Third , building a new lifestyle today is living and working according to the constitution and the law. Laws are issued by the state to regulate social relations and protect social order. Laws that want to enter into life must include ethical values, aiming for a humane and humane society. In the process of building and perfecting the socialist-oriented market institution, our Party and State have determined that it is necessary to build a complete legal system, strictly implement the law, thereby creating a disciplined society, eliminating the backward concept of the old lifestyle: "Continue to perfect the legal system, mechanisms, and policies to effectively operate the economy" [33, p.247].
In Vietnam today, there is not only one way of life - the new way of life, but also many ways of life of the old regime: the feudal way of life, the bourgeois way of life, the neo-colonial way of life, the old regime that still remains. The new way of life goes through a process of emergence, development and perfection. That process is closely linked to the struggle to eliminate the remnants of the old way of life, to build a new, civilized and progressive way of life. It is not necessary to build a new socialist way of life after the completion of socialism, but it must be built right from the beginning of the transition period. Building a new way of life right from the beginning has the meaning of orientation and paving the way. Therefore, the new way of life is like an ideal "image" that we must build, must strive for. The requirement is to build a new way of life so that humanity and national character are unified, between tradition and modernity, both bearing a strong national identity and absorbing the quintessence of humanity.
When talking about the new life, President Ho Chi Minh reminded: the new life does not mean abandoning everything old, does not mean making everything new. Whatever is old and bad must be abandoned. For example: we must abandon all laziness and greed; Whatever is old and not bad, but troublesome, must be revised to be reasonable; Whatever is old and good must be further developed. For example: we must love each other, be more loyal to the country, and more filial to the people; Whatever is new and good, we must do. For example: eat and live hygienically, work in an orderly manner. How to make our life, materially more complete, and spiritually happier. That is the purpose of the new life [91, pp.94-96].

of the islanders. Therefore, this indicator will be divided into two sub-indicators:
a1. Natural tourism attractiveness a2. Cultural tourism attractiveness
b. Tourist capacity
The two island communes in Quan Lan have different capacities to receive tourists. Minh Chau Commune is home to many standard hotels and resorts, attracting high-income domestic and international tourists. Meanwhile, Quan Lan Commune has many motels mainly built and operated by local people, so the scale and quality are not high, and will be suitable for ordinary tourists such as students.
c. Time of exploitation of Quan Lan Island Commune:
Quan Lan tourism is seasonal due to weather and climate conditions and festivals only take place on certain days of the year, specifically in spring. In Quan Lan commune, the period from April to June and from September to November is considered the best time to visit Quan Lan because the cultural tourism activities are mainly associated with festivals taking place during this time.
Minh Chau island commune:
Tourism exploitation time is all year round, because this is a place with a number of tourist attractions with diverse ecosystems such as Bai Tu Long National Park Research Center, Tram forest, Turtle Laying Beach, so besides coming to the beach for tourism and vacation in the summer, Minh Chau will attract research groups to come for tourism combined with research at other times of the year.
d. Sustainability
The sustainability of ecotourism sites in Quan Lan and Minh Chau communes depends on the sensitivity of the ecosystems to climate changes.
landscape. In general, these tourist destinations have a fairly high level of sustainability, because they are natural ecosystems, planned and protected. However, if a large number of tourists gather at certain times, it can exceed the carrying capacity and affect the sustainability of the environment (polluted beaches, damaged trees, animals moving away from their habitats, etc.), then the sustainability of the above ecosystems (natural ecosystems, human ecosystems) will also be affected and become less sustainable.
e. Location and accessibility
Both island communes have ports to take tourists to visit from Van Don wharf:
- Quan Lan – Van Don traffic route:
Phuc Thinh – Viet Anh high-speed boat and Quang Minh high-speed boat, depart at 8am and 2pm from Van Don to Quan Lan, and at 7am and 1pm from Quan Lan to Van Don. There are also wooden boats departing at 7am and 1pm.
