Viet Duc Friendship Hospital is assigned full autonomy, so the manager's philosophy and management style have a comprehensive impact on the management and operation of the unit, specifically the establishment and operation of the hospital's organizational structure, people and activities based on the tasks and functions assigned by the Ministry of Health, including financial and accounting activities as well as influencing the setting of goals for the unit. The manager's philosophy and management style have a close relationship with the ethical values ​​of the hospital, having an important influence on the atmosphere, awareness and attitude of the members.

- Integrity and ethical values

The integrity of all hospital employees and their ethical conduct are important elements of the internal control environment.

Ethical values ​​and integrity are the standards, principles of ethics and behavior of all members in the hospital, originating from the standards established by the hospital management levels to guide the communication and work handling methods of the members to minimize wrongdoings, unethical and unprofessional behavior occurring in the hospital. Integrity can be achieved in work if the hospital's employees are aware of respecting and following ethical standards.


- Organizational structure

The organizational structure of the hospital is shown through the hospital's organizational chart, which clearly divides the authority and responsibility of each functional department as well as the relationship between those departments and stipulates the reporting methods and procedures between departments in the hospital. The Board of Directors expects that a clear and reasonable structure creates a unified framework for the Board of Directors to issue policies and procedures for coordination throughout the hospital from top to bottom, while providing a basis for information flows to circulate effectively in the hospital to ensure that members promptly process data and carry out necessary activities according to the direction of the manager.

- Define authority and responsibility

The hospital has defined the authority and responsibility of individuals or groups to effectively carry out specific goals and tasks. Board of Directors


The hospital develops policies that specify the requirements for knowledge and experience of key staff, resources to perform tasks related to hospital operations, and delegates certain tasks to subordinates to promote creativity, increase initiative for managers and subordinates, increase competitiveness and satisfy the requirements of patients and their families, and the hospital's partners. Specifically, the responsibilities of management levels:

Hospital director: is the head of the hospital, responsible to the immediate superior for all hospital activities.

Deputy Director: The Deputy Director is the person who assists the Director in each aspect of the work assigned by the Director and is responsible to the Director for his/her decisions. The Deputy Director has the right to replace the Director in handling tasks as authorized by the Director and must report the resolved tasks to the Director.

Head of Nursing: Under the leadership of the hospital director, the hospital head of nursing is responsible for assisting the director in organizing and implementing comprehensive patient care.

Director of the Line Command Center: Under the leadership of the hospital director, the head of the line command department is responsible for assisting the director in organizing and implementing line command work.

Head of Medical Equipment and Supplies Department: Under the leadership of the hospital director, the head of the medical equipment and supplies department is responsible for assisting the director in organizing, implementing the management and use of all medical equipment and supplies.

Head of Administration Department: Under the leadership of the hospital director, the head of administration department is responsible for assisting the director in organizing and implementing administrative work.


Head of Personnel Department: Under the leadership of the hospital director, the head of personnel department is responsible for assisting the director in organizing and implementing organizational and personnel work, and internal political protection work of the hospital.

Head of Finance and Accounting Department: Under the leadership of the hospital director, the head of finance and accounting department is responsible for assisting the director in organizing and implementing financial collection and expenditure in the hospital in accordance with regulations.

Head of treatment department: Under the leadership of the hospital director, the head of department is responsible for assisting the director in organizing and implementing department activities and assigned tasks.

To evaluate the performance of duties and powers of positions, departments/offices/institutes/centers, the hospital issues a quality management system according to ISO 9001:2015 standards.

The working methods at departments/offices/institutes/centers, at a specific operation will be built into processes according to ISO standards, which are directly implemented by employees and used as a basis for management levels to evaluate work efficiency.

- Regarding recruitment policy : Recruitment of civil servants and contract workers comes from the approved job position project and from the actual need to supplement the unit's personnel. Based on the job position project of the departments/divisions/institutes/centers, the Personnel Department will conduct a preliminary selection and let the employee work for a trial period. If the employee meets the job requirements, the Personnel Department will carry out the recruitment procedure.

- Regarding training and development policy : After recruitment, the Hospital always encourages and creates conditions for employees to regularly study to improve their professional qualifications appropriate to the assigned work.


- Staff capacity

The development of any organization is always linked to the quality of its human resources. Currently, departments/offices/institutes/centers have built job position plans for their units, so recruitment is carried out fairly and transparently, and the recruited person will meet the requirements of the job, reducing retraining costs. Competence is related to qualifications, knowledge and ability to perform the job, so it is an important factor to help hospital members complete tasks according to the hospital's goals.

Viet Duc Friendship Hospital is the largest Center for Surgery, Anesthesia, Resuscitation and Diagnostic Imaging in the country. With the permission of the Ministry of Health and the close guidance of the Hospital Board of Directors, the Training and Line Command Center continuously expands training courses and gradually improves the quality of training in assigned fields.

Pursuant to Circular 22/2013/TT-BYT dated August 9, 2013 of the Ministry of Health on guidelines for continuing education in the health sector. In 2019, the Center for Training and Guidance has implemented many forms of continuing education such as: professional development; training courses; training according to social needs; training and technology transfer according to Projects, Projects...

In addition, the personnel department always organizes professional and technical improvement courses for employees working in functional departments to perform other tasks such as bidding classes, accounting training, etc.

Each year, the Hospital performs more than 70,000 surgeries. Many cutting-edge techniques are deployed such as: Multi-organ transplantation from brain-dead donors, heart, lung, liver, kidney transplantation... Many other complex techniques are deployed and put into routine such as: Laparoscopic surgery of the abdomen, skull, bones, joints, spine, application of modern techniques in anesthesia and resuscitation, diagnostic imaging and modern paraclinical tests, minimal intervention techniques contribute to effective diagnosis and treatment with the least trauma to the patient. These are all very proud achievements of the Hospital and the Vietnamese medical industry.

At the Hospital, state-level, ministerial-level and grassroots-level research projects have been effectively implemented in care and treatment, highly appreciated by scientific councils, and many of these documents have been published in prestigious international and national journals.

Regarding training, the Hospital is a practice facility of Hanoi Medical University, Faculty of Medicine and Pharmacy, National University and many other universities and colleges.
