Party committees, authorities, and people's organizations need to objectively and scientifically evaluate the successes and limitations, their causes, and from there propose policies and solutions to continue leading the work of poverty reduction in a sustainable and highly effective direction. The synchronous implementation of the solutions mentioned in the thesis is expected to contribute to the realization of that goal.
2. Recommendations
- To successfully implement the Poverty Reduction Program for the period 2016-2020 in Van Ban district, we recommend that in the process of directing, operating and organizing the implementation, Van Ban district and Lao Cai province should synchronously deploy both the two National Target Programs, the Sustainable Poverty Reduction Program and the New Rural Development Program; at the same time, effectively integrate the capital resources of the Support Programs with goals on healthcare, education, electricity, clean water and environmental sanitation, forestry, population stabilization to adapt to climate change, etc. There should be policies to attract, encourage and invite businesses to invest in the agricultural and rural sectors.
- The Government should soon issue a unified mechanism in managing and operating programs with the common goal of poverty reduction, avoiding overlap that causes waste and creates loopholes in management and operation.

- Research to unify the system of sustainable poverty reduction indicators so that local levels have a basis and basis in organizing and directing the implementation of sustainable poverty reduction strategies.
- Have specific policy documents to guide decentralization in financial management of investment sources and project management, contributing to promoting community participation in construction, management, maintenance and repair of traffic works, irrigation works and other public and welfare works.
- Continue to conduct more in-depth and broader research topics, especially focusing on the factors affecting and the effectiveness of people's livelihood activities to have more specific and objective evidence, helping to propose feasible solutions.
- Propose that all levels, sectors, and socio-political organizations apply the solutions of the project to develop plans for household economic development, for farmers in general and ethnic minorities in particular.