- Van Don - Minh Chau traffic route:
Chung Huong high-speed train, Minh Chau train, morning 7:30 and afternoon 13:30 from Van Don to Minh Chau, morning 6:30 and afternoon 13:00 from Minh Chau to Van Don.
f. Infrastructure
Despite receiving investment attention, the issue of infrastructure and technical facilities for tourism on Quan Lan Island is still an issue that needs to be resolved because it has a direct impact on the implementation of ecotourism activities. The minimum conditions for serving tourists such as accommodation, electricity, water, communication, especially medical services, and security work need to be given top priority. Ecotourism spots in Minh Chau commune are assessed to have better infrastructure and technical facilities for tourism because there are quite complete and synchronous conditions for serving tourists, meeting many needs of domestic and foreign tourists.
3.2.1.4. Determine assessment levels and assessment scales
Corresponding to the levels of each criterion, the index is the score of those levels in the order of 4, 3, 2, 1 decreasing according to the standard of each level: very attractive (4), attractive (3), average (2), less attractive (1).
3.2.1.5. Determining the coefficients of the criteria
For the assessment of DLST in the two communes of Quan Lan and Minh Chau islands, the students added evaluation coefficients to show the importance of the criteria and indicators as follows:
Coefficient 3 with criteria: Attractiveness, Exploitation time. These are the 2 most important criteria for attracting tourists to tourism in general and eco-tourism in particular, so they have the highest coefficient.
Coefficient 2 with criteria: Capacity, Infrastructure, Location and accessibility . Because the assessment area is an island commune of Van Don district, the above criteria are selected by the author with appropriate coefficients at the average level.
Coefficient 1 with criteria: Sustainability. Quan Lan has natural and human-made ecotourism sites, with high biodiversity and little impact from local human factors. Most of the ecotourism sites are still wild, so they are highly sustainable.
3.2.1.6. Results of DLST assessment on Quan Lan island
a. Assessment of the potential for natural tourism development
For Minh Chau commune:
+ Natural tourism attractiveness is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined as average (2 points) and the coefficient is quite important (coefficient 2), then the score of Capacity criterion is 2 x 2 = 4.
+ Exploitation time is long (4 points), the most important coefficient (coefficient 3) so the score of the Exploitation time criterion is 4 x 3 = 12.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is assessed as good (3 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 3 x 2 = 6 points.
The total score for evaluating DLST in Minh Chau commune according to 6 evaluation criteria is determined as: 12 + 4 + 12 + 4 + 4 + 6 = 42 points

b. Assessment of the potential for humanistic tourism development
For Quan Lan commune:
+ The attractiveness of human tourism is determined to be very attractive (4 points) and the most important coefficient (coefficient 3), so the score of the Attractiveness criterion is 4 x 3 = 12.
+ Capacity is determined to be large (3 points) and the coefficient is quite important (coefficient 2), then the score of the Capacity criterion is 3 x 2 = 6.
+ Mining time is average (3 points), the most important coefficient (coefficient 3) so the score of the Mining time criterion is 3 x 3 = 9.
+ Sustainability is determined as sustainable (4 points), the important coefficient is the average coefficient (coefficient 1), so the score of the Sustainability criterion is 4 x 1 = 4 points.
+ Location and accessibility are determined to be quite favorable (2 points), the coefficient is quite important (coefficient 2), the criterion score is 2 x 2 = 4 points.
+ Infrastructure is rated as average (2 points), the coefficient is quite important (coefficient 2), then the score of the Infrastructure criterion is 2 x 2 = 4 points.
The total score for evaluating DLST in Quan Lan commune according to 6 evaluation criteria is determined as: 12 + 6 + 6 + 4 + 4 + 4 = 36 points.

Basically, both Minh Chau and Quan Lan localities have quite favorable conditions for developing ecotourism. However, Quan Lan commune has more advantages to develop ecotourism in a humanistic direction, because this is an area with many famous historical relics such as Quan Lan Communal House, Quan Lan Pagoda, Temple worshiping the hero Tran Khanh Du, ... along with local festivals held annually such as the wind praying ceremony (March 15), Quan Lan festival (June 10-19); due to its location near the port and long exploitation time, the beaches in Quan Lan commune (especially Quan Lan beach) are no longer hygienic and clean to ensure the needs of tourists coming to relax and swim; this is also an area with many beautiful landscapes such as Got Beo wind pass, Ong Phong head, Voi Voi cave, but the ability to access these places is still very limited (dirt hill road, lots of gravel and rocks), especially during rainy and windy times; In addition, other natural resources such as mangrove forests and sea worms have not been really exploited for tourism purposes and ecotourism development. On the contrary, Minh Chau commune has more advantages in developing ecotourism in the direction of natural tourism, this is an area with diverse ecosystems such as at Rua De Beach, Bai Tu Long National Park Conservation Center...; Minh Chau beach is highly appreciated for its natural beauty and cleanliness, ranked in the top ten most beautiful beaches in Vietnam; Minh Chau commune is also home to Tram forest with a large area and a purity of up to 90%, suitable for building bridges through the forest (a very effective type of natural ecotourism currently applied by many countries) for tourists to sightsee, as well as for the purpose of studying and researching.

