INTRODUCTION

1. Reason for choosing the topic

Good health is an important goal of comprehensive education, in which caring for, protecting and educating the health of the young generation in the school system is always a special concern of the Party, the State, each family and the whole society. The goal of education is: "Training Vietnamese people to develop comprehensively, with ethics, knowledge, health, aesthetics and profession, loyal to the ideals of national independence and socialism; forming and nurturing personality, qualities and civic capacity, meeting the requirements of building and defending the Fatherland".

Implementing the Party's innovation policy, the social security policy system in our country has undergone fundamental changes. After more than 20 years of implementation, the health insurance policy and law have been increasingly improved, affirming the inevitable trend, the right, fundamental and long-term direction to improve the quality of health care and protection for the people. As a target group implemented from the early years, the health insurance policy for students has increasingly affirmed itself as an important, correct and strategic orientation in caring for and developing human resources.

After more than 22 years of development of the health insurance career, health insurance for students has achieved great achievements, demonstrated by convincing figures, from 650 thousand students participating in the first school year 22 years ago, by the 2014-2015 school year the number has increased more than 20 times, with 15 million students, accounting for 88.5% of the total number of students nationwide; in many provinces and cities, nearly 100% of students have health insurance. Accordingly, hundreds of thousands of billions of VND from the health insurance fund for students have been invested in, upgraded, and built school health systems, and tens of millions of students have been examined, treated, and fully enjoyed health insurance benefits with large costs of up to tens of millions of VND per treatment [1,2].

The current situation of students of all ages is at high risk of school-related diseases, which is a concern for parents and the whole society. The results of research and surveys on the current state of student health and the environment are posing the need for physical education, primary health care, and improving the health of students as an urgent issue. In the current context of increasing hospital fees, the care and protection of students' health through the health insurance mechanism is increasingly important, helping their families overcome the poverty trap caused by illness and disease to continue studying, practicing and improving knowledge, becoming useful citizens for their families and society.

Although there are still certain limitations and shortcomings that need to be implemented more resolutely and thoroughly, in practice, over twenty years of its establishment and development, student health insurance is like a breath of fresh air, reviving the school health system and bringing great significance in educating the morality of loving fellow human beings "Love others as you love yourself"; practically caring for and protecting the health of the future owners of the country.

After nearly 5 years of implementing health insurance for students according to the Health Insurance Law (2008) and especially implementing the Law on amending and supplementing a number of articles of the Health Insurance Law (2014) in the 2015-2016 school year, nearly 12% of students still do not have health insurance [2]. The reason is that many parents do not see the benefits of participating in health insurance and because the Health Insurance Law stipulates that health insurance for students is mandatory but there are still no sanctions, and communication work is limited.

The press is the most important part of the mass media system. Thanks to the press, society has gradually raised awareness, understanding, sympathy, sharing and support for health insurance policies in general and health insurance policies for students in particular. However, the reality shows that information about health insurance policies in general and health insurance for students in particular in printed and electronic newspapers is still slow and lacking in updates. The number of articles and works with content on health insurance is still small, and the quality is still poor.

high, some newspapers publish outdated information, low authenticity, and few articles about good people in implementing the health insurance policy [49,50]. What is special is that the press has not done a good job of propaganda, mobilization, guidance and explanation for parents, students, school leaders and education officials to understand the innovation of implementing health insurance for their children, to discuss and resolve difficulties; this is an issue that cannot be taken lightly by the media. The increase in contribution levels has been stipulated in legal documents, there is no need to discuss further, but the press must explain so that students and parents understand that it is for the purpose of improving the quality of medical examination and treatment, for the rights of students to be better guaranteed, and for the budget for primary health care to be more abundant. In addition, the role of the press is to propagate and popularize so that the public can see that the regulation of the value of using health insurance cards for students in the fiscal year is a positive improvement drawn from reality, feasible and convenient for the parties involved, that is: reducing difficulties for parents. However, the above situation shows that the propaganda work for students and their parents to understand health insurance has not met the requirements. The figure of 12% of students who have not participated in health insurance shows a paradox that the traditional and most potential subjects of compulsory health insurance have a coverage level that is not superior to other groups. Students are the future generation that needs health care right from when they are still in school, and the most effective solution is through the health insurance mechanism. However, due to the psychology and habits of students who are still passive in self-care and health protection, it is necessary to have appropriate and effective communication and education measures.

