CONCLUDE


When talking about the role of the state, scientists, and entrepreneurs in the relationship with farmers (four houses) without mentioning the role and responsibility of farmers, it is really incomplete; Vietnamese farmers with the habit of mainly relying on experience and small scale of production still reign, afraid of risks, still have inferiority complex, think that their management is weak so they are satisfied with the current form of production; with poor cultural level and management capacity, family-style operation method is deeply ingrained in the subconscious of farmers, this is also a difficulty, obstacle in forming enterprises in

agriculture, rural areas. To make the relationship between "four houses" come into reality and be effective.

There needs to be a synchronous mechanism, in which farmers must be very specific, must attach importance to propaganda, education to raise awareness, voluntary, self-conscious and self-realization of their responsibilities and benefits towards farmers.

Developing a socialist-oriented market economy in Vietnam, the role of agriculture, rural areas and the peasant class is of special importance, strengthening the relationship between the "four houses" is both an objective requirement and one of the decisive factors for the success of economic growth and progress, social justice, and the realization of the goal of a rich people, a strong country, a fair, democratic and civilized society. In agricultural production, linking the "four houses" to promote strength and efficiency in agricultural production is extremely necessary. However, to make this link strong, it is necessary to clarify the role of each house and focus on the economic " benefits " of each house.

Linking the “four houses” in agricultural and rural production in Tra Vinh province is an inevitable trend and is consistent with the overall development roadmap of the province. There are many linkage models that can be applied in the “four houses” linkage, but from the practice in Tra Vinh province, I propose the following agricultural production models in Tra Vinh province: centralized model , multi- component model and intermediary model... In these models, the “farmer” must be placed in the central position, the “Scientist” must be objective and impartial, the “State” and “businessman”: decide the success or failure of the linkage.