3.2.2. Using SWOT matrix to evaluate Quan Lan island tourism
General assessment of current tourism activities of Quan Lan island is shown through the following SWOT matrix:
Table 3.5: SWOT matrix evaluating tourism activities on Quan Lan island
Internal agent
Strengths- There is a lot of potential for tourism development, especially natural ecotourism and humanistic ecotourism.- The unskilled labor force is relatively abundant.- resource environmentunpolluted, still
Weaknesses- Poorly developed infrastructure, especially traffic routes to tourist destinations on the island.- The team of professional staff is still weak.- Tourism products in general
quite wild, originalintact
general and DLST in particularalone is monotonous.
External agents
Opportunity- Tourism is a key industry in the socio-economic development strategy of the province and Van Don economic zone.- Quan Lan was selected as a pilot area for eco-tourism development within the framework of the green growth project between Quang Ninh province and the Japanese organization JICA.- The flow of tourists and especially ecotourism in the world tends toincreasing
Challenge- Weather and climate change abnormally.- Competition in tourism products is increasingly fierce, especially with other localities in the province such as Ha Long, Mong Cai...- Awareness of tourists, especially domestic tourists, about ecotourism and nature conservation is not high.
Through summary analysis using SWOT matrix we see that:
To exploit strengths and take advantage of opportunities, it is necessary to:
- Diversify products and service types (build more tourism routes aimed at specific needs of tourists: experiential tourism immersed in nature, spiritual cultural tourism...)
- Effective exploitation of resources and differentiated products (natural resources and human resources)

Basic Content of Building a New Lifestyle for Today's Students
2.1.2. Importance and content of building a new lifestyle for Vietnamese students in the current context of globalization
2.1.2.1. Students and characteristics of Vietnamese student activities

Vietnamese students are those who are studying at universities and colleges in Vietnam. They are a special social class, on the path of learning, training and shaping their personality, ethics and lifestyle. Although they have a level of awareness, basic scientific knowledge and thinking ability, but at a very young age, between 18 and 25 years old and not much life experience, they are under great pressure from many different directions, easily swayed in the current context of globalization.
Students, at the social level, are representatives of a special social group of people who are studying in universities and colleges to acquire knowledge as preparation for entering the workforce in a certain professional field. In the future, they will join the intellectual ranks of society.
At the individual level, students are socially mature, physically mature, personality shaped, and are learning and acquiring knowledge and skills in a certain professional field. This is the period when students develop abstract thinking, especially the development of worldview, outlook on life, containing ambitions to reach noble ideals, developing career interests... Psychologically, this is the age of formation and strong development of personality qualities that are very important for self-education, self-improvement in a positive direction such as self-assessment ability, self-esteem, confidence, awareness... Socially, students have the desire to contribute, want to be recognized by society. They also want to affirm their role and position in the family, in the collective, in work, in relationships.
Students at this age have reached a certain level of maturity in terms of both biology and social relations. Physiology and intelligence have begun to mature. The development of dialectical thinking has reached a relatively high level. Logical and dialectical thinking
Evidence is based on both the level of psychological development and the result of university education. In addition, students' contact with society is more intimate and direct than that of previous generations, so they gradually form the habit of independent thinking with more comprehensive and scientific judgments, thereby promoting their logical thinking and abstract thinking to develop more and more, their worldview and outlook on life are gradually formed, their psychological and personality qualities gradually develop, and their thoughts and behaviors are increasingly independent.
Although they have a level of awareness, basic scientific knowledge, and thinking ability, they are still very young and have little life experience, they are under great pressure from many different directions, and are easily swayed in the current context of globalization. Some passive students have not adapted to the changing environment. Some students, due to their unstable youth psychology, are fond of and pursue new things, and are influenced by a competitive, pragmatic, and fickle lifestyle. If the aspirations and dreams of youth are not properly oriented, they will be realized by negative behaviors, especially for those with little life experience and unstable consciousness like students.