Moreover, today, facing the explosion of information, information posted on electronic news sites is increasingly accessed quickly by young people anytime, anywhere and by all electronic means. Along with printed newspapers, electronic newspapers are increasingly chosen by readers, especially young people, because of their superiority. Therefore, innovation in content and form

The method of conveying information about innovation in implementing health insurance policies for students to improve the quality of information on implementing health insurance policies in printed and electronic newspapers is being researched by Vietnam Social Security and press agencies and is an urgent requirement.

To have scientific evidence to contribute to recommendations to the leaders of Vietnam Social Security, ministries and press agencies in implementing health insurance for students on the roadmap to universal health insurance. For the above reasons, I chose the topic: "The issue of innovation in implementing health insurance for students in print and electronic newspapers in Vietnam today" to build my Master's thesis in journalism.

2. History of research problem

In order to evaluate the implementation of health insurance for students in print and electronic newspapers in Vietnam today, the author has conducted a survey, synthesis and analysis of research works related to the topic, including direct studies on the issue of health insurance for students; as well as basic studies on the functions, tasks and roles of the press in social life, methods of evaluating the effectiveness of mass media, etc.

The results show that research works from the perspective of journalism on this issue are almost left open. At the Master's level, most recently in 2014, there was only 01 Thesis by author Dinh Thi Hien, Faculty of Journalism & Communication, University of Social Sciences and Humanities, Vietnam National University, Hanoi with the topic "The press and the issue of health insurance in print newspapers today" [18]. In this Thesis, the author focuses on researching information in print newspapers reflecting on health insurance in general; the content on health insurance for students is mentioned very little; especially the theoretical basis of the press and the issue of health insurance for students has not been mentioned at all.

Previously, there were a few Bachelor of Journalism Graduation Theses also from the Faculty of Journalism & Communication that researched the relationship between Journalism and issues.

The topic of health insurance, such as author Bui Dinh Cu, conducted in 2000 with the topic " Press and health insurance policy in Vietnam" ; author Duong Van Thang, conducted in 2003, with the topic "Press and health insurance issue" ; author Dinh Thi Hien, conducted in 2006, with the topic "Universal health insurance is reflected in the Social Insurance Magazine" ... In general, at the bachelor level, these research works have only mentioned the most general aspects or quite broad areas at the macro policy level of health insurance, while there has been no work that has gone into depth in researching the issue of health insurance for students - a large group, accounting for nearly ΒΌ of the population and having its own characteristics [18,42].

Therefore, the research topic " The issue of innovation in implementing health insurance for students in print and electronic newspapers in Vietnam today " is independent and does not overlap with previous studies.

3. Research objectives and contents

3.1. Research objectives

- Point out the relationship and role of the press with the issue of health insurance for students; at the same time, through surveying and evaluating the current situation, propose solutions to improve the quality and effectiveness of health insurance information for students in print and electronic newspapers in the coming time.

3.2. Research content

- Research and systematize theoretical issues of journalism with the issue of health insurance for students.

- Survey and evaluate the current situation of press information on health insurance for students, clearly pointing out advantages, disadvantages and causes.

- Develop solutions to improve the quality of health insurance information for students in print and electronic newspapers, meeting communication requirements, contributing to the successful implementation of the roadmap for universal health insurance according to the Party's orientation and the State's laws.

4. Research objects and scope

4.1. Research subjects

The research object of the thesis is the issues of innovation in implementing health insurance for students reflected in printed and electronic newspapers in our country today, through a survey of some typical newspapers.

