CONCLUDE.


Oil and gas is a key industry of Vietnam, assigned by the Government to create accumulation for the process of industrialization and modernization of the country's economy. Oil and gas is also a young industry, having been built and matured for more than 3 decades, of which oil and gas exploitation has only been for over 2 decades. In more than 3 decades, the industry has created and built a human resource of more than 30,000 people, of which 97% of the workers have been trained, 20% have received basic training, have high technical expertise, have enough experience and ability to replace foreign workers in many positions, including positions that undertake complex tasks. The above human resources are being assigned to manage and exploit the country's rare resources and manage the use of a huge amount of transportation, technical equipment, and modern technology. The Government, Ministries and Branches have paid much attention and preferential treatment to develop human resources, not only to meet the immediate production and business requirements of the Group, but also to prepare strategies for the development of oil and gas exploitation, production, processing and the provision of technical labor services in the future. The Vietnam National Oil and Gas Group has accessed and utilized many experiences in human resource management from major oil and gas corporations in the world: Russia, UK, France, USA, Malaysia, China, etc. Among those great experiences is a flexible salary payment method.

Flexible salary payment must be based on flexible labor organization and comply with the basic principles of salary organization. Flexible salary payment takes the goal of maximizing the common benefits of the whole unit, the whole Vietnam National Oil and Gas Group as the goal and applies first to highly skilled and technical workers - the elite part of the oil and gas human resources. The theory of flexible salary payment has not been summarized into a system. The lessons learned from the flexible salary payment method are still evaluated in many different directions. Therefore, the topic that the thesis is implementing has certain difficulties. However, on the basis of

With the documents synthesized from practice, with more or less accumulated experience from labor and salary management of Vietnam National Oil and Gas Group, the author of the thesis has tried to complete the following basic contents:

1. Systematically present the most basic and general features of the theory of flexible salary payment method, characteristics and content of flexible salary payment in modern oil and gas corporations.

2. Systematize and generalize the characteristics of highly skilled and technical labor and its manifestations in the production and business activities of enterprises.

3. Analyze the characteristics of production, business and management organization of the Vietnam Oil and Gas industry (with the Vietnam National Oil and Gas Group as the core) that affect the implementation of flexible salary payment methods for highly skilled and technical workers.

3. Analyze the current situation of flexible salary payment for highly technical professional job titles in the oil and gas industry on 5 contents:

+ Conditions for implementing flexible salary payment method.

+ Identify job titles and types of workers who are paid flexibly.

+ Current status of flexible labor norms and flexible labor payroll.

+ Current status of salary unit price and flexible salary level of highly specialized and technical job titles.

+ Current status of labor-wage management and salary allocation mechanism for jobs using highly skilled and technical labor in the Vietnam National Oil and Gas Group.

4. Based on the conclusions drawn from the analysis, the thesis presents some orientations and solutions to improve and promote the advantages of flexible salary payment in the Vietnam National Oil and Gas Group and proposes some recommendations to the Group and the Government.

The thesis has mentioned some issues that have not been fully summarized in theory and practice, the scope of research is wide, many technical fields are complex, so it is inevitable that there are shortcomings. The author would like to seriously accept and appreciate.