Most students have continuously studied, improved their qualifications and promoted the good traditions that their fathers and brothers have built. Students studying at the schools are very diverse in composition, rich in future careers, high in scientific level, and are a dynamic, creative, sensitive class of people who adapt quickly to the new mechanism. The majority of students today are people with ideals, great dreams and ambitions. They are willing to overcome difficulties and challenges to realize their dreams.
2.1.2.2. The importance of building a new lifestyle for students in the current context of globalization
The concept of new student lifestyle in particular does not go beyond the connotation of the concept of building Vietnamese people's lifestyle in general. However, due to psychological, physiological characteristics and living conditions, building student lifestyle needs to pay attention to their characteristics. Therefore, the new student lifestyle is
The typical way of working of students, expressed in the choice of activities and the way of carrying out those activities, is national, modern, and humane in the process of building socialism in Vietnam today, including all aspects of student activities, from studying to personal activities, from life concepts, value orientation to daily behavior, in interpersonal relationships of students.
Building a new lifestyle for students is the process of influencing students to form and perfect in them the correct principles and standards in lifestyle that are suitable for the requirements of the process of building the country in the direction of socialism. Thanks to that, each individual can self-adjust, evaluate, guide and control their lifestyle behavior towards the process of realizing a national, modern and humane society and people in the process of building socialism in Vietnam today.
To build a new lifestyle for students, it requires the efforts of the subjects and the entire social community. Especially the socio-political organizations and the students themselves as both subjects and subjects who are self-aware, self-educated, and self-improved in the process of building a new lifestyle.
To build the lifestyle of Vietnamese students today, we must put it in the specific context of the country and the era as well as how the long-standing cultural values of the nation are being realized. In other words, how are the behaviors of Vietnamese students today receiving, inheriting and promoting traditional national moral values?
Talking about today's youth, society recognizes that "work" and "lifestyle" are two important keywords. This shows that lifestyle is a matter of great concern. The lifestyle of students is expressed in studying, working, social struggle and human relations. These areas are not separate but interact and influence each other. For example, an individual with a serious attitude towards studying is often a person who loves work, appreciates the fruits of his or her own and others' labor, and is also a person with proper relationships in social relationships.
The current socio-economic changes have had two impacts on the student lifestyle: positivity, initiative, creativity, and alertness in studying and social activities, both modern and preserving the cultural identity of the nation. On the other hand, there have been many negative manifestations in the student lifestyle. These are the tendency to live an absolute life of material factors, individualistic and selfish lifestyles, the tendency to follow foreign lifestyles, the love of spending and enjoyment, and behavior that is foreign to the traditional Vietnamese style.
Nowadays, in the context of globalization, building a new lifestyle for students is of special strategic importance for the following reasons:
Firstly, the new lifestyle is both the goal and the driving force for social development, human improvement in general and students in particular.
Lifestyle is the expression of the moral foundation or it is the form of expression of traditional moral values in different historical periods. Looking at the lifestyle, we can see the continuity, the link between the past and the present, between the old and the new. History has proven that there is no and it is impossible to build a progressive lifestyle if we deny the traditional values left by our ancestors. On the contrary, traditional cultural and ethical values are the source, the root on which we build a new lifestyle combined with the new quintessence of humanity. Traditional ethical values create the cultural identity, soul, and lifestyle of the Vietnamese people from the past to the present. The formation and development of students is no exception to that rule, their lifestyle is not only the selective inheritance of traditional ethical values of the nation but also the promotion of the proud traditions of previous generations of students.
The process of building a new lifestyle is closely linked to the struggle to eliminate the remnants of the old lifestyle (the remaining feudal, bourgeois, and neo-colonial lifestyles) and gradually build a new, civilized, and progressive lifestyle. It is not only when the new regime - the socialist regime - is built that a new lifestyle is built, but it must be built right from the beginning of the transition period.
Building a new lifestyle has the meaning of orientation, paving the way and new lifestyle as the ideal content to ensure the unity between theory and practice that we are striving to reach. Of course, we do not ignore the principles of considering the formation of a new lifestyle.
A way of life is formed from production relations, from means of
certain production
A way of life is governed by the ideological forms of each superstructure. Every way of life is determined by its ideology.