4.2. Scope of research

- The thesis focuses on studying the content and form of information about health insurance for students on 04 print and electronic press agencies closely related to communication work on health insurance for students, namely: Social Insurance Magazine (the mouthpiece and information agency for theoretical and professional research of Vietnam Social Insurance - the unit organizing the implementation of health insurance policy), Labor Newspaper (the agency of the Vietnam General Confederation of Labor), Dan Tri Electronic Newspaper ( the agency of the Central Vietnam Association for Promoting Education) and Vnexpress Electronic Newspaper (the agency of the Ministry of Culture - Information).

- The research period is 1 year (from October 2014 to October 2015). The author chose this period because this was the time before and after the Law amending and supplementing a number of articles of the Law on Health Insurance was passed by the 13th National Assembly, with new provisions of the law on health insurance policies and regimes for students.

5. Methodology and research methods

5.1. Methodology

We approach from the theory of Marxism-Leninism, Ho Chi Minh thought, the viewpoints and leadership lines of the Party and the State on revolutionary journalism and social security policies in general and health insurance for students in particular to build theoretical arguments. By observing practice, we find practical arguments to prove, explain and thereby propose innovative solutions for " The quality of information on health insurance for students in print and electronic newspapers today".

- From secondary documents, articles published in print and electronic newspapers in Vietnam from October 2014 to October 2015 and primary data collected through investigations, surveys, and in-depth interviews, we can explain and prove the research problem.

5.2. Research methods

5.2.1. Research methods to determine theoretical arguments

To determine the theoretical argument, the thesis uses the method of document research (desk research), books and newspapers on press, media and policies and laws of the Party and State on health insurance in general, health insurance for students in particular to build a system of theoretical basis for journalism on the issue of health insurance for students; as a scientific basis for assessing the current situation and proposing appropriate solutions.

5.3. Research method to determine practical arguments

To determine the practical argument, the thesis used qualitative and quantitative research methods to answer the research questions in the research objectives and tasks, including:

- Qualitative research method: Focused in-depth interviews

+ Content: research and identify some factors related to information about health insurance for students in print and electronic newspapers today.

+ Research sample selection: we used non-random sampling method (purposive sampling) to collect a lot of information from a few cases with extensive knowledge in the field of journalism and the field of health insurance for students;

+ Subjects: leaders of some professional units of Vietnam Social Security; leaders of some prestigious press agencies.

- Quantitative research method: we conducted a sociological survey, survey tool using questionnaire.

+ Content: Study some factors related to the quality of information about health insurance for students in print and electronic newspapers in Vietnam today.

+ Survey subjects: parents of students in inner city and suburbs of Hanoi

+ Survey location: intentionally selected an inner-city district, including 3 wards of Thanh Xuan district, suburban areas selected 1 town and 2 communes of Soc Son district, for survey and interview using questionnaires.

- To achieve the research objectives and tasks, the thesis also uses secondary document research methods currently stored at Vietnam Social Security.

6. Theoretical and practical significance of the topic

- The thesis applies the theoretical basis of journalism to solve a practical problem. The research results will contribute to supplementing the theoretical basis of journalism in communication activities to develop health insurance for students, ensuring the sustainability of the policy and promoting the effectiveness and efficiency of the law.

- The thesis can supplement the theoretical and practical basis for educational and training activities of journalism and communication on social security policies; serve as useful reference materials for training and fostering activities of reporters of press agencies monitoring the socio-cultural fields and cadres working in journalism and communication on health insurance policies and laws in general, and health insurance for students in particular.

7. Structure of the Thesis

In addition to the introduction, conclusion, list of references, appendix, the thesis is structured into 3 chapters:

Chapter 1 : Theoretical and practical basis of the research problem.

Chapter 2 : Current status of information on innovation in student health insurance in printed and electronic newspapers in our country.

Chapter 3: Solutions to improve the quality of information on student health insurance in print and online newspapers.
