Research Works Related to the Current Status of Transformation of Socialist Production Relations in the Renovation Period in Vietnam



Between the process of innovation and adjustment of ownership and the development of the productive forces, little attention is paid to the issue of socialist production relations.

With the article: " Developing the Marxist-Leninist viewpoint on ownership in the current period" [76] by Nguyen Duc Luan. In this article, besides generalizing the Marxist-Leninist viewpoints on ownership, the author also affirms the need to have reasonable supplements and developments of these viewpoints in the conditions of today's era.

In the book "The issue of ownership in the socialist-oriented market economy in Vietnam" [155] by Nguyen Ke Tuan. This work focuses on the following three basic issues: basic theoretical issues of ownership in the socialist-oriented market economy; the current status of ownership, economic sectors and types of enterprises in the process of economic renovation in Vietnam; viewpoints, trends and solutions to the issue of ownership, economic sectors and types of enterprises in the process of building a socialist-oriented market economy in Vietnam. This is a very elaborate work, and has both theoretical and practical significance. The authors have systematized and generalized the views of Marxism-Leninism and the views of many other researchers on ownership, thereby clarifying many theoretical issues on ownership, such as ownership regimes and forms of ownership in the market economy; The development of ownership regimes in social production modes; the relationship between ownership and forms of economic organization in a market economy.

In the process of studying this work, we found that there are some issues that need further discussion, for example, when discussing the ownership regime, the authors believe that "the ownership regime is a general concept that only owns in its most essential aspect". This understanding of the ownership regime is very different from the current Marxist-Leninist political economy textbooks. In addition, the relationship between ownership and the productive forces is expressed very vaguely, not really clarifying the diversity of ownership forms due to the diversity in the level of the productive forces.


Research Works Related to the Current Status of Transformation of Socialist Production Relations in the Renovation Period in Vietnam


Discussing the issue of ownership, there is the book “ The issue of ownership and sustainable development in Vietnam and China in the early years of the 21st century” [45] by Luong Viet Hai. This work is a collection of articles by many different authors. The articles all focus on generalizing and pointing out the scientific basis of the new viewpoints and policies of the Communist Party of Vietnam and the Communist Party of China on ownership, especially the policy of diversifying ownership forms in the years of implementing the renovation and reform policies in the two countries. However, the issues presented in the papers are mostly still at a general, general level, not really analyzing in detail about ownership in Vietnam and China today.

Writing about collective economy is the book " Collective ownership and collective economy in the socialist-oriented market economy in Vietnam" [61] by Chu Van Lam. This work includes the following three basic contents: 1) Collective ownership and cooperative economy in the market economy - some theoretical and practical issues in the world; 2) Some theoretical issues and the current status of collective ownership and collective economy development in the conditions of the socialist-oriented market economy in Vietnam; 3) Orientation and policy recommendations for the development of collective ownership and cooperative economy in the coming time. By focusing on the above basic contents, the authors have contributed to clarifying collective ownership and collective economy from the perspective of Marxism-Leninism and from the perspective of many other scholars, in terms of theory as well as practice (domestic practice and practice in some countries in the world, practice in socialist countries, or countries that were formerly socialist and practice in capitalist countries). Therefore, the work of author Chu Van Lam and his colleagues has provided multi-dimensional perspectives with very rich and diverse sources of information on collective ownership and collective economy. Throughout this work, the authors have focused on clarifying the nature and forms of collective ownership; the difference between collective ownership and mixed ownership; the necessity of collective ownership and collective economy as well as its role and position in the conditions of a socialist-oriented market economy;... It can be affirmed that



that this work has contributed to clarifying the views of Marxism-Leninism on collective ownership and collective economy; some breakthrough views on the development of collective ownership and collective economy in the conditions of socialist-oriented market economy in Vietnam; the current situation of collective ownership and collective economy development in our country after the Law on Cooperatives (1996) was issued;... However, some important contents have not really been clarified by the authors, such as the relationship between new policies and guidelines on collective ownership and the development of productive forces.