A way of life has the continuation of tradition due to the geographical conditions, psychology, and history of struggle of each nation.
The new lifestyle plays an important role in promoting and orienting the healthy development of the economy, creating the foundation and premise for social development and human perfection, including students. Depending on the lifestyle of people, its impact can make the economy grow or decline.
In the current context of globalization, with a volatile social environment, young people - including students - are in the process of developing to assert their role as future owners of the country. They are also facing new opportunities and challenges, and are also affected by the negative side of globalization, so we need to pay due attention to building a new lifestyle for students, contributing to building new people - socialist people in Vietnam.
Furthermore, when it comes to moral education and student lifestyle, students must be considered as moral subjects, conscious of their own moral behavior and lifestyle, capable of expressing, self-regulating, and self-evaluating their behavior. A person who reaches social maturity is a person with a standard personality and lifestyle. Personality affirms the quality of human development, influenced and impacted by society in the traditional and modern nature of economic, cultural, and social factors through its value system and standards, expressed in worldview and outlook on life, ideology, ethics, emotions and beliefs, and behavior in
human activities and behavior in the social community. The reality of personality determines the form of expression in lifestyle and life philosophy.
The renovation process requires a team of intellectuals who are both “red” and “specialized”, who are comprehensively developed and modern, who both inherit and promote traditional moral values in succeeding their ancestors in building and developing the country in the direction of socialism, and who absorb the quintessence of human culture. Therefore, promoting traditional moral values in building a student lifestyle is inevitable.
Second, the new lifestyle plays an important role in "preventing" and "immunizing" the whole society, especially students, against the negative impacts of the market economy and globalization, as well as the "peaceful evolution" plot of hostile forces....
In the current period, the country continues the cause of comprehensive innovation and international integration in the globalization process, posing many new issues in the fields of ethics, culture and society.
At the 6th National Congress (1986), our Party affirmed the cause of comprehensive national innovation, including economic innovation, which is to transform the economic management mechanism from centralized, bureaucratic, and subsidized to a market mechanism, with State management, following a socialist orientation.
Market economy plays a positive role, promoting dynamism, creativity, encouraging innovation and national development, promoting the positivity and dynamism of all classes of people, creating conditions for each individual to affirm his or her position in the development of the country; on the other hand, it also breaks some outdated traditional ethical concepts in terms of history, bringing a new concept of the relationship between ethics and interests... A generation of students is forming that considers reaching the intellectual heights of humanity to be determined to bring the country out of poverty and backwardness, achieving the goal of "Rich people, strong country, fair, democratic and civilized society" as the highest criterion of new ethics.
Under the impact of market economy and globalization leading to reality
The current student lifestyle has complex developments, with some positive aspects.
negative, taking shape, changing... Therefore, the problem is to build a lifestyle for them, to orient them to become future socialist intellectuals, both red and professional, with qualifications, capacity, qualities, and a noble lifestyle...
However, the market economy has also left us with many negative aspects of society, including moral and lifestyle degradation, although it is a socialist-oriented market economy. In the market mechanism, money is used as a measure of value. When money becomes the goal of life, the orientations, goals and ideals of young people also depend on money. Students only hope to find attractive jobs and careers that can help them quickly become rich. Noble careers but do not bring opportunities to earn a lot of money are no longer attractive to the young generation. With their immaturity and youth, in the face of material temptations, they are easily caught up in the vortex of "profit" and forget human values, gradually losing their conscience and honor...
Furthermore, globalization, especially economic globalization, has become a trend in all areas of human life. Besides positive impacts, globalization also causes negative impacts and poses challenges to people, especially to developing countries like ours, such as: unsustainable economic growth due to exports, increasing debt, the gap between rich and poor, population growth and increasingly serious environmental pollution...
Globalization with the above opportunities and challenges has deeply impacted the building of the Vietnamese people's lifestyle in general, and Vietnamese students in particular. In addition, hostile forces always seek ways to sabotage us. Our ancestors have experienced difficulties and challenges, shed sweat and blood to gain independence, freedom, build and protect the country today. But the enemy always seeks to sabotage the achievements of the revolution. Currently, the struggle in peaceful conditions has shifted from confrontation to dialogue, the enemy mainly attacks in the fields of ethics, lifestyle,
