INTRODUCTION

1. Reason for choosing the topic

Building and developing human resources is always the top priority of the Communist Party of Vietnam in the process of leading the revolution. The 12th National Congress of the Party (January 2016) identified the task: "Promoting human factors in all areas of social life; Focusing on building people in terms of ethics, personality, lifestyle, intelligence and working capacity; Building a healthy cultural environment". Correctly recognizing people in today's society is the basis for building strategies, tactics, choosing leadership and management methods and building reasonable and effective organizations. First of all, the Party identified the goal of "building a comprehensively developed Vietnamese culture and people, aiming at truth - goodness - beauty, imbued with national spirit, humanity, democracy and science" (Documents of the 12th National Congress - Central Office of the Party, Hanoi, 2016). In particular, resolutely protecting and promoting the good, sustainable traditional values of the nation that have been forged in the historical process of the nation is one of the tasks that our Party has determined to contribute to the implementation of the persistent, unflinching struggle against negative, degenerate, and corrupt manifestations of a part of people in today's complexly changing society.

Vietnam is a multi-religious country. The Party's viewpoint on Building and developing an advanced Vietnamese culture imbued with national identity in Resolution 5 of the 8th Central Committee set out the task of building a cultural policy on religion . The 9th and 10th National Congresses of the Party both affirmed the viewpoint of promoting good cultural and ethical values of religions . The 11th National Congress emphasized Continuing to perfect policies and laws on beliefs and religions in accordance with the Party's viewpoint in the new period of the country; Respecting good ethical and cultural values.

The beauty of religions . Inheriting Ho Chi Minh's thought on religious solidarity; On freedom of belief; Ensuring people's freedom of belief; On the relationship between religion and nation, the Party and State of Vietnam have had the right orientation, creating favorable conditions for Buddhism to exist with other beliefs and religions. The United Nations Vesak Festival held in Vietnam in 2008 is an affirmation that the Vietnamese State respects and supports the correct decision of the United Nations to choose the Buddha's Day as the world cultural and religious day, and at the same time affirms that the Vietnamese State always cares about and respects the good moral values that religions bring to social life, including Buddhism.

The flag of humanity, peace, friendship and cooperation of the Great Festival continues to be raised high at the Bai Dinh spiritual and cultural tourist area (Ninh Binh) from 8 to 9 October.

10. 5. 2014 in the 2014 United Nations Vesak Celebration with the theme of Buddhism contributing to the achievement of the United Nations Millennium Development Goals . Speaking at the opening ceremony, Mr. Nguyen Sinh Hung (Chairman of the XIII National Assembly 2011-2016) emphasized that Vietnam advocates preserving and promoting national cultural identity, ready to absorb and receive the cultural quintessence of humanity. Vietnam always respects the noble values built and nurtured over thousands of years by religions, including Buddhism, especially religious ethics that guide people towards truth, goodness, beauty, upholding people, upholding human morality and personality.

The spread in today's social life, in the world as well as in Vietnam, marks the international and national character of Buddhism. Like other religions, Buddhism affects the stability, solidarity, social tolerance, sustainable development of the country and has a positive role for people. Philosophy, ethics, and psychology in Buddhism are expressed as a most comprehensive system of thought that is directly related to the aspirations of society. Studying and pointing out the true value of Buddhism when ethics is becoming a current issue has a certain significance in the renovation process, when we need to mobilize all resources to participate in the cause of building the country in the direction of socialism, including the important issue of building people, consolidating the great bloc.

National solidarity and inheritance, promoting positive factors, cultural and ethical values in religion in building new ethics, advanced culture, imbued with national identity.

The history of the nation during the Ly - Tran period was the period when Dai Viet nation had a remarkable development compared to the previous period in politics, economy, military, culture and society, and it was also the period of brilliant development of Buddhism. Vietnamese culture during the Ly - Tran period left behind cultural values, including ethical culture. It was a culture built by people living in a historical period where Buddhism was considered the national religion with an important role in stabilizing the spiritual life of society. Those people could be ordinary people, officials, generals or more specifically, a king with a profound influence who was a monk or accepted the influence of Buddhism.

So what is the relationship between Buddhism and the development of the Ly - Tran dynasties? This is the problem that the thesis sets out to research when studying the influence of Buddhism on the ideology, domestic politics, diplomacy, government organization and law of the Ly - Tran dynasties. From there, explain the relationship between Buddhism and the ethical culture of the Ly - Tran dynasties, correctly assess the role of Buddhism in the prosperity of the Ly - Tran dynasties in the development of national history. The topic of the thesis is a completely new research direction based on a brief overview of documents discussing Buddhism with Vietnamese ethical culture in general and the Ly - Tran era in particular.

2. Research purpose and tasks

To answer the research questions of the topic: What influence did Buddhism in the Ly - Tran period have on the ethical culture of the Ly - Tran dynasties in carrying out the political tasks that the nation and the era set for the two dynasties? How did the dynasties absorb the influences of Vietnamese Buddhism to solve those tasks? In what way? What lessons can be drawn from the influence of Buddhism on the ethical culture of the Ly - Tran dynasties for the