Also discussing the issue of ownership, Nguyen Van Thuc has a book: " Ownership: theory and application in Vietnam" [137]. The work includes the following basic contents: theory of ownership; types of ownership and their role in the socio-economic development in Vietnam today; the issue of reforming and building ownership forms in the process of transition to a socialist-oriented market economy. From a theoretical perspective, by analyzing the viewpoints of Marxism-Leninism and many different sources of documents, author Nguyen Van Thuc has raised a convincing concept of ownership. Also in this work, author Nguyen Van Thuc mentioned many different issues related to ownership, such as: possession, ownership subject and ownership object, individual ownership and private ownership, ownership rights and ownership regime, ownership types and forms, etc. In the process of analyzing these issues, the author also had valuable generalizations and comments, such as the contents about ownership rights, ownership regime, etc. (from pages 53-58). From a practical perspective, basically, the author of "Ownership: theory and application in Vietnam" clarified the inevitability of the existence of many forms of ownership and their role in the socio-economic development in our country today; the author also pointed out some contents of reforming and building ownership forms in the process of transitioning to a socialist-oriented market economy. However, due to the influence of the research purpose, the author only talks about the role of ownership forms in socio-economic development in general, without discussing much about the impact.



The impact of the process of innovation of ownership relations on the liberation and development of the productive forces.

In the book " Some issues on ownership in our country today" [129] by Nguyen Van Thao, Nguyen Huu Dat. In this work, the authors focus on researching the issues: awareness of ownership issues in Vietnam - Theory and practice"; the current status of state-owned enterprise ownership and land ownership in Vietnam"; basic viewpoints and directions for orienting the solution of ownership issues in Vietnam today. With such a research focus, the authors have summarized some viewpoints on ownership in the world; systematized the viewpoints of our Party and State on ownership in the pre-renovation period and during the renovation (up to 2004); especially, the authors have focused their research on urgent issues related to ownership, which are the current status of state-owned enterprise ownership and land ownership in our country, on that basis, the authors have put forward basic viewpoints and directions for solving ownership issues in our country today. Although the authors have not focused much on studying the Marxist-Leninist viewpoint on ownership; the data are not very up-to-date (mainly from 1980-1999); the directions are still general and not groundbreaking, but this is still a work with very elaborate research on ownership, contributing to solving problems related to ownership in Vietnam.

The book “Building socialist-oriented production relations and implementing social progress and equity in Vietnam” [119] by Luong Xuan Quy. In this work, the author discusses the following basic issues: 1) Perception of socialist-oriented production relations and social progress and equity; 2) Changes in production relations and their impacts on the development of production forces, implementing social progress and equity in 15 years of renovation (1986 - 2001) in Vietnam; 3) Directions for building socialist-oriented production relations and implementing social progress and equity in Vietnam.

The topic that Luong Xuan Quy and the group of authors mentioned is a very large and complicated issue, with different opinions. The authors have



clarify many theoretical and practical issues. In particular, the authors have contributed to clarifying the content and basic characteristics of socialist-oriented relations of production; the role of relations of production in developing the forces of production and social progress and equity according to Marxism-Leninism; the contradictions arising in the process of developing the forces of production and perfecting relations of production in the socialist orientation; the characteristics of the forces of production in the present era and its impact on relations of production; our Party's guidelines on building a multi-sector economy and implementing social progress and equity in Vietnam today; the current state of changes in relations of production and the main impacts of relations of production on economic growth, liberating the forces of production, implementing social progress and equity; the direction of building relations of production in the socialist orientation, implementing social progress and equity.

However, in the work of author Luong Xuan Quy and his colleagues, there are still some contents that are not really clear, requiring further research. For example, in the first part of the work, the content discussing the role of the production relationship in the development of the productive forces and social progress and justice according to Marxism-Leninism is very vague and unclear; in the second part, the authors mentioned a very important content, which is the impact of changes in the production relationship on promoting economic growth and liberating the productive forces, but the way this issue is presented is somewhat simple and brief, so it is not very convincing; in the third part, the directions for building socialist-oriented production relationships and implementing social progress and justice in Vietnam that the authors put forward are still very general, making it difficult to apply in practice;...

In the book "Concepts of Marx - Engels and Lenin on ownership in socialism" [17] by Luong Minh Cu. This thesis focuses on researching the issues: the concept of ownership, the position and role of ownership in socialism; abolishing private ownership and establishing public ownership of means of production; ownership in the conditions of a socialist-oriented market economy in our country today. In general, the thesis has made in-depth analysis and systematized the views of Marxism - Leninism on ownership in socialism.



The author also scientifically argued that the abolition of private ownership and the establishment of public ownership is a long-term process and must be associated with the development of productive forces. This thesis also points out some subjective mistakes that are easy to make, and at the same time clarifies the principled issues related to the establishment of ownership in the process of building socialism.

