect and exploit the tourist flows of tourist routes that are especially attractive to international visitors such as: Central Heritage Road, cross-Vietnam tourism, sea tourism... Meanwhile, tourist routes with great potential such as "Green Road of the Central Highlands", "Tourism back to the old battlefield" have not been well exploited.

- The seasonality of Lam Dong tourism is quite evident. During holidays, Tet, and summer, there are many visitors, in large numbers, while in the low season (rainy season), there are not many visitors, "supply" is greater than "demand", so there are some negative effects in business...

- The activities of the Tourism Association are not effective and have not yet promoted their role.

role in the overall development of the industry.

- Socialization of tourism development is not well implemented, people's awareness of protecting tourism resources and environment is still limited.

Chapter 2 Summary

Besides the achieved results, Lam Dong tourism still has a lot of work to do to achieve the annual plan of the industry, worthy of being a key position in the economic development strategy of the province.

Clearly recognizing the achievements, in addition to the shortcomings, studying the objective and subjective causes to propose solutions to develop Lam Dong tourism towards high quality and sustainability in the period of world economic integration.