In the book " The simultaneous existence of many types of ownership for the socio-economic development in Vietnam today" [136] by Nguyen Van Thuc. In this work, the author is particularly interested in clarifying the theory of ownership; types of ownership and their roles in the socio-economic development in Vietnam today; the issue of reforming and building ownership relations in the process of transition to a socialist-oriented market economy. This thesis was completed at a time when our Party and State have made strong innovations in ownership, especially the policy of equitizing state-owned resources to exploit, manage and use production resources more effectively. Therefore, throughout this thesis is the spirit of strong innovation in ownership relations to exploit and promote the LLSX optimally. In addition, the author also has accurate assessments of the role of ownership forms in our country's current production. However, when discussing the reality of Vietnam, due to the influence of the research purpose, the author does not discuss much about some complex and urgent issues related to ownership in Vietnam today. Moreover, the practical data used in the process of arguing and analyzing the reality of Vietnam is not really rich.

The second basic aspect of production relations - the relationship between people in organizations and production management - is also the research topic of many research works, typically the following works:

Phu Giang with the article " Innovation in management and equitization of state-owned enterprises to improve competitiveness and operational efficiency " [40]; Vo Dai Luoc " Vietnam's economy in theory and practice" [79]; Nguyen Canh Nam: " Management of state-owned enterprises - Inadequacies and proposals for innovation" [88]; Nguyen Thanh Nam with the article " Development of high-quality human resources: experience



from Viettel” [89]; Pham Quang Trung with the book “ State-owned corporation model in Vietnam to 2020” [152]In general, the above works are interested in clarifying the role of the State in managing the economy in our country today, the impact of the international integration process on the activities of organizing, managing production, and regulating the economy. These works have also systematized the process of building and perfecting the market economic institution in our country, pointing out the achievements and limitations of that process, and at the same time providing solutions to overcome the limitations and shortcomings of the market economic institution in our country today. The above authors all affirmed the need to quickly perfect the socialist-oriented market economic institution to improve the effectiveness of state management, creating a favorable environment for the production and business process of people and enterprises.

The relationship between people in product distribution is also one of the basic aspects of QHSX. However, in the process of researching and collecting documents, we found that there are not many in-depth research works on this issue. Below are some research works that we have approached and learned.

In the book "General Theory of Distribution of Socialism" [8], by Chinese Li Bin. In his work, author Li Bin raised the basic arguments of Marxism-Leninism on distribution. At the same time, the author clarified the economic conditions that constrain distribution, emphasizing the development of the productive forces and the socio-economic situation of the country. When discussing the institutional factors that restrain distribution, the author mentioned the ownership regime, the planned commodity economic institution, the macro-management system and the business methods of the enterprise. According to the author, these are the factors that restrain distribution, which are essentially the factors that regulate and control the distribution of products and benefits. That also means that every change in these factors has an impact on distribution. When discussing the basic characteristics of socialist distribution, the author emphasizes the fairness in distribution,



At the same time, it is necessary to study these characteristics in a dynamic state, and not to deny the rationality of socialist distribution as well as its practical prospects because of the gap between actual distribution and the requirements of the characteristics that need to be expressed. With this work, author Ly Ban has made a great contribution to clarifying many general theoretical issues about the distribution of socialism. However, when discussing practical issues, due to the influence of the purpose and scope of the research, the author only mentioned the practice in China. Therefore, when studying this work, readers do not have the opportunity to know about the current situation as well as the problems facing product distribution in Vietnam today.

Nguyen Duc Luan with the article "The problem of product distribution in the transition period to socialism in our country today" [77]. This is a scientific article, published in the Journal of Political Theory and Communication. This work summarizes the process of innovation in product distribution relations in our country from 1986 to the present. However, because this is only a scientific article, its content is still general and sketchy, not going into specific and detailed issues of product distribution in our country today.

In summary, the above works have discussed a lot about the theory of socialist production relations, but no work has discussed specifically and in detail the transformation of socialist production relations in the renovation period.

1.2. RESEARCH WORKS RELATED TO THE CURRENT STATE OF CHANGES IN SOCIALIST PRODUCTION RELATIONS DURING THE PERIOD OF RENEWAL IN VIETNAM

Over the years, there have been many works and articles discussing the changing reality of socialist production relations from different angles and aspects. The following are typical works.

In the book "Vietnam's Economy: 30 Years of Transformation" [133] by author Pham Quy Tho, the current status of the economic transformation process of our country from the time of the renovation in 1986 to 2016 after 30 years of national renovation was assessed.
